Program Background Job Purpose
TechnoServe has assisted over 200,000 smallholder coffee households in East Africa to improve their incomes by increasing the quality of the coffee they produce, boosting their coffee production and linking them to premium markets. Going forward, TechnoServe is developing innovative approaches and partnerships with corporations to enable more smallholder coffee households in East Africa achieve livelihood security. In Ethiopia alone, TechnoServe has supported over 150,000 smallholder coffee households to improve their coffee productivity and to improve overall coffee business over the past 10 years.
Job Purpose
Reporting to the Senior Coffee Programs Manager, the position will provide management of the monitoring and evaluation (M&E) components of the different Coffee Programs currently being implemented in Ethiopia. The M&E Manager will work closely with the Senior Coffee Programs Manager, other program and Project managers, external consultants/contractors, as well as specific TechnoServe’s Coffee Initiative Regional team members in day to day job activities. S/he will be responsible for Managing M&E data capture and analysis to support internal and external reporting functions through; Ensuring effective and timely implementation of the M&E work plan and survey delivery, managing farmer attendance database and best practice tracking for agronomy program, producing monthly scorecards, consolidating data for internal reporting (e.g., core indicators) and for external donors (e.g., results framework, donor reports) and analysing and interpreting survey results.
Duties and Responsibilities
M&E Systems and Processes:
Maintain and improve a framework, methodology, procedures, and responsibilities for monitoring and evaluating program performance in accordance with the logical framework and reporting requirements;
Manage and maintain M&E systems for use throughout the project lifecycle;
Undertake regular visits to the field to support implementation of M&E activities, including training, support and coaching to ensure compliance and constant improvement;
Ensure quality control and identify where adaptations might be needed;
Ensure adherence to the established M&E calendar for the duration of program that lays out start and end dates for major M&E deliverables, regular periodic analysis of data to identify and communicate lessons-learned, and regular periodic presentation of data and analyses to program management;
Plan and oversee M&E data collection and conduct simple analyses for such data to ensure relevancy and accuracy on a regular basis;
Under the guidance of Laterite team, review, monitor, and analyse reports for impact evaluation;
Help to identify the cause of potential bottlenecks in implementation;
Support the production of narrative and statistical reports for internal and external consumption.
Projects Evaluation: Baseline/End line Surveys:
Prepare high level Ethiopia M&E surveys work plan annually;
Manage the execution of farmer surveys as per the country high level M&E work plan. This would include training of the survey supervisors and equipping them with the necessary materials and information that is required for the survey;
Develop a survey plan and budget for each survey well in advance of the survey’s scheduled start date; share the survey plan with relevant members of the ET and Regional teams; get sign off on the plan from Laterite, and sign off on the budget from line manager or Portfolio Manager;
Work with Laterite in designing Surveys (Baseline, Mid line, End line) and uploading surveys ready for use as well as in sample selection for the surveys and other related studies;
Manage execution of the survey plan and update Senior Coffee Programs Manager, Laterite and Regional team. This includes designing Field Daily Log report templates for each surveys to monitor survey progress and data inconsistencies;
Data Monitoring and updating dashboards with any findings found from the data collected and sharing with the field using SurveyCTO and Stata.
Prepare data audits for each survey including doing survey picture audits using Pycharm tool
Carry out back check stats or checking back check and original data using STATA. This will involve selecting any inconsistent data or random selection for back check list and eventually preparing back check reports for sharing with the team
Preparing set of Summary Statistics as per the timeline provided.
Create final dataset and share with Laterite for final analysis
Work closely with Laterite on final cleaning, analysis and reporting for the different surveys.
Manage the Farm College Attendance Database
Manage and supervise data entry clerks and direct reports to enter all data and review all data entry by the agreed upon timeline;
Manage back-checking of data entry as per the SOPs;
Running do-files or cleaning data or data verification using STATA and preparing results in the required format;
Prepare and deliver Attendance Scorecard to country managers, Laterite and Regional teams;
Draft a Sign up, 3-month form and Pre-Populated Attendance sheet templates and ensure proper translations and all feedback is incorporated;
Integrate feedbacks suggested by Laterite and Regional teams in all attendance data.
Monitoring the Farm College Training Attendance
Doing frequent data checks on the attendance and visits
Provide feedback to agronomy team on data quality; and planning monitoring systems (participation in FT modelling and engaging M&E team on different kinds of M&E systems to monitor the attendance data
Designing BA spot check survey annually or bi annually
Designing attendance survey by M&E team annually or bi annually.
Monitoring spot check and attendance survey using the Google drive and SurveyCTO.
Preparing reports of the survey and cleaning the attendance database based on the reports of the survey.
Manage agronomy surveys and all field data (Farm support, Agroforestry and Demonstration plots surveys)
Work closely with Laterite team in designing surveys, sample selection and uploading for use;
With support from laterite, support in preparation and review of all data collection materials in English and local languages. This includes refining survey materials including giving relevant examples for ease of understanding;
Work closely with Laterite on final cleaning, analysis and reports for all surveys;
Develop a dashboard that automatically updates progress from Survey CTO tracker and daily field log for all the surveys;
Monitoring the dashboard and reviewing any uncommunicated feedbacks to the field weekly using Survey CTO and dashboard tools;
Data Monitoring and updating the dashboard with any findings found from the data collected and sharing with the field by using SurveyCTO and Stata.
Review the weekly report before it is shared to the field team;
Aggregate and clean data and prepare Data Audit for all the surveys;
Determine and plan for back-checks based on weekly progress and develop back-check surveys alongside required instructions to field team.
Preparing set of Summary Statistics according to the plan.
Preparing picture audits using Pycharm tool as per the timeline.
Preparing back check stats as per the timeline.
Support in management Wet mills and dry mills data and audits reports
Supporting Laterite and Sustainability team in designing Wet Mill and dry mills Audit Surveys (Baseline, Midline, end line) and uploading surveys for use;
Developing Dashboard tool with guidance and learnings from the Laterite team;
Ensure wet mill team is collecting the required data. Monitoring Dashboard, communicating feedback and providing clarification on data issues;
Documenting all feedback and issues on Dashboard and making follow ups with the team;
Giving support on Analysis of Wet Mill Audit Data and reporting.
Designing M&E surveys for wet mills as requested
Coordination of Country M&E activities and Personnel Management:
Preparing Farm College Donor Attendance Scorecards for Quarterly and Annual reporting or as required;
Preparing Tree planting/Distribution quarterly and annual reports or as required by the regional team;
Overall coordination and quality monitoring of Coffee M&E team’s input and work content;
Work closely with the Laterite team and other evaluation teams where need be and with the country coffee teams of Program Managers in ensuring all M&E deliverables are achieved on timely basis;
Field test all materials in conjunction with the team and provide feedback on improvements;
Provide coaching, direction, and leadership support to coffee M&E team members in achieving results;
Ensure relevant country M&E information is shared and flows transparently within the program team and to other organizational levels, as appropriate;
Ensure that lessons learned in one area of operation are applied elsewhere, as appropriate;
Work with program staff to identify M&E needs especially for M&E team and for the data collectors and provide training, as appropriate.
Bachelor’s Degree in Economics, Statistics and related field with a minimum of seven (7) years or Master's Degree with 5 years work experience in M&E;
Experience working on Excel and Stata for data analysis please take note that knowledge and experience on STATA is mandatory;
Experience managing team members;
Ability to balance multiple priorities and meet deadlines;
Ability to work both independently and as part of a team;
Excellent oral and written communication skills a must – The candidate should be able to communicate excellently in both English and Amharic;
Ability to develop well written, cohesive analyses and reports;
Personnel management experience required;
Willingness to travel to the field regularly
