The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Protection Field Officer 1, based in Gonder.
Terms of Employment: Fixed term contract until 31st December 2023 with possibility of extension based on budget to be available for the position.
PURPOSE
The Protection Field Officer contributes to the identification, implementation and monitoring of ICRC projects in different regions of the country. His/her work is addressed mainly to Protection and Field activities. Based on needs, he/she can be requested to support also other ICRC activities (Assistance, Cooperation, Communication), contributing to the representation of the ICRC at local level.

ACCOUNTABILITIES AND RESPONSIBILITIES
Standard function description:
Contribute to the implementation and follow-up of various field activities, namely Restoration of Family Link, Protection of Civilian Population, Assistance, Networking with local stakeholders and authorities, Communication.
Monitor the humanitarian environment and needs in the areas of responsibility; assess the security, cultural and political environment relevant to the ICRC through consultation of media, reports, publications, networking; share relevant information with colleagues and report any change of the situation as per the structure's communication flow.
Collect, compile and translate information relevant to the projects. Following each filed trip, contributes to written reporting.
Provide interpretation services Oromo-English, English-Oromo, Amhara-English, English- Amhara) (with different interlocutors and beneficiaries, based on the needs.
Facilitate and contribute to the work of the delegates or other specialists, either internally or externally (internal or external meetings with authorities at local level, briefings on ICRC field activities, etc.).
Contributes to maintain, develop and map contacts with various interlocutors at regional and local level.
Participate to field missions, which can at times be carried out independently (50%field).
Ensure administrative and financial follow up after field missions.
Perform other tasks for other departments when required.
Protection 70%
Ensures that all activities conducted in the areas of responsibilities include a focus on protection as a transversal file.
Gathers protection information in the zones of responsibility from direct and indirect sources and shares it with field delegates/PTL/HoSD.
When requested, provide support to document protection of the civilian population (PCP) events in relation to conflict and according to delegation’s priorities,
Support during individual/group interviews with IDPs, reporting, filing processing and follow up of the PCP cases
Provides support to the various protection activities, incl PFL, PCP
Identify key interlocutors for protection dialogue
Prepare field trips with regard to the follow up of protection cases/issues by using existing tools incl PROT 6.
When requested, provide additional punctual support to the Protection Department
In close coordination with RFL team in Addis and ERCS, ensure the proper implementation of the RFL procedures and conduct follow up on RFL files in areas of operations.
Build and maintain contacts with local officials, community leaders, community members and relevant stakeholders who can assist in the RFL activities
Contribute to the analysis of the protection environment in areas of operation based on participation in field activities, network of interlocutors, and review of public sources (e.g. social media)
Contribute to the socio-political and cultural analysis of the IDP contexts, help to identify the most vulnerable cases and most urgent needs of the affected population (both host community and IDPs).
Guarantee a thorough follow up of the most vulnerable cases identified and supported by the ICRC through cash assistance, referral to health centers or relevant stakeholders, donation of dignity kits.
Timely preparation and submission of administrative documents (Field Trip Requests, Travel request, booking of hotel, working advance, etc.) prior each Field Trip. Ensure administrative and financial follow up after field missions.
Networking and Security – 10%
Support the field delegates in maintaining and developing of a network of key interlocutors (civil authorities, police, civil society, NGOs, UN, etc) relevant to questions of security in areas of operations.
Ensure that the list of key interlocutors is kept up-to-date.
Represent and promote the ICRC with regard to its activities with all relevant interlocutors, including through operational dissemination sessions when appropriate.
Inform and advise the field/protection delegate and management on the security situation and assist in obtaining security guarantees for the deployment of ICRC teams in the zones of responsibility.
Informs the Protection/Field Team Leader of all irregularities or security issues in the field. Informs and advises as well on the security situation in the AoRy and assist in obtaining security guarantees for the deployment of ICRC teams in the zones of responsibility
Support the Team Delegates/PTLin the transmission to other ICRC teams about application of the security rules and how to deal with security and behavior matters in the AoR
Cooperation – 10%

Provide support to EcoSec activities when/where required (assessment, distribution, interpretation etc.).
Provide support to Health and WatHab activities where/when required (assessment, networking etc.).
Support other departments to identify and map interlocutors and humanitarian actors relevant to their work, in areas of responsibility or interest to the ICRC.
Analysis and synthesis
Contribute to the analysis of the humanitarian situation and security environment in areas of responsibility
Contribute to the preparation of institutional reports, minutes of meetings, key points, and other ad hoc written reporting.
Job Requirements
University Degree in the field Social Science, Social work, Law or related fields.
Relevant professional experience in one or more of the following fields: law, political science, anthropology, human rights, social affairs, communication.
Minimum of 3 years of relevant working experience (NGOs, Health or Protection local organizations).
Very good command of written and spoken English and Amharic. Other local languages are an asset.
Very good knowledge of Amhara region (geography, culture, politics). Knowledge of other operational areas is an asset (Oromia, Gambella, Benishangul-Gumuz, Somali Region, SNNPRS).
Solid understanding of federal/regional affairs.
Computer literacy.
Valid manual driving license is an asset.
Availability and flexibility to travel within the country. The position requires frequent field missions to key areas (50% field visit).
