Position:                     Leadership Development & Management (LDM) Advisor

Reports to:                 Chief of Party

Location:                    Ethiopia          

Management Sciences for Health (MSH) seeks a Leadership Development and Management (LDM) Advisor for the newly awarded USAID Ethiopia Health Resilience activity. The purpose of the project is to reduce morbidity and mortality of Ethiopian citizens related to public health emergencies while ensuring continuity of essential health services (including MNCH) by strengthening the full cycle of public health emergency management: preparedness, response and recovery. The Ethiopia Health Resilience activity will strengthen individual, community and institutional capacity and resilience to respond to public health emergencies more effectively, specifically to better prevent, prepare, detect and respond to outbreaks or emergencies, and ensure the delivery of essential health services continues. It will improve local leadership and management, coordination, surveillance capacity, planning for identified risk, and outbreak investigation for public health emergency management (PHEM). Conscious and deliberate attention to the specific needs and concerns of women and girls during emergencies and outbreaks will be fundamental to all efforts. The project will focus on the community, woreda, and zonal level, with a geographic focus on 12 priority woredas. Project learning and capacity development will be expanded to other woredas through virtual means.

The contract duration for this position is two (2) years.

OVERALL RESPONSIBILITIES

The LDM Advisor provides the technical direction and oversees the co-design, implementation, adaptation, and evaluation of activities related to improving the leadership of public health emergencies management at the local level in collaboration with Ethiopia Health Resilience Activity leadership and other project colleagues.

SPECIFIC RESPONSIBILITIES

  • Provide technical leadership for all LDM-related activities and provide orientation to local project teams on the implementation of approaches and monitoring guidelines for these activities at the zonal, woreda, and community levels.

  • Adapt and upgrade MSH's Leading in Emergencies and Leading and Managing for Results (LMRP) training manuals for local PHEM leaders.

  • In collaboration with the Ethiopian Public Health Institute (EPHI), regional health bureaus (RHBs) and universities, train and coach pool of facilitators on PHEM leadership training and establish a sustainable pool of facilitators.

  • Develop standard operating procedures (SOPs) on PHEM leadership development at zonal, woreda & kebele levels.

  • Co-design and ensure quality implementation of Ethiopia Health Resilience Activity approaches for strengthening the capacity of PHEM coordination bodies at all levels of project implementation.

  • Collaborate with Ethiopia Health Resilience Activity colleagues and local stakeholders to design immersive learning experiences through various simulation exercises (tabletop, drills, functional exercises, and full-scale) and after action reviews to provide firsthand opportunities for PHEM leaders to learn by doing, identify capacity assets and gaps, and co-create tailored improvement plans to strengthen PHEM planning, preparedness, mitigation, response, and recovery.

  • Provide tailored and demand-driven TA to zonal, woreda, and facility PHEM leaders and bodies as needed.

  • Coordinate the integration of leadership development plans into the Public Health Emergency Preparedness and Response Plans at zonal and woreda levels.

  • Ensure promising and proven LDM approaches are implemented, captured, and spread using innovative, practical, and cost-effective modalities and take full advantage of the opportunity for collaborative learning through virtual platforms.

  • Travel regularly to the field to provide guidance and support to Project field staff and MOPH partners (approximately 30%)

  • Perform other duties as assigned.

Job Requirements

QUALIFICATION AND EXPERIENCE 

  • Advanced degree (Masters, PhD, or MD) in a health-related field or management field required.

  • At least 7 years of experience in progressively responsible experience in designing, implementing and managing leadership and management development programs in developing countries. Firsthand experience with leadership, management, and governance activities in the health sector in Ethiopia is highly preferred.

  • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, presentation and negotiation skills.

  • Proven experience supervising and mentoring technical and managerial staff and building the capacity of stakeholders to ensure scale and sustainability of program activities.

  • Experience organizing and working with teams to produce high-quality deliverables.

  • Previous work with international NGOs and USG funded projects in difficult settings.

  • Good knowledge and experience of the health system of Ethiopia. Experience related to public health emergencies in Ethiopia is highly preferred.

  • Fluency in English and Amharic required.

  • Excellent skills in MS Excel, Word, PowerPoint.
