Position: Security Assistant - Field

Job Time: Full-Time

Job Type: Contract

Purpose of the Post:

The purpose of the position is to provide day-to-day field security services to the WHO Regional Offices in Jijiga, Somali Region and Semera, Afar Region in order to ensure the safety and security of staff and effective programmatic implementation and emergency response operations.

Organizational Context:

The incumbent will work under the direct day-to-day supervision of the WHO Regional Coordinator in Jijiga, technical guidance and oversight of the Field Security Officer in WCO and the overall coordination of the Operations Officer.

Description of Duties

The incumbent will be responsible for the following tasks:

Support WHO Incident Manager (IM) and the Regional Coordinators of Somali and Afar regions with regard to maintaining the safety and security of WHO personnel, premises and assets; Enable WHO mandate despite the security challenges in the regions.

Provide security situation reports on the general security situation in Somali and Afar regions; Advise/brief the IM, the Regional Coordinator and the FSOs regarding the threats that could affect WHO operations.

Liaise and coordinate with local government security organizations and other appropriate national authorities on all matters relating to the security of WHO Staff members and their eligible dependents.

Liaise and coordinate with UNDSS and UN agencies’ security officers regarding information sharing and joint missions; Ensure WHO's participation in the UN Security Cells, ASMT meetings of Somali and Afar regions and share meetings’ decisions and minutes with the IM, the Regional Coordinator and FSOs.

In cooperation with the HR team, maintain updated and accurate staff lists; Inform the IM, the Regional Coordinator, the FSOs and UNDSS regarding any update/change of staff information.

Ensure that the warden system in place is updated; Conduct weekly warden checks; Establish SMS or other rapid alert systems to provide staff with relevant and real-time information and updates about the prevailing security situation; Ensure UNDSS eTA is utilized.

Provide specific security briefings to newly hired WHO personnel. Coordinate and follow up on UNDSS security briefings for newly recruited personnel in Somali and Afar regions; Provide pre-missions briefings; Brief staff on radio communication procedures, convoy procedures and identification of explosive devices.

Assist the FSO in providing required training for newly recruited WHO personnel, issuance of security communications equipment as applicable, following up on the issuance of visibility equipment and UNIDs; Ensure all WHO personnel undertake mandatory security training.

Provide specific security training to WHO staff as requested by the FSO.

Assist the FSO in monitoring and ensuing SRM security compliance in Somali and Afar regions. Conduct training sessions for WHO drivers to familiarize them with the emergency communications system and the specific actions to be taken when encountering security-related situations while driving.

Undertake security threat and risk assessments and physical security surveys.

Ensure the implementation of the specific SOPs provided by UNDSS in Somali and Afar regions. Follow up on news, social media and online articles; Inform the IM, the Regional Coordinator and the FSOs of emerging security situations that may affect the safety and security of WHO staff, premises and assets.

Assist the FSO in cases of arrest and detentions of WHO personnel.

Provide technical oversight for contracted security providers; Act as the direct focal point for security guards and supervisors in the area assigned.

Establish an effective and functioning emergency communications system according to UNSMS policies and country SRM measures.

Provide recommendations to enhance physical security procedures.

Assist in ensuring that fire safety arrangements, plans for fire/building evacuation, and relocation/evacuation of staff to a safe haven are updated and efficiently implemented. Conduct periodical drills according to UNSMS Fire Policy.

Conduct field missions in support of the Sub-Office; Provide security escorts to WHO missions; Act as a mission leader ensuring missions’ compliance.

Provide 24-hour response to all security-related incidents involving WHO staff and eligible dependents.

Job Requirement

Required Qualifications

Education:

Essential: Completion of Secondary education supplemented by professional training in any of the security forces

Desirable: A Degree in Police or Military studies, law, sociology, political science, international relations or any of the social sciences or related fields.

Experience:

Essential: At least 8 years of relevant experience in the military, police or other armed security forces

Desirable: Field security operations experience with any of the Agencies in the UN system or other international non-governmental organizations

Knowledge and Skills:

Good knowledge of Somali and Afar Regions’ WHO Sub-Offices areas of operation is required.

The ability to develop presentations and use Microsoft PowerPoint is required.

Good knowledge of Microsoft Word and Microsoft Excel is required.

Knowledge of UN security management system is desirable.

A security Training background is desirable.

An investigation background is desirable.

Possession of a valid driver’s license and the ability to drive in Ethiopia is an advantage.

Language:

Fluency in both oral and written communication in English and Amharic is required.

Fluency in both oral and written communication in Somali is required.

Knowledge of Afari is desirable.

REMUNERATION

This is a GS06 Level assignment with a monthly remuneration of $1,713, paid in Birr, the local currency.

ADDITIONAL INFORMATION

The duty station of this position is Jijiga, Somali Region in Ethiopia, so preference will be given to indigenes who are familiar with the geography, culture and local language of the people of Somali Region.
