Kaizen, A Tetra Tech Company is seeking an Ethiopia based Security and Logistics Specialist to manage day-to-day safety and security concerns across all aspect of the USAID/Ethiopia Learning Analytics Activity (LAA). The Security and Logistics Specialist is responsible for ensuring adherence to Kaizen’s security policies and best practices and will ensure that the Activity follows USAID’s and local government policies, procedures, and regulations. The Security and Logistics Specialist will report to the Chief of Party and collaborate closely with Kaizen’s DC-based Program Management Unit (PMU), as well as the Activity Senior Leadership Team in Addis Ababa.

Responsibilities and Tasks

  • Develop and conduct security assessment of office location, as well as assessment of project activity spaces including event spaces, compounds, vehicles, and Expatriate/TCN housing and make recommendations for required security upgrades, as required,

  • Ensure that appropriate risk migration measures are taken by the project to respond to the threats or changes in threats faced by the project. This is to include physical protection measures, safe working routines, movement restrictions, protection equipment and security staff provision, as required,

  • Oversee movement control and coordination for the project, including driver and vehicle deployment and tracking of staff movements,

  • Analyze the security environment and provide daily security updates to COP, and HQ PMU, identifying any threats and risk to the Activity or personnel,

  • Develop activity security plan in accordance with Kaizen’s, the clients and the government’s security policies, procedures, and regulations; this will include emergency response drills and communication procedures for the project,

  • Provide security, safety and risk mitigation advice and recommendations to the management team and staff,

  • Provide a safety and security orientation to all staff members at the beginning of their employment and ongoing training throughout their employment, ensure staff comply with security procedures and protocols,

  • Brief all staff on a regular basis, covering important safety and security issues, including corporate office employees, and other short-term consultants,

  • Report security incidents, violations and recommended corrective actions, as appropriate, to the Chief of Party and PMU team,

  • Be able to assist with out-of-hours emergency response for the project staff and partners, if needed,

  • Serves as the liaison with the US Embassy Regional Security Officer, USAID Partner Liaison Security Office, and/or equivalent US Government personnel for project security matters, in coordination with the Chief of Party and/or Director of Finance and Operations,

  • Regularly assess regional communications requirements and needs; ensure the availability of appropriate communications technology; orient all staff to emergency communication procedures and technology; test the emergency communication system regularly, analyze results, and make appropriate revisions; maintain an updated emergency communication contact lists,

  • And other duties as assigned by Chief of Party.

Job Requirements

Qualifications 

  • BA degree in relevant field preferred. 

  • Five years of experience and practical knowledge of security/safety-related subjects, threat/risk assessment, security management, and personal/organizational security awareness.

  • Proven experience working effectively in complex security environments.

  • Experience with a USAID-funded or other international organization implementing a program operating in insecure areas desired.

  • Strong ability to deploy and use various forms of personnel and vehicle tracking.

  • Develop security management and movement tracking systems.

  • Good communication and interpersonal skills are required.

  • Problem solving, stress management and time management skills are required.

  • Excellent record keeping and documentation skills are required.

  • Working knowledge of modern technical security systems, security standards and procedures within Ethiopia.

  • Experience of working in a conflict environment is a plus.

  • Fluency in one or more of the local languages used in Ethiopia required, fluency in multiple local languages preferred. Fluency in English required. 

  • Demonstrated ability to work collaboratively with institutional and private sector partners and stakeholders, including the national government.

  • Demonstrated experience in designing and delivering training.

  • Strong analytical skills and ability to produce high-quality written reports with minimal/no supervision or support, including: Threat, Risk, and Vulnerability Assessments, Security Surveys, Security Audits, and Contingency Planning.
