“Ethiopian German Energy Partnership / cooperation”

Brief Description of the project/ unit

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development policy objectives. GIZ promotes complex reforms and change processes. In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on the commission of the Ethiopian Government and other international donors.

Ethiopian-German Energy Partnership/Cooperation 

The global programme „Support to bilateral energy partnerships in developing countries and emerging economies” commissioned by the German Federal Ministry for Economic Affairs and Climate Acton (BMWK) has the objective to support the development of dependable, renewables-based energy systems in partner countries, building on professional dialogues and ample expertise of the German energy transition (“Energiewende”). Besides practical projects and policy support, the programme promotes networking with private sector associations and companies to foster knowledge exchange and capacity development as well as market opportunities. 

The Ethiopian German Energy Partnership/Cooperation was established in November 2019 with a joint declaration of intent signed between the Ethiopian Ministry of Water and Energy (MoWIE) and the German Federal Ministry for Economic Affairs and Climate Action (BMWK) on the establishment of a project-based energy cooperation.  

Objective 

The overarching shared objective of the is to foster a secure and sustainable supply and utilization of energy also in the light of international climate protection efforts, recognizing the importance of private sector participation in promoting renewable energy and energy efficiency, as well as the fundamental role of communication strategies to raise the public awareness on energy transition.  

The overall objective is expected to result in the following outcomes: 

  • Energy policy dialogue between Germany and Ethiopia takes place regularly through selected exchange formats. 

  • Engagement of the Ethiopian and the German private sector and other international and local key players contribute to the implementation of the energy partnership. 

  • The German energy transition approach continues to be considered as a successful approach in      Ethiopia.

Responsibilities and Duties

Job Description

A.  Responsibilities

Strategic support, implementation and monitoring of project communication work under the supervision of Head of Secretariat of the Ethiopian German Energy Partnership/Cooperation. The position includes specific communication tasks, monitoring and evaluation as well as administrative tasks. This role requires coordination with the Admin and finance team and  other Energy Portfolio Ethiopia (EPE) units and/or projects, the climate cluster office and the projects with in and the GIZ Ethiopia country office.

B.   Tasks

Within the framework of the responsibilities of the position, he/she fulfils the following tasks:

  • Support the plan, budget, implement and monitor project communication measures in line with the project needs and the overall GIZ Ethiopia and EPE communication strategy.

  • Responsible for the implementation of corporate communication and design guidelines

  • Responsible for the implementation of communication strategy and social media concept

  • Responsible for the development and follow up the production of digital and printed communication products developed by the project including for social media

  • Collect contents for the development of project templates and standard project presentations

  • Collect contents for the development of social media channel posts and write draft texts

  • Conduct research and collect information for the preparation of social media posts, speeches, press releases or any type of written piece for communication purposes

  • Documenting key project information and communication products or materials

  • Liaising and coordinating with the Communication Unit, the Communication Network and other departments at the country office

  • Liaising with communicating and PR services provides, project partners, and other key stakeholders as necessary

  • Monitoring and documentation of project-related internal and external communication materials (press queries, press contact-list, press kits, invitations, press releases, clipping collection)

  • Coordinate and assist the content development for different print and online media 

  • Supporting the implementation of internal communication measures to improve overall information exchange and dialogue throughout the organization

  • Promoting the use of internal channels and tools by project staff and distributing key information

  • Maintaining information on internal communication channels as per the guidelines (IDA project page, GIZ project page and existing social media).

  • Support the coordination and management or support to project-related events and international delegations

  • Support the different event organisation, management and documentation including photography

  • Liaison with external communications services providers (e.g. agencies, photographers, printers).

  • Handling internal administrative procedures related to the services provided (e.g drafting ToR, overseeing contract requests, following up on payments, as well as registration of all orders made)

  • Support the project in any other task related to the implementation of communication measures.

  • relevant public-sector entities (training, coaching, business linkage, other supports determined with partners).

  • Coordinate promotion of off grid solar technologies and awareness programs as well as commercial dissemination of identified technologies.

  • Organize and take part in studies, assessments, surveys, etc in relation to Component and in collaboration with the other components of EnDev Ethiopia

  • Support partner organizations in organizing different platforms, events and dialogues

  • Coordinate and provide input to M&E, Communication and knowledge management unit

Networking and Cooperation:

  • Co-operate with and ensure regular contacts, dialogues, relationship management and cooperates with local communities, relevant government & non-governmental organizations and persons within the field of activities as well as with other activities in order to enhance and maintain good information exchange and networking relationships.

  • Ensure regular/frequent field visits to project operation areas as well as partners sites

Monitoring, reporting and knowledge management

  • Support the Head of Secretariat and technical advisors of the Ethiopian German Energy Cooperation in the implementation, monitoring, evaluation, communication, and documentation of the project progress.

  • Provide relevant information and any other support needed by the project, country or global level as related to the component.

  • Update information concerning the progress and results of his/her activities in any required on-line and off-line databases and data management systems in line with GIZ filing and ICT standards. 

  • Support the Head of Secretariat produce progress reports and participates in regular and ad-hoc internal meetings of the project.

  • Contribute to the design and compilation of information material for external communication and knowledge management purposes.

  • Share all information about all market, investment promotion and business development related activities as well as research findings and studies that are relevant for the component.

  • Ensure the documentation/knowledge management of learning and innovation about off solar energy technologies in relation to market and business development.

General Duties

  • Familiarise with GIZ planning, implementation and reporting and EGEP/C reporting and monitoring procedures.

  • Represent the interests and always acts on behalf of GIZ in Ethiopia.

  • Ensure the use of office and transport facilities in accordance with terms, conditions and any other agreements of usage.

  • Carry out any other tasks relevant to the project which may not be explicitly mentioned in the job description but lie in its nature and as assigned by the GIZ EGEP/C management in Ethiopia.

Job Requirements

Qualifications

  •  MSc in Communications, Social Studies, Development Studies, Economics, Management or related fields and 5 year of experience in, communications, Knowledge management and/ or Monitoring and Evaluation or other comparable fields

Professional experience

  • Implementing corporate wording and corporate design guidelines

  • Conceptualization and development of communication products and tools

  • Supervising production and quality of communication products and tools.

  • Liaising and coordinating with various stakeholders and external providers.

  • Event organization and management including developing event concepts.

  • Good experience in monitoring processes, evaluating outcomes, documentation including taking photos and knowledge management.

  • Basic design, content development, editorial and copyrighting experience in English and Amharic.

  • Excellent moderation, presentation skills, and confidence to present the project to various stakeholders concisely and effectively

  • Dedicated, reliable team player and highly adaptive, accommodative and have intercultural sensitivity and ability to handle pressure and discourse in professional setting

  • Good diplomatic and intercultural skills and a sound awareness and sensitivity to the gender issues.

Other knowledge, additional competencies

  • Excellent English language proficiency, both in written and spoken form. Knowledge of German is an advantage.

  • Experience in handling procurement processes and managing consultants towards the successful delivery of their assignment is considered an asset especially with GIZ processes and procedures;

  • Proficiency in computer skills, use of relevant software and other applications strong analytical, research and documentation skills;

  • Willingness to frequently travel to other regions in Ethiopia.
