Lutheran World Federation World Service Ethiopia is a registered foreign charity which has been operating in Ethiopia since 1973 implementing various development and humanitarian projects in different parts of Ethiopia. LWF Ethiopia works closely with the Ethiopian Evangelical Church Mekane Yesus (EECMY), the Ethiopian Government, UN organizations and other funding partners. Its thematic areas include promotion of food security and sustainable livelihood, sustainable natural resources management, emergency preparedness, response and rehabilitation, and capacity building. LWF-ET is in need of hiring qualified professionals to fill the following position:
The Climate Change & DRR Officer is responsible to provide technical support to the project team, target community and partners in the process of planning, implementation, monitoring, and evaluation of climate resilience activities. The technical supports among others, include designing and implementation of methodologies for community based climate change adaptation and mitigation measures. It also includes planning and implementation of appropriate advocacy activities on climate justice in partnership with like-minded organizations, the media and academia. The position holder will lead and facilitate climate risk assessment, baseline survey, and networking with UNHCR, RRS, local and regional level stakeholders working in climate change. He/She collects and documents case studies and learnings on climate change initiatives and facilitate replication of new approaches in climate change issues. He/She is expected to work in close coordination and maintain good working relationship with UNHCR, RRS, district and zone level government counterpart offices, NGOs, CBOs and other pertinent stakeholders to advance the issues of climate change and resilience building. He/She will initiate and implement capacity building activities in diverse issues of climate change and resilience building. He/She reports to the project coordinator.
Coordinate and supervise the overall administrative & operational activities of projects under the regional coordination office;
Line management for senior project staff and support functions in the area including project coordinators and team leaders;
Ensure that the management of the Projects is functioning smoothly & effectively;
Provide support and leadership to project coordinators and team leaders under the regional coordination office;
Supervise administration of projects personnel such responsibilities include all managerial activities like hiring, suspending and taking or recommending disciplinary actions in accordance with the Labour Law, the guidelines of the Organization and the Collective Agreement;
Administer Eastern Ethiopia regional coordination office personnel;
Provide area specific input on Country Strategy, country annual plan and business plan;
Organize grants opening and closing meetings at regional level;
Assess needs, develop emergency response and implement response plans;
Coordinate and lead any procurement for the projects in accordance with LWF procurement manual;
Coordinate and supervise proposal development, baseline study, needs assessments and submit to HO based on request;
Prepare and submit Monthly Management Report (MMRs) to Program Coordinator;
Oversee timely and quality submission of reports from the region;
Establish and/ or maintain partnership with key stakeholders in the region; including but not limited to UNHCR, ARRA and the regional government;
Attend regular regional coordination meetings with the regional government and inter-agency meetings with UNHCR and ARRA;
Ensure preparation and documentation of work plan and procurement plan and implementation per the plan;
Ensure Strict adhere to LWF policies, guidelines and procedures most importantly financial manual, procurement manual and HR manual;
Serve as security focal person for the region; send weekly security updates to HO and ensure compliance with security decisions and precautionary measures enforced by LWF, UNDSS, government and other relevant actors;
Build and facilitate team work among project staff in the region;
Supervise the effective use of vehicles, equipment & materials under different projects and the regional coordination office;
Assure that vehicles shall not be used out of working hours except for program business and emergencies;
Conduct bi-weekly management meetings with project coordinators, team leaders, regional finance coordinator and regional PMER and submit minutes to program coordinator;
Oversee financial expenditures of the projects;
Inform/report to the HR & Administration Unit on a regular basis on legal matters;
Submit bi-annually to the HR & Administration Unit a performance evaluation report of every staff under his/her supervision;
Notify the Program coordinator for all movements outside of the regional program areas;
Observe all LWF-WS Ethiopia Program Staff Rules, Collective Agreement and other Operational Manuals;
Perform any other duties as may be assigned to him by the Programme Coordinator or his designate;
