Background:

The Disarmament, Demobilization, and Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the Government of Ethiopia and the Tigray People's Liberation Front (TPLF) on 2nd November 2022 in South Africa. This agreement ended the long-standing conflict that had arisen between the TPLF and the central government in Ethiopia, resulting in widespread violence and displacement.

The objective of the DDR program is to facilitate the disarmament of former combatants from Tigray, Amhara and Afar, their demobilization and eventual reintegration into civilian life. The program is geared towards restoring peace, promoting reconciliation and creating a conducive environment for sustainable development. Eventual areas of coverage may go beyond Northern Ethiopia to other regions in the country.

The Government of Ethiopia has mandated and created the “National Rehabilitation Commission” which is responsible for design, planning, implementation and monitoring of the DDR programme in the country.

The DDR program is being implemented in close coordination with various national and international partners, including the United Nations, non-governmental organizations and other actors. It is expected that the DDR program will provide an opportunity for the combatants in North Ethiopia to turn their focus towards peaceful and productive activities, thereby contributing to the overall stability and development of the North Ethiopia region.

Role objectives

  • Assist in the development and implementation of the ICR section's activities, including planning, funding, scheduling, and monitoring progress towards meeting project goals.

  • Work in collaboration with the ICRS team members to develop strategies for providing counselling and referral services to beneficiaries through various communication channels including phone, e-mail, in-person discussions, and social media.

  • Assist in the coordination of outreach programs to promote the ICRS team and its activities, liaising with the media, governmental bodies, NGOs and other relevant groups.

  • Support the ICRS team in the preparation and dissemination of communication and advocacy materials aimed at raising awareness about the program, reaching out to beneficiaries and other stakeholders.

  • Maintain accurate records of ICRS related activities, such as data collection for beneficiaries, documentation of results generated, media reports and follow-ups.

  • Assist in the recruitment and supervision process of staff and volunteers involved in the ICRS team.

  • Carry out administrative functions as directed by the ICRS Team Head.

Key competencies

  • Familiarity with the local culture, customs, and communication channels.

  • Excellent communication, organizational, and analytical skills, with a keen eye for detail.

  • Experience in working with and providing aid to beneficiaries affected by conflict, violence or disaster.

  • Ability to work independently and maintain an upbeat demeanor in pressure situations.

  • Familiarity with Microsoft Office Suite and database management programs.

Job Requirement:

Qualification

Bachelor's in in social work, psychology, international relations, or a related field. (essential).

Sector experience

Minimum of 2 years of relevant working experience in humanitarian aid, community development or a similar field. year/s of demonstrable relevant Humanitarian Aid experience (essential).

Geographical experience

Minimum of 3 years year/s of experience in Africa (essential).

Languages

Fluent in English (essential).
Fluent in Amharic (essential).
