Ethiopian Public Health Association (EPHA) would like to hire qualified applicants for Head, Procurement and Logistics Position

II   Job Purpose

The purpose if the job is to plan, organize, coordinate, manage and monitor the overall activities of the Division; ensure the principle of procuring the right goods/services with the right price from the right place at the right time is implemented for all procurements in line with the Association’s Procurement Policies and procedures; coordinate and administer the design of work system, work processes, manuals and procedure of the Property Administration; lead, coach/mentor, supervise and support the staff under his/her direct supervision; and produce periodic reports of the Division.

III  Duties and Responsibilities

  • Organizes, directs, coordinates and supervises the procurement and the property administration functions of the Association.

  • Develops procurement plan, budget and implementation schedule as per the procurement procedure of the Association.

  • Develops/revises policies, procedures and guidelines of the procurement and property administration in line with the national and international standards.

  • Ensures the principle of procuring the right goods/services with the right price from the right place at the right time is implemented for all procurements in line with the Association’s Procurement Policies and procedures;

  • Ensures up-to-date procurement record is maintained and supported by technology. 

  • Coordinates and administers the design of work system, work processes, manuals and procedure of the Property Administration.

  • Checks and approves the proper receiving, issue, transfer, return and any other movements of assets/properties into and out of the store and tracking the maintenance of an accurate and updated record which display the movement.

  • Ensures the proper storage and safe custody of the properties of the Association.

  • Puts in place appropriate management and supervision mechanism for property and stocks.

  • Develops, establishes and maintains proper stores management procedures at all level.

  • Executes systems for maintenance of inventory control records and stock management.

  • Identifies store items which are slow moving or obsolete or otherwise unusable items and ensure appropriate storage facilities for all goods and properties.

  • Maintains the necessary contact with all units to ensure supply and delivery of supplies.

  • Makes sure that critical store items are made available in time.

  • Advises top management in the formulation and implementation of supply and procurement procedures.

  • Controls and ensures the proper implementation of polices, regulations, internal directives etc relating to all procurement and property administration functions.

  • Ensures procurement   payments settled in accordance with delegated authority.

  • Organizes and coordinates the annual physical inventory count.

  • Leads, coaches, supervises ad directs the staff under his/her supervision.

  • Produces periodic activity reports

  • Performance other related duties as directed by the immediate supervisor.

Job Requirements

Job Specification

  • MA Degree in Management/ Procurement and Supply Management/Marketing/ Accounting or related with 6 years of relevant experience, of which 2 years in supervisory role

OR

  • BA in Management/ Procurement and Supply Management/ Marketing/Accounting or related with 8 years of relevant experience out of which 3 years managerial or supervisory.
