Job Description

SCOPE OF WORK FOR THE EMBEDED SENIOR HEALTH FINANCING ADVISOR

1.      BACKGROUND

From 2021 to 2022, the National TB Program developed a TB Domestic Resource Mobilization and Sustainability (DRMS) Roadmap under the leadership and coordination of the Ministry of Health-Ethiopia (MOH-E) and with support from the U.S. Agency for International Development (USAID) Health Systems for TB (HS4TB) Project. The roadmap is being implemented with continued support from the USAID HS4TB project and as part of the broader Exempted Services strategy development. The MOH-E has requested that the HS4TB project provide support by employing an embedded advisor to the MOH-E.

2.      OBJECTIVE OF THE SUPPORT

One of the strategic shifts being explored in Ethiopia is mobilization of additional health financing resource though innovative financing approaches (exempted service financing, co-financing between government and Donor Partners and co-financing among different levels of government and health equity funds) for the health sector in general and TB in particular. The main objective of the technical support provided by the Senior Health Financing Advisor will be to generate evidence and strengthen the capacity of the MOH-E to mobilize additional domestic funding for the health sector with a specific focus on TB.  The advisor is expected to provide strategic support and leadership for the formulation of relevant strategies, processes and systems through relevant stakeholder engagement. In addition, the advisor is expected to leverage his/her experience to build government employees’ capacities for ensuring sustainability of implementation mechanisms.

3.      MAIN DUTIES OF THE ADVISOR

The main responsibility of the advisor is to contribute towards supporting the implementation of these strategies by the MOH-E. In this regard, the main responsibilities are:

a)      Support the MOH-E to generate evidence and engage stakeholders effectively in domestic resource mobilization for health (exempted services, co-financing, etc.) initiatives, with particular focus on TB, at the different levels of government.

b)      Support the MOH-E to establish an inclusive and participatory government-led process to develop a health sector resources mobilization and financing strategies and mechanisms for national exempted health services which also highlight financing for TB as a priority.

c)       Support the MOH-E to work with the MOFEC to ensure core exempted service programs (including TB) are included in the program-based budgeting

d)      Support the establishment and function of the health financing advocacy team

e)      Support NTP to actively engage in health financing technical working group’s works related to exempted services financing.

f)        Support MOH to develop and implement co-financing arrangements (legal framework, conditionalities, reporting mechanisms) for exempted services that are identified as expenditure functions to be covered by federal and regional levels.

g)      Support MOH in strengthening annual resource mapping and expenditure tracking exercises at the national level, and planning and budgeting processes at the subnational levels for health sector resources with a focus on TB.

h)      Support the MOH-E to carry out quarterly financial performance review of programs in terms of timely reporting by DPs, disbursement to sub national levels, and expenditure tracking.

i)        Represent HS4TB on health financing technical and coordination platforms and advocate for increase in domestic TB resources

j)        Coordinate with MSH Ethiopia country office to plan and execute field visits, trainings and workshops.

Job Requirements

EXPEREINCE AND QUALITFACTION REQUIRED

The Advisor needs to have a minimum qualification of Master’s degree in Public Health/Accounting/Economics and have at least ten years of hands-on previous experience developing strategies and systems for resource mobilization and their implementation.  This role requires the candidate to have:

a)      Strong analytical skills and technical understanding of health financing and health systems strengthening concepts,

b)      Effective stakeholder engagement experience at the different levels of the health sector, and

c)       Strong writing and communication skills to support the implementation of the health financing reforms in general and TB financing Roadmap in particular. 

MANAGEMENT ARRANGEMENT

The technical assistant will primarily be accountable for the quality and quantity of his/her inputs to government counterparts (Strategic Affairs Directorate or Chief of Staff or any other Unit assigned by MOH-E) and to support the MOH-E to advance the objectives that have been agreed upon by the MOH-E, USAID and the HS4TB Project.  His/her accountability will involve:

a)      Responding to requests from his/her counterparts as they relate to this TORs,

b)      Submitting his/her work plan for approval by the MOH-E and the USAID HS4TB Project,

c)       Implementing the work plan and reporting as per the government and the USAID HS4TB Project reporting systems,

d)      Submitting deliverables timely for feedback and approval by the MOH-E and the USAID HS4TB Project;

e)      Will be reviewed and appraised for his/her performance by the MOH-E and the USAID HS4TB Project,

f)        Should inform and get approval from the he MOH-E and the USAID HS4TB Project on scheduled leaves

g)      Transferring skill to the public servant employees and engaging with a high level of integrity and ethical behaviour.

DURATION AND TYPE OF EMPLOYMENT

The HS4TB has 18 months of budget to support the implementation of the TB financing Road map. The advisor is expected to work from 12-18 months on contract basis.
