Overview of position

Under the overall direction of the Commissioner, National Rehabilitation Commission the Special Needs Groups Advisor is responsible for ensuring the overall policy formulation and support to the reintegration of ex-combatants comprising of women, children, elderly, and disabled.

Role objectives

  • Assessing the needs and vulnerabilities of special needs groups, such as women, children, and disabled individuals, to design appropriate interventions.

  • Developing and implementing strategies to effectively integrate special needs groups into the DDR program, ensuring their full participation in all stages of the process.

  • Collaborating with other members of the NRC, as well as our client, local organizations and government agencies, to coordinate and implement appropriate support services for special needs groups.

  • Conduct extensive mapping of existing service delivery capacity for mental health, psychosocial and disability services.

  • Developing and facilitating training sessions and workshops to raise awareness about the specific needs and challenges faced by special needs groups.

  • Conducting focus group discussions with special needs group members, addressing their unique challenges and concerns.

  • Advocating for the rights of special needs group members, including access to education, healthcare, mental health and psychosocial support, and other basic needs.

  • Monitoring and evaluating the effectiveness of interventions for special needs groups, using data to make informed decisions about program adjustments and improvements.

  • Engaging in regular communication with program stakeholders, including special needs group members, to ensure that their voices are heard, and their needs are met.

  • Maintaining accurate and up-to-date records of all activities related to special needs groups within the DDR program.

  • Support the Commissioner in preparing for and or/making presentations on issues of Special Needs Groups as may be required from time to time.

  • Performing other duties as assigned by the Commissioner, NRC or delegated supervisor, as necessary.

Key competencies

  • Knowledge: The candidate should have a strong understanding of disabilities, including the psychological and social impacts that accompany conditions that people with special needs groups often face. They should also have extensive knowledge of evidence-based intervention strategies for dealing with such cases.

  • Skills: Excellent communication skills are essential for a Special Needs Group Advisor. They should have the ability to work effectively with diverse stakeholders, including the community, families, and other professionals. The candidate should have excellent organizational skills, be self-motivated, and have a willingness to work in challenging environments.

  • Cultural Humility: Cultural humility and sensitivity in working with local cultures and traditions are highly regarded.

  • Overall, the candidate must have a passion for serving people with special needs, have the ability to work in a team, handle multiple tasks, and show flexibility in adapting to the program's unique challenges.

Team management

  • This role has no team management responsibility.

Job Requirement:

Bachelor Degree or equivalent in in special education, Psychology, Social Work or a related field. S/he must also have experience/certification in working with individuals with disabilities or with Sexual/Gender based violence. (essential).

Sector experience

Minimum of 3 years of experience in planning, implementing and monitoring programs targeting special needs people. year/s of demonstrable relevant Monitoring & Evaluation experience (essential).

Geographical experience

Minimum of 5 years year/s of experience in Africa (essential).
