 BACKGROUND:

The Ethiopian Agricultural Transformation Institute (ATI) is a strategy and delivery-oriented government Institute created to help accelerate the growth and transformation of the country’s agriculture sector. The ATI envisions to be the leading center of innovative solutions for the transformation of Ethiopian Agriculture by 2030.

The Institute focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate the development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. POSITION SUMMARY:

The M & E Senior Project Officer is responsible for the M&E of the FARM project progress in terms of activity implementation, result attainment and impact achievement. He/she will be responsible for data collection and project monitoring activities, undertake data collection and stakeholder interviews as well as lead in data analysis, presentation and distribution to a variety of stakeholders.

He/she will liaise closely with all team members and project field stakeholders and report to the FARM project Manager directly.

The FARM project logical framework is annexed to this job description to allow a clearer understanding of responsibilities.

ESSENTIAL DUTIES:

  • Lead and oversee the participative revision and update of the logical framework and its indicators

  • Design the FARM project M&E system, including the tools necessary for regular data collection and a comprehensive FARM project database

  • Ensure transversal integration of E&S and gender indicators in the project M&E system, based on the ESMF, GAP and CCI M&E template (in coordination with the E&S Specialist and the CCI division)

  • Lead the establishment of the FARM project baseline

  • Lead data collection and project monitoring to inform the M&E system and train project staff whenever needed in data collection techniques

  • Undertake data collection and stakeholder interviews and field visits

  • Organize participative data and progress analysis sessions with the project team and its main stakeholders

  • Synthesis of the data collected

  • Produce regular quarter, 6-monthly and annual M&E reports

  • Identify with the project team, ATI and AFD issues for capitalization

  • Produce capitalization documents

  • Feed the project communication strategy with relevant material

Job Requirements

  • Master’s degree or above in project management, socioeconomics, agricultural economics, rural development or related field

  • At least 8-years’ relevant experience in managing the M&E of large multi-dimensional projects

  • Analytical skills, including livelihood and farming system analysis

  • Knowledge on major statistical analyses software relevant to M&E

  • Experience of statistical analysis of project databases

  • Knowledge of Ethiopia with knowledge of the Northern Ethiopian context a very strong asset.

  • Capacity to implement participatory analysis

  • Sensitivity to gender and environmental issues

  • Desire of improving the lives of smallholder farmers

  • Rigor, autonomy and integrity

  • Strong capacity to facilitate teamwork

  • Willingness to undertake frequent field visits

  • Strong Communication skills (writing, speaking, composing, presenting, etc)

  • Proficiency in oral and written English and Amharic

  • Computer literacy
