Job Description

I. Job Summary

The purpose of the Humanitarian Learning, Design and Measurement (HLDM) Manager is to provide technical leadership for CARE Ethiopia Humanitarian portfolio. S/he will be responsible for the design and maintenance of the M&E systems for the humanitarian unit.   S/he will lead the design of M&E systems for individual projects within the humanitarian portfolio in line with the organization and donors’ specific requirements.  S/he provides backstopping support, technical assistance, guidance, and capacity building trainings in the areas of LDM and knowledge management and coaches and mentors his/ her team members at Country and field offices. The position holder will work closely with the humanitarian program managers (HPMs) and FO staff to support monitoring and evaluation, the production and submission of timely quality reports and documentation and dissemination of learnings. The post holder will also play a key role in ensuring that program outcomes are captured in wider Country Office reporting processes and related systems.

II.       Responsibilities

Job Responsibility #1:  Planning/ Design, Monitoring, Evaluation and Reporting (25%)

  • Participate in project design processes and lead in the development of corresponding result frameworks and M&E plans for each project

  • Lead the development of M&E tools (inclusive of impact measurement) and systems for all projects in the unit

  • Ensure that detailed M&E plans are prepared for each project

  • Gide and support external and internal evaluations and project reviews

  • Ensure preparation of quarterly (periodic) reports to be submitted to the donor and the Government at a national level

  • Lead project baseline studies, annual reviews, midterm assessments and final evaluations and impact assessments

  • Lead or participate in diagnostic studies for project design

  • Review project evaluation reports, compile and share lessons for future project and program design

  • Review and validate final evaluation results conducted by external evaluators

  • Support the incorporation of learning into new project proposals  

Job Responsibility #2:  Information Management (20%)

  • Develop and maintain M&E information management system for the humanitarian unit

  • Ensure the timely collection, analysis and utilization of project related information, including early warning information working closely with the liaison, reporting and information officer

  • Lead and guide the streamlining of paper- based reporting system including formats and systematize information flows

  • Oversee the regular maintenance of project LDM information using appropriate database management system and makes accessible to staff and other stakeholders at CO level

  • Work with senior planning and technical manager and the humanitarian program coordinator to promote learning within the portfolio of projects of the humanitarian unit

  • Work with the program coordinator in preparing Humanitarian Situation Reports

  • Ensure timely data provision of data related to Global Program Indicators for PIIRS, liaising directly with Impact Measurement Advisor in PQL

  • Coordinate with PQL and other LDM staff in the CO in developing and periodically reviewing LDM guidelines and ensures their applications in measuring program/project performance

Job Responsibility #3: Program and Data Quality assurance (1 5 %)

  •   Develop strategies to improve project data quality and ensure implementation of strategies to improve the data quality

  • Ensure quality of data reported from FO as well as that will be reported to donors

  •   Ensure LDM activities are in line with CARE LDM principles, protocols and standards

  •   Set mechanisms to track impact and align with CO strategy impact groups

Job Responsibility #4:  Learning, sharing/networking (15%) 

  • Support and develop reflective practice forums for the portfolio of projects within the humanitarian unit

  • Formulate impact measurement strategies and guide other LDM staff and sector leads

  • Initiate research/studies, particularly in relation to the project/program learning agendas and share results for wider audiences in and outside CARE to enhance program quality

  • Formulate strategies to work with other partners and consortium to support efforts to measure the impact and document lessons learned and best practices

  • Link the country office with partners on issues related to LDM

  • Network with other organizations working in the humantrian response medium to gain experience and share CARE’s humanitarian experience in relation measurement of impacts, monitoring and evaluation

Job Responsibility #5: Staff management (20%)

  • Provide proper supervision and management for all direct reportee/s

  • Complete all performance management activities including job descriptions, performance planning, monitoring, mid and annual performance appraisals of staff under her/ his supervision

  • Ensure proper implementation of CARE's performance management system for direct reportee/s, including and development of annual performance objective, regular feedback, mid-term reviews and annual performance appraisals.   

  • Pro-actively address performance issues through regular, constructive and honest feedback and coaching.

  • Identify necessary staff talent development, career development and succession planning strategies for direct reportee/s.

  • Supervise, mentor and coach other LDM staff in Field Office associated with humanitarian projects

  • Strengthen capacity of LDM staff and ensure the quality of LDM strategies, methodologies and activities across projects and the wider portfolio

  • Strengthen capacity of CARE and partner staff in LDM related activities

  • Advise and lead LDM processes related to improved analysis and subsequent decision making

Job Responsibility #6: Other (5%)

  • Perform other duties as assigned

III. Qualifications

Required:

  • B.A. Degree in Social Sciences, Management Information Systems, Statistics or equivalent combination of education and work experience

  • 5 years of relevant work experience with first Degree and 4 years of relevant work experience plus post graduate degree in DM&E, MIS, needs assessment, baseline surveys, regular progress monitoring, project evaluation

  •   Knowledge of statistical software like SPSS and experiences in database development applying common software like MS Access

  •   Computer skills (Word processing, database management); data analysis

  • Excellent written and verbal communication in English Language

  • Proven Management Skill

  • Project Management Experience

  •   Proposal and report writing skill

  • Excellent representational skill

  • Excellent communication and interpersonal skill

Desired:

  • M.A. Degree in Social Sciences, Management Information Systems, Development Studies, or related.

  • NGO experience
