Humedicae.V is German based International NGO registered and licensed in Ethiopia  in February 2010. Currently, Humedica e.V Country Office is looking for a qualified  Program Director.

Job summery:

The Programmes Director (PD) is responsible for providing leadership of Organzation’s  humanitarian emergency (disaster response), development programme and operations in  Ethiopia. Directly lead managerial level staff-development programme, disaster response,  humanitarian coordinator and operations, who lead more than 50 staff under them. As a  member of the Senior Management Team (SMT) s/he will contribute to the management of the  country programme and operations with specific responsibility for managing and coordinating 

development programme, programme quality and the delivery of results in relation to  humedica Ethiopia’s country strategic plan and programme strategies.

All in all, the Programmes Director has to be able to provide well defined structure and a clear  direction and delegation of authority and responsibility to the humanitarian, development  programmes and projects and operations sections in the country and field offices,  communicate clearly, and on time, monitor individual and general performance, all while  solving unexpected problems and risks and protecting the team. Ensure change management,  monitoring and evaluation, quality, risk and partnership and communication management. Ensure programme and projects timely preparation, budgeting and funding diversification.  Support country director on policy matters, guidelines and procedures institutionalization.

Main duties & Responsibilities:

 Senior Management:

  • Assist the CD in the management of the country programme (CP) through close and  consistent involvement in the decision making processes at the highest level

  •  Participate actively as a member of the SMT and the wider country management team

  • Overall responsibility for the humanitarian emergency and development programmes  monitoring, evaluation and learning, Grants & business development, in close collaboration with the CD

  •  Ensure adherence and contribute to the elaboration and implementation of the organization’s policy and Country policies and work on Strategic Plan (CSP)

  • Within the relevant sectors, ensure that all programmes are planned, designed,  managed and implemented effectively and efficiently in conformity with humedica’s policies, strategies, programme frameworks and CSP

Institutional Fundraising:

  • Based on the organization’s and country policy, strategic plan, action plan and projects  plans, support the CD, humanitarian and emergency and development programme managers/coordinators and the Grants unit to develop and implement a business  development plan for the country programme

  •  Liaise with main institutional donors in-country with the support of the Organization,  and as required business Development Unit.

  • Coordinate and lead on the preparation/development and elaboration of programme  and projects assessment, baseline studies and proposals for donors

  • Researching and analyzing donor funding priorities as well as keeping informed on  available funding opportunities in the various sectors and geographical areas of  humedica’s programmes in Ethiopia.

  • Formulation of short, medium and long term funding strategy for programmes in  consultation with the Senior Management Team and headquarters.

  • Ensuring submission of high quality proposals to meet the funding requirements of development programmes

 Programmes and operations Management

  • Ensure that all programmes and operations implementation is guided by result based  management principles and have effective planning and implementation review processes in place.

  •  Line manage humanitarian and development programmes and operations managers/coordinators ensuring performance objectives are aligned to programme delivery.

  •  Lead on resource planning for humanitarian, development programmes and operationsincluding assisting in HR planning, recruitment and staff development.

  • Coordinate the programme activities across programmes, sectors and approaches: coaching staff and ensuring complementary approaches.

  •  Manage budgets and resources in line with organisational procedures; this includes, preparation of programme budgets collaboratively with programme and finance staff and tracking programme expenditure through monthly management and quarterly financial review.

Monitoring, Evaluation and Learning

  • Ensure programme M&E system is in line with organisational guidelines and programme  design.

  • Provide management oversight for the humedica M&E function in Ethiopia.

  • Undertake regular monitoring visits to programme areas and provide feedback to  programme staff and management.

  • Lead on the attainment of Strategic Objectives and plans and projects.

  •  Implement Learning Working Groups. Identify areas of learning and good practice,  sharing with internal and external stakeholders.

  •  Donor and Grant Management

  • Track programme implementation progress, programme context and provide regular  updates to Country Director and SMT.

  •  Coordinate with humanitarian and development programme managers, finance, operations and support departments to ensure timely grant utilization and compliance with donor requirements.

  •  Develop an annual reporting calendar for development programmes and lead in  ensuring that good quality reports are submitted in line with donor, country office,  headquarter and project signatory bodies requirements; while, implement and  Institutionalize robust programme and project monitoring and evaluation and learning  in the country office.

  • Plan and control regular and interim period projects reporting for internal and external consumption.

  • Prepare required formats for projects reporting from country office to field offices

  • Manage and lead report of projects to country office and all stakeholders timely

  • Manage the reporting, M&E and reflection of changes and impacts

Financial Management

  • With the Programme Coordinator, review the budget monitoring tool (BMT) on a monthly basis, advise on corrective action relating to underspends and overspend and ensure that accurate forecasting is completed by the project coordinators, advise the CD and the finance department of any variances and recommend solutions

  • Mentor and assist budget holders in the development of accurate budgets during project proposal development

  • Ensure that detailed programme budgets and budget revisions are prepared and submitted by the humanitarian and development Programme Coordinator in a timely manner

  •  Ensure that project coordinators identify and notify senior management team/country office management when a cost and a no cost extension is required for any programme and that appropriate timely action is undertaken

  • Report any suspected and actual financial irregularities or other fraud occurred related to projects to the finance manager and CD and recommend solutions to the identified irregularities

  •  Comply with authorization levels for expenditure and ensure that all programme staff do likewise

Human resource (HR):

  •  In collaboration with the HR/operations department and by coaching, mentoring and supporting the PCs the PD will:

  • Ensure sufficient human resources for the relevant programmes to meet their objectives

  • Work with directly reporting staff by coaching, training and mentoring to ensure development of their management skills

  •  Monitor performance based on agreed job descriptions and ensure compliance with agreed objectives and all humedica policies

  • Ensure the effective implementation of the performance development system within the relevant programme teams

  • When necessary, assist with the recruitment, management of disciplinary and grievances issues and the dismissal of staff

Accountability and Protection

  • Ensure that humedica Ethiopia country office complies with the Core Humanitarian Standards and oversee the review and implementation of an annual action plan.

  • Ensure that robust complaints response mechanisms are in place in all programmes and that they are developed and implemented with strong community level engagement

Information communication and networking:

  • Leads humanitarian and development information, communication and networking of programmes and project in humanitarian and development networks, forums and events of local and international NGOs.

  •  Works and plan on donor diversification and funding of programmess and projects.

Quality management:

  • Directs the development of guidelines and SOPs, and make sure their implementation and adherence at every level and step of project design and implementation.

  •  Leads quality programme and project interim, monthly, quarter, annual and terminal reports for the country office, headquarter, donors and local and national project signatories.

  •  Leads quality and performance measurement of programmes and projects and take timely actions for improvement and change.

  •  Plan work on the implementation of trainings, review meetings and other events and forums relevant to the organization and projects

  • Work on change management as per lessons learned

 Security and Risk management:

  •  Leads security and risk management measures in programmes and projects by providing guidance to country and field office staff.

  • Lead and control the security and risk reporting from country to field offices

  • Advise the country office and headquarter on security and risk issues with hands on information and communication with security, safeguarding staff and external but relevant networks

 Advisory:

  •  Advises and support the country director and country office senior/management team in policy issues, overall planning and change management, communication and partnership, funding diversification and organizational set up institutionalization of policies, procedures and guidelines. 

  • Advises and support country director to set areas of programme and projects directions and focus areas thematically. 

  • Facilitate and assist the country director the timely preparation, submission and signing of programmes and projects with local, national and international partners

  •  Advises and as required Works with German headquarter international programmes and cooperation and support programmes and projects management, networking and partnership.

Accountable and report: to Country Director (CD)

Duty station: Country office

Responsible: to lead Humanitarian development programmes and projects and country office operations 

Job Requirements

Qualifications:

  • BA/MA/MSC/PhD in development studies, sociology, public health, Environmental science, Management, economics and related fields with 20 years’ experience (BA) , 17 years’ experience (Msc) or PhD degree in related fields 12 years’ experience

  • Management and motivation of multi-sectoral teams engaged in complex operational environments

  • A good track record in management/leadership in HINGO, especially in humanitarian emergency programme management, health programme and projects management experience is and asset.

  •  Excellent knowledge and hands on experience in development management

  •  Well oriented and acquaintance in triple nexus and localization.

  • Proven track record in proposal and report writing

  •  Experience in strategic planning

  • Experience in policy, guideline and procedure development

  •  Experience in quality management

  • Relevant Experience in humanitarian response programmes at management level

  •  Relevant experience in integrated development programming at management level

  • Strong budget management experience
