 About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

 Summary of position

Under the supervision of the Roving Protection Mainstreaming Program Manager or similar, the Roving Protection and Gender Officer will  work on  integrating and Mainstreaming protection principles/activities  in the humanitarian response in Ethiopia's different regions, under EHF-SWAN funded project and others as needed.

1. Purpose (The substantive focus of the job encompassing scope, depth and difficulty of work both conceptual and applied)

The Roving Protection and Gender Officer will be responsible for ensuring the successful implementation, delivery, reporting, and monitoring of all project activities at operational sites

2.  Engagement: (The focus of interaction both internally and externally needed to deliver a service seeking collaboration and build effective partnerships)

The Roving Protection and Gender Officer Roles includes working with other sectors, actors, UN agencies and government services, providing support to staff and some of the most vulnerable members of the community.

3.  Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality)

 The Roving Protection and Gender Officer will be supporting specific activities related to Protection and Gender thematic and cross-cutting areas (Protection Mainstreaming/Safe Programming).

Summary of Key Functions:

  • Facilitating and supporting capacity building training

  • Support and coordinate the Rapid Protection and Gender Assessment (RPA).

  • Support and coordinate the GBV Safety Risk Audit (SRA).

  •  Strengthening Safe Referral systems ( Referral Pathways and Mapping)

  • Assist in Thematic Area Guides (TAG) protection integration mainstreaming sensitization.

  • Facilitating protection mainstreaming-emergency support (IPA). 

  • Provide protection and Gender equality mainstreaming support to program and operational teams.  

Duties and Responsibilities:

  • Provide training for key government stakeholders and Action Against staffs on Protection Mainstreaming, Gender Based Violence /GBV/, GBV/CP basic concepts and Psychological First Aid.

  • Participate in rapid needs assessments (including protection, gender analysis, and psychosocial support) through field visits in villages, camps, and other informal settlements with persons of concern within the community and identify individuals at risk and humanitarian needs.

  • Conduct Safety Risk Audits, analysis and share the information to service providers and protection clusters.

  • Provide protection Mainstreaming support (Thematic Area Guides (TAG) to program teams (WASH, NUT, Health, and FSL).

  • Conduct and coordinate with service providers to strengthening Safe Referral systems (Referral Pathways and Mapping).

  • Support the process of protection mainstreaming-emergency support (IPA). 

  • Lead the process of dignity kit distribution for the affected community members (women and girls).

  • Support the delivery of awareness raising for community groups, teachers, and other key influencers to increase awareness, capacity, and support.

  • Advocate for the rights of vulnerable people and targeted beneficiaries through contact with local authorities, government officials, community leaders, elders, humanitarian partners, and other relevant actors.

  • Prepare and timely submit activity reports to the line manager.

Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

 Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

  • While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases. 

Job Requirements

Qualifications & Experience

  •  Amharic and good written & spoken English is essential

  • Oromo language is highly desired

  • Previous humanitarian experience within Protection, Gender or MHPSS programming

  • University Master, BA degree or Diploma in Psychology,Sociology,Social work, Gender ,Public Health, or other relevant field from a recognized institution.

  • Minimum of 3+ years of experience working in protection for government or humanitarian agencies with IDPs, refugees or crisis affected communities.

  • Excellent understanding of protection and gender principles and human rights

  • Excellent communication skills including ability to gain trust and build relationships with new communities

  • Good understanding of humanitarian principles.

  • Experience in regular report writing and using standard Microsoft software (word/excel etc.)
