POSITION TITLE:   Regional Technical Advisor for Oromia Region

REPORTS TO:  Capacity Development & Operations Director - (Administratively) and

Director of Program Implementation/DPI and HIV Prevention & Treatment      Director/HPTD - (Technically)

DUTY STATION: Addis Ababa

MINIMUM HOURS OF WORK: 40 Hours per Week

TYPE/DURATION OF EMPLOYMENT: Temporary for 3 months with possibility of extension

 

DUTIES AND RESPONSILBILITIES:

JOB SUMMARY

The Regional Technical Advisor (RTA) will be responsible to oversee and coordinate the implementation of CHCT activity in Oromia region. S/he will have the mandate to work closely with the RHB, RHAPCO, other partners/stakeholders and CBOs/structures to strengthen HIV care and treatment services at all levels. S/he will be responsible to provide comprehensive technical assistance (TA) to local prime partners implementing ‘Family Focused HIV Prevention, Care and Treatment Services’ (FFHPCTS) and through them to the local sub-recipients to enable them achieve their program commitments both in scale and quality. Moreover, the RTA will be responsible to develop smooth and effective working partnership and coordination between LIPs and various PEPFAR supported USAID implementers, key government counterparts and other stakeholders in the region. To maximize this effort, s/he will closely work with the CHCT central team, senior management team (SMT) and with other RTAs assigned for other regions to develop a culture of continuous learning and improvement whereby implementation models and approaches can be effectively replicated and used widely across regions. 

Administratively, the position holder will be reporting to the Capacity Development & Operations Director (CD&OD) and technically to the two Directors (DPI and HPTD). S/he will work with the three Directors and receive all the necessary backup support required to effectively and efficiently deliver TA services in the region. S/he is expected to work 40 hours per week.

 SPECIFIC RESPONSIBILITIES:

  • The RTA is responsible to lead the technical assistance for local implementing partners, FBOs and CBOs to strengthen the community-based HIV services delivery and contribute to the country’s 90-90-90 goals.

  • Provide technical capacity development support to LIPs (primes and their sub-recipients), FBOs and CBOs in the implementation of the family focused HIV prevention care and treatment services (FFHPCTS).

  • Support LIPs in the preparation of annual work plans and budget based on USAID guidance, organization of periodic performance review meetings, planning of regional consultative meetings/workshops/conferences, and facilitation of joint supportive supervision for regional health bureaus (RHBs), Regional HAPCO (RHAPCO) and other key stakeholders.

  • Provide all rounded support to LIPs to achieve their annual targets, help them to understand all reportable indicators (MER and Custom), and use of CommCare application.

  • Support LIPs to establish good rapport and smooth working relationship with RHBs, Zonal/Woreda HOs, and health facilities to strengthen the referral and linkage services. S/he should play crucial role to help LIPs create the continuum of care between the health facilities and the FFHPCTS program.

  • In collaboration with the local prime partner, support PLHIV Associations, CCCs/CCs and other community structures to help them deliver and coordinate an integrated services delivery at community level.

  • Support LIPs to organize trainings and assure quality of training under the integrated C&T/OVC program.

  • Provide targeted technical assistance to HIV team of the Regional Health Bureau and Regional HAPCO based on identified needs, including but not limited to community-based HIV prevention, care, treatment, and OVC support services, and CBO capacity development.

  • Represent Project HOPE at the regional level and participate in regional level TWG and TF meetings as well as other performance monitoring meetings.

  • Provide immediate response to the TA related requests from RHB and local primes.

  • Provide TA support for organizations (LIPs) working in food security, nutrition, economic strengthening opportunities, and village savings and loans (VSL) groups to link PLHIVs to get the support.

  • Provide TA support for organizations (LIPs) implementing the PEPFAR’s comprehensive care package for gender based violence (GBV) victims, CxCa screening and referrals, promote gender equality and decrease stigma and discrimination.

  • Prepare monthly, quarterly, annual and ad hoc reports (when required) and submit to the immediate supervisor (CD&OD) and the two Technical Directors.

  • Coordinate all project-related data archiving and filing for Project HOPE.

  • In collaboration with the M&E staff, support regional Gov’t structures and LIPs with supportive supervisions.

  • Provide CHCT’s central team staff and partners with routine data analysis and feedback.

  • Support the regular Data Quality Assurance (DQA) exercise by LIPs and also lead and coordinate with the central M&E team for RDQA, DQA and SIMS visits planned at all levels (site and above site). Ensure timely feedback with action plan is communicated to LIPs and implemented accordingly. 

  • With support from the MERL/Quality team, coordinate the preparation and dissemination of abstracts, case studies and success stories.

  • Ensure proper documentation of data and best practices in both hard and electronic copy.

  • Closely monitor and track the achievement of the targets set for the different LIPs working in the region.

  • In consultation with central team, organize weekly/bi-weekly or monthly virtual calls for the LIPs to present their performance, discuss implementation challenges and provide technical guidance for improvements. 

  • Participate in the development/preparation of SOPs, guidelines, data collection/reporting tools, periodic technical and performance assessments.

  • Attending a weekly/bi-weekly regular meetings that can be organized by immediate supervisor and the technical Directors.

  • The RTA should use the project vehicle allocated/any rental vehicles and other office facilities in a responsible manner, protect from any potential damages and report any incidents that might happen. 

  • Undertake other responsibilities as assigned by the supervisor, Technical Directors and SMT.

Job Requirements

  • Master’s degree in public health or equivalent.

  • Minimum of eight years of experience, including prior experience with HIV Prevention, Care and Treatment.

  • Previous five or more years of managerial experience in similar positions.

  • Demonstrated ability to communicate clearly and concisely in written and spoken English.

  • Proven ability to develop effective working relationships with and technical assistance to partners particularly Regional Health Bureaus.

  • Excellent organizational and prioritization skills, and attention to detail.

  • Previous USAID project experience preferred.

  • Ability to travel up to 40% of the time in program implementation areas.
