GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses Programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS.

GENERAL PURPOSE OF THE ROLE
The Head of Safeguarding, Gender, Inclusion and Protection will be responsible to lead the safeguarding, Gender Equality & Social Inclusion (GESI) and Protection aspects of the organization. While the person is responsible to ensure these key functions are integrated into GOAL’s programming, he/she will also be coordinating and leading the standalone protection projects. The person will be required to work closely with the Programmes Director, the rest of the SMT members, Head of Departments from programmes and Systems, and Area Managers to ensure integration of safeguarding, Gender Equality, Social Inclusion and Protection.
Key Areas of Accountability/Duties
1. Resource Mobilization and Proposal Development
- Ensure that GESI and Safeguarding is integrated within all resource mobilisation and proposal development efforts.
- Ensure sufficient time and budget is allocated in new proposals to strengthen safeguarding and GESI within programme implementation.
- Identify resource mobilisation and proposal opportunities that can incorporate a strong GESI component and seek opportunities that can complement and strengthen GOAL Ethiopia’s portfolio in this regard.
- Identify proposal opportunities for Protection programming.
- Provide technical representation for GESI in donor engagements.
2. Programme Quality
- Provide overall direction on the integration of GESI in all phases of the programme cycle across GOAL Ethiopia’s portfolio of interventions.
- Identify opportunities to integrate gender-transformative approaches in GOAL Ethiopia’s programming.
- Ensure Safe, Accountable, and Inclusive Programming
3. Capacity Building
- Support the development of field level focal points in Safeguarding, GESI and Protection, overseeing and coordinating the implementation of measures. Coordinate on a monthly or bi-monthly basis a meeting with the Field Focal Points to assess the level of compliance to safeguarding and gender policies and build their capacity in various aspects of Safeguarding and GESI.
- Provide strategic oversight on strengthening staff understanding, training and learning on GESI.
- Conduct safeguarding induction of newly recruited staff within 30 days of employment and safeguarding training within 3 months of employment to ensure they understand and commit to policies and procedures related to safeguarding. Ensure that this is documented and reported on the Training Management System
4. Monitoring, Evaluation and Learning (MEAL)
- Work with the MEAL Team to ensure that GESI, Safeguarding and Protection is embedded throughout MEAL tools and approaches as necessary, including but not limited to analyses and assessments, use of GESI, Safeguarding and Protection -sensitive indicators monitoring, evaluations, and learning.
- Develop learning questions on GESI and deliver strategic direction on such learning.
- Support collaboration with the MEAL team, and specifically the Accountability function, to strengthen GOAL Ethiopia’s approach to Safe, Accountable & Inclusive Programming.
- Work with accountability focal points to ensure that the Complaint and Feedback Mechanism (CFM) is accessible to children and vulnerable adults.
- Raise awareness to ensure vulnerable populations, including women and children have knowledge about our Safeguarding Policies and Code of Conduct and have access to GOAL’s reporting mechanisms.
- Design and develop information, education and communication materials on safeguarding, GESI and protection to suit the Ethiopia country context.,
5. GESI Responsibilities
- In addition to the responsibilities outlined above on resource mobilisation, programme quality, capacity strengthening, MEAL and partnership, coordination and representation, all of which will require a strong GESI component, the post hold will:
- Provide strategic vision and leadership on GESI for GOAL Ethiopia, including rollout and implementation of relevant policies, strategies and annual GESI Action Plans.
- Provide strategic direction to embed GESI within GOAL Ethiopia’s strategic planning processes, annual planning process, budget processes, and more.
- Provide senior oversight to GOAL Ethiopia’s implementation of the internal GESI audit response actions.
- Work with other departmental heads and leaders to ensure that GESI is integrated throughout various areas of GOAL Ethiopia.
- Advocate for GESI, provide relevant updates and act as a focal point on GESI with GOAL Ethiopia’s Senior Management Team and Extended Senior Management Team.
- Engage with GOAL’s global GESI Focal Point Network.
- Engage with HR to integrate GESI into recruitment, performance appraisal, and other relevant processes.
6. Protection Responsibilities
- Champions components of protection mainstreaming in all projects.
- Oversees the implementation and quality of GOAL Ethiopia’s Protection programs.
7. Safeguarding Responsibilities
7.1. Overall Safeguarding Responsibilities:
- Oversees the implementation of GOAL’s safeguarding policies and guidelines, including the Child + Adult Safeguarding Policy, Child Protection (CP) Policy, Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH) Policy, the Code of Conduct (CoC) and the Whistleblowing Policy, with the aim of creating a working environment free from SEAH of children or adults perpetrated by GOAL or its members.
- Cross-departmental coordination and implementation of an annual Safeguarding Action Plan which align to Safeguarding 7 minimum standards.
- Develop a functional system to receive reports from the field on activities conducted, issues identified/prevented and/or addressed.
7.2. Safeguarding in Systems:
- Support Human Resources to include best practices in safeguarding during recruitment, staff management, and HR strategy.
- Support Human Resources in the follow up and review of staff who have more contact with children and / or vulnerable adults, and staff who are in position of power.
- Work with Logs + Procurement team to ensure Suppliers contracts are aligned to global protocols and the Supplier Code of Conduct.
- Provide safeguarding induction to high-risk Suppliers.
7.3. Oversight of safeguarding standards:
- Collaborate with SMT to update & review safeguarding risks in the quarterly risk register to ensure Safeguarding risks are identified at an early stage and mitigation measures put in place.
- Ensure oversight of safeguarding standards and respond to the internal auditor/ compliance officer on issues raised.
7.4. Oversight of Partners:
- Lead the safeguarding due diligence assessment of each Partner in line with the On-Granting partnership protocols.
- Support implementing Partners in developing and strengthening their safeguarding systems and processes, where required.
7.5. Safe environment to report and respond to concerns:
- Review and strengthen Safeguarding systems including local reporting procedures with the support of the Global Safeguarding Advisor and CD.
- Support Safeguarding investigations, when required, in collaboration with the Investigation Unit at HQ and the Global Safeguarding Advisor. This support to investigation could take different forms as assigned by the CD, either to directly involve in investigation of safeguarding reports and/or support other investigation team assigned to do investigation to make sure the process follows relevant principles of safeguarding.
- Ensure the protection mapping and referral pathway is updated on a yearly basis, liaising with local statutory, local, and international NGO and service agencies.
- Ensure staff is trained in Psychological First Aid (PFA) and how to support and advise a Survivor of SEA.
- Make appropriate referrals to organizations that are mandated to provide emergency and ongoing support to abuse cases, in consultation with the Global Safeguarding Advisor, where appropriate, without disclosing confidential information.
- Support individuals where appropriate when a referral to the local authority is necessary.
- Work in partnership with authorities or external agencies seeking information to which they are entitled.
- Foster linkages with national and local structures (Ministry of Social Welfare) for strengthened case management and referrals.
8. Partnership, Coordination and Representation
- Act a technical representative for GESI in partner, donor and other stakeholder engagements.
- Engage with the communications function to develop case studies and human-interest stories related to GESI, Safeguarding and Protection.
- Provide strategic oversight to the organisation of activities to commemorate important international events, e.g., during International Women’s Day, International Day of Persons with Disabilities, the 16 Days of Activism Against Gender-Based Violence, etc.
- Represents GOAL in national networks, such as the Protection Cluster, PSEAH network and/or GBV sub cluster at country level.
