Amref Health Africa was founded in 1957 and has since grown to become the largest African-based international health development organization, currently implementing more than 150 programs which directly reach more than 20 million people across 35 countries in Africa. ABOUT INTEGRATED HEALTH SYSTEMS STRENGTHENING (HSS) PROJECT
Integrated Health System Strengthening Project is a Bill and Melinda Gates Foundation (BMGF) investment currently being co-designed with Amref Health Africa and MOH to support the design and implementation of a platform mechanism/s for health systems strengthening for primary health care (PHC) in Ethiopia. The focus of this investment is primarily at the subnational level (regional and district) with links to national efforts. The design will focus on integration of key HSS pillars – e.g., Human Resources for Health (HRH), Health Care Financing (HCF), Data, and Leadership and Governance – to support PHC administrators and managers toward optimizing health systems for improved service delivery.
JOB PURPOSE
Amref is seeking a competent Gender Equity and Social Inclusion (GESI) Senior Advisor to lead the Gender Intentionality and inclusively efforts of the HSS investment described above. The senior advisor will be the primary responsible person in leading the GESI activities directly and guide other HSS activities to be Gender intentional and inclusive of relevant community groups such as adolescents, youth and people with special need. S/he is expected to co-design GESI specific and GESI generic technical assistance packages including tailored monitoring and evaluation framework by working closely with Senior Managers of HSS and Monitoring and Evaluation teams. The successful candidate will be part of the GESI Team of Amref Country office to join hands in the efforts of Amref to be Gender Transformative organization.
S/he will assist the HSS Director in providing high-quality technical support to Integrated HSS project teams in a manner that Gender and Inclusivity addressed to the highest possible standards. S/he will be working closely with the Gender Advisors of BMGF funded Improving PHC Service Delivery Project implemented by Amref and JSI and USAID IYA project to synergize the GESI activities between different projects of Amref. S/he is expected to represent the Project and Amref in national and Regional Gender working Groups and other partnership platforms serving as GESI expert and advocate promising intervention of integrated HSS project.
The role requires frequent travel to regions and woredas to actively engage the PHC and other sector leaders, Technical working groups, frontline HCWs and communities to ensure the project’s support on gender intentionality and inclusivity are participatory and contextualized. Hence, the position holder is expected to have an in-depth understanding of the gender and inclusivity dynamics in the country specially at sub-national level and the implication to the Health System.
PRIMARY RESPONSIBILITIES
Co-develop Gender Equity and Social Inclusion plan of Integrated HSS using participatory methods, with alignment to government priorities and informed by the assessment for this purpose
Provide technical leadership and support in gender equality, female empowerment, and male engagement across all HSS major areas;
Oversee and coordinate gender initiatives at the regional and woreda level, including gender mainstreaming; gender analysis and integration; response to gender-based violence (GBV); gender-related training and communication materials in the project’s geographic scope.
Analyse regional situation to identify opportunities on gender, youth and disability for new programme development
Lead detailed gender, youth and disability analysis in the baseline, midterm and final evaluations and continuous monitoring in between by working closely with the M&E team.
Liaise with technical and program staff overseeing health programs to ensure proper integration of gender, youth and disability interventions for program synergies
Liaise with partners working on GESI, to ensure that the work of Amref Health Africa in the regions is aligned and support regional and government priorities
In collaboration with the M&E unit, work on research agenda on GESI across the organization
Develop and update the organization’s results on GESI interventions; document, dissemination best practices and lessons learned
Support the development and/or review of program work plans, quarterly, biannual and annual reports
Oversee the development of activity-based budgets and facilitates and monitors ongoing budget management for GESI related activities
Work with Regional offices and CO staff to assess and identify technical assistance needs with regard to GESI technical skills, supervision support
Participate in Regional and national GESI platforms
Oversee the work of gender officer and consultants as needed
Carry out other duties as assigned by management.
QUALIFICATIONS
The successful candidate will have a strong background in Gender and social inclusion mainly in the health sector; as well as demonstrable experience in the delivery of technical assistance on GESI activities and engaging with government counterparts at regional, zonal and woreda level with linkage to the national entities. S/he should also be highly motivated, a creative problem solver; have strong analytical, communication, process facilitation, and collaboration skills.
Education and Professional Qualifications
An advanced Degree in Public Health, International Development, or a similar field.
Required Qualifications and Experience
Minimum of 8 years of experience in Gender and social inclusion programming in public health, social sciences, or a related field.
Strong technical expertise in gender and inclusivity analysis, gender integration, gender-based violence, and male engagement in the health sector as well as youth development.
Demonstrated understanding of best practices in promoting gender equality and youth-friendly health policy, programs, and service delivery
In-depth understanding of gender and social norms and their implication in the health of communities.
Ability to think strategically and integrate diverse information from varied sources.
Experience in GESI program management, including mentoring staff and staff capacity building capacity
Excellent communications skills
Demonstrated experience working Ethiopia.
