Job Description
Chemonics International, Inc., is a US-based international development consulting company, operating in over 95 countries, that is implementing the USAID funded Urban Water, Sanitation, and Hygiene (WASH) Activity in Ethiopia.
Chemonics seeks a WASH Planning and Governance Advisor for the 5-year, $45M, USAID Urban WASH Activity. The purpose of this Activity will be to support accelerated access to safe, adequate, inclusive, and resilient WASH services targeting urban and peri-urban areas. The Activity will work to achieve this through four complementary objectives: 1) Enable and professionalize WASH service providers; 2) Foster markets for pro-poor and inclusive WASH services; 3) Strengthen WASH planning, budgeting, and service delivery oversight; and 4) Strengthen accountability among urban WASH sector actors.
This position will report to the Chief of Party (COP) and be based in Addis Ababa, Ethiopia.
Responsible for building and maintaining productive relationships to support relevant public and private sector stakeholders to develop accountability and monitoring mechanisms for urban WASH services.
Lead institutional development support to relevant local and national government counterparts, as needed, to strengthen the enabling environment for effective WASH service provision.
Coordinate closely with other other WASH programs, as needed, to leverage or collaborate to enable more effective WASH planning and governance for urban WASH services and oversight.
Advise and execute planning for strategic and timely short-term technical assistance and utilization of Grants Under Contract (GUC) pool, as appropriate, including for policy and regulatory development and reform, particualry to support implementation and results nder objectives 3 and 4.
Works with the Monitoring, Evaluation, Learning, and Accountability (MELA) Director on the review and expansion of information management systems to track WASH services performance.
Qualifications:
Minimum of 7 years of demonstrated experience in WASH, governance, and international development on USAID-funded programs.
Master’s degree in relevant field; or an equivalent combination of education and work experience in a relevant field
Proficiency with software such as Microsoft Word and Excel
Experience working in Ethiopia highly preferred.
Ethiopian nationals strongly encouraged to apply.
Fluency in English with excellent oral and written communication skills required; proficiency in Amharic highly preferred.
