ST HIV and COVID 19 Programs Supply Chain Advisor
The Global Health Supply Chain – Procurement and Supply Management Ethiopia
Chemonics International seeks experienced professionals for the USAID Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM in Ethiopia will serve as vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of health supply chain and pharmacy service activities, and collaborate with key local and international stakeholders to support global and local health initiatives.
The project is currently seeking qualified ST HIV and COVID 19 Programs Supply Chain Advisor. The advisor is responsible to coordinate the optimization of COVID-19 vaccines cold chain facilities management practices, and improving cold chain management competencies at all levels for COVID-19 vaccines through strong collaboration with Ministry of Health, Ethiopian Pharmaceuticals Supply Service (EPSS), and RHBs. S/he coordinates the technical assistance of the GHSC-PSM cold chain facility management specialists assigned for COVID-19 vaccines cold chain management in multiple locations along the supply chain. The supply chain advisor supports MOH and EPSS to effectively deliver COVID-19 vaccines through proper management of cold chain facilities across the supply chain. In addition, the advisor will be responsible to provide ad-hoc supply chain technical assistance to the national HIV/AIDS Prevention and Control Program of MOH in the area of quantification, supply planning and other related strategic issues to properly support the transition of recent structural changes.
The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
Global Commodity Procurement and Logistics
Systems Strengthening Technical Assistance
Global and local collaboration to improve long-term availability of health commodities.
Purpose
The GHSC-PSM HIV and COVID 19 Programs Supply Chain Advisor is responsible to coordinate the optimization of COVID-19 vaccines cold chain facilities management practices, and improving cold chain management competencies at all levels through strong collaboration with Ministry of Health, Ethiopian Pharmaceuticals Supply Service (EPSS), and RHBs. S/he coordinates the technical support of the GHSC-PSM cold chain management specialists assigned for cold chain management of COVID-19 vaccines in multiple location of the country including at EPSS hubs. The supply chain advisor supports MOH and EPSS to effectively deliver COVID-19 vaccines through proper management of cold chain facilities across the supply chain. In addition, the advisor will be responsible to provide ad-hoc supply chain technical assistance to the national HIV/AIDS Prevention and Control Program of MOH in the area of quantification, supply planning and other related strategic issues to properly support the transition of recent structural changes.
Major Duties and Responsibilities
Provide technical assistance on vaccines and cold chain management to RHBs, EPSS hubs, WoHOs and Health Facilities in the effort to establish efficient processes, maintain product quality and ensure compliance with the country standards for the storage, handling, and distribution of temperature-sensitive products.
Enhance cold chain management competencies of health professional who involved in vaccine and cold chain equipment management at EPSS, woreda and health facilities.
Provide support to EPSS Hubs, woreda and health facilities to improve qualification and calibration of temperature monitoring devices.
Enhance the capacity of the cold chain system for identification and management of risks related to the management of COVID-19 and other vaccines
Facilitate technical assistance to in the restoration of non-functional cold chain equipment through facilitating the provision of preventive and corrective maintenance at health facilities, woredas and EPSS hubs
Improve overall compliance of EPSS hubs and Woredas’ cold chain facilities that are used for COVID-19 and other vaccines storage, and distribution with country and global quality and regulatory standards and requirements
Provide support to EPSS for improving the preventive and curative maintenance practices for cold chain equipment that are used for storage and transportation of vaccines.
Provide support to EPSS for institutionalizing emergency supply chain management playbook in consultation with GHSC-PSM learning and innovation team
Provide support to MOH and EPSS to improve COVID 19 vaccines forecasting and supply planning practices in consultation with GHSC-PSM FASP team
Actively participate in the establishment/strengthening/ of MOH/RHB/ZHD and EPSS Technical Working Group or task force, with an emphasis on COVID-19 vaccines and cold chain management.
Prepare weekly and monthly action plans and progress reports to the COVID-19 supply chain manager according to agreed schedules.
Provide ad-hoc supply chain technical assistance to the national HIV/AIDS Prevention and Control Program of MOH in the area of quantification, supply planning and other related strategic issues to properly support the transition of recent structural changes.
Support MOH in the revision of the national strategic plan for HIV/AIDS prevention and control in the area of supply chain management
Support MOH in the preparation of annual HIV commodities quantification, supply planning and procurement related transition activities.
Support MOH in the development of grant proposal for Global Fund submission in the area of HIV program supply chain
Properly document achievements/success stores and report compilation for project activities.

Perform any other relevant duties assigned by GHSC-PSM HIV, TB and COVID 19 Programs Director as well as COVID-19 Supply Chain Manager.
Level of Effort and Duty Station
This position will be based in Addis Ababa, Ethiopia, with intermittent travel throughout the program’s target regions as needed.

Supervision
The GHSC-PSM HIV and COVID 19 Programs Supply Chain Advisor will report directly to both GHSC-PSM HIV, TB and COVID 19 Programs Director and COVID-19 Supply Chain Manager for COVID 19 and HIV related activities respectively.
Qualifications:
Bachelor’s degree in pharmacy, public health, business administration; advanced degree in public health or supply chain preferable
Minimum of eight (8) years of relevant experience in health supply chain system (6 years for second degree) in vaccines cold chain management and HIV supply chain management
USAID project experience is an asset
Proven experience in advising public sector quantification, supply planning, procurement, warehousing and distribution operations preferred.
Demonstrated ability to work with cooperating partners in implementing complex programs.
Excellent interpersonal and communications skills.
Willingness to travel throughout the regions of Ethiopia.
Fluency in English required.
