The Ethiopian Red Cross Society (ERCS) wants to recruit employees in the following vacant position the details of which are mentioned bellow.

About the Ethiopian Red Cross Society

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131  District/Woreda Branches, 599 Woreda Red Cross Committee  and 5871 Kebele Red Cross  committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

BACKGROUND OF THE PROJECT

Ethiopian Red Cross Society (ERCS) is seeking for a Program Assistant for the newly awarded USAID Ethiopia Health Resilience activity.

The USAID/Ethiopia Health Resilience Activity is a 5 year project (28th Mar 2023 – 27th Mar 2028) aims to strengthen local capacity to detect, prepare for, respond to, and mitigate the impact of public health emergencies and ensure the continuity of essential health services during emergencies. The Activity will result in improved local capacity and health system resilience in focus areas through strengthening woreda leadership and capacity to manage emergencies; improving early warning and alert response system (EWARS) and data management capacity; developing core capacity on gender in emergencies (GiE); and increasing innovative funding for emergencies, leading to reduced morbidity and mortality related to public health crises.

Management Sciences for Health (MSH) and the Ethiopian Red Cross Society (ERCS) will work together and in close collaboration with zonal and woreda offices, health facilities (HFs), communities, and other stakeholders to achieve these results. The USAID/Ethiopia Health Resilience Activity will focus on selected woredas in three regions (Amhara; Oromia; and Southern Nations, Nationalities, and Peoples’ Region [SNNPR]) and one city administration (Dire Dawa). 

Job Summary:

The Program Assistant will assist the Chief of Party and project staff of Ethiopian Health Resilience Activity in scheduling of meetings, facilitate communications with external and internal stakeholders including USAID, ERCS management, and MSH country and home office team.   S/he works closely with all levels of the project staff to understand, synthesize, and communicate programmatic activities internally and externally. 

Key performance areas

  • Keep records of all the necessary files and correspondences of the project.

  • Maintain supplies by checking stock to determine inventory levels; anticipating requirements; placing and expediting orders; verifying receipt; stocking items; delivering supplies to staff.

  • Coordinate with regional and central team in checking timesheets readiness.

  • Prepare documents including forms, memos, letters, etc. as required.

  • Acts as center of communication in answering telephone calls, forwarding questions, arranging meetings for supervisor, acts as office receptionist, provides materials for staff.

  • Schedule, attend and document all project team meetings as required.

  • Develop and maintain project tracking sheets for ongoing activities and pending items.

  • Orient and brief consultants and new staff members regarding MSH procedures.

  • In collaboration with ERCS operations team, coordinate logistics for workshop activities in compliance with USAID, and ERCS regulations.

  • Provide support to the Chief of Party  and  the project team in  overall  project  management  functions.  

  • Produce and distribute minutes of meetings, and identify action items and follow-up on action items through their completion.

  • Assist the team in organizing project information, resources and staff to respond to time sensitive requests from USAID, ERCS Management, and MSH home office.  

  • Serve as point of contact to receive requests, gather information, and draft and submit responses. 

  • Produce reports, charts, presentations, and graphics reflecting project results as well as assisting the team in editing reports.

  • Liaise with management and administrative staff of MSH-Ethiopia projects.

  • Liaise with ERCS operations team in regards to all project needs related to administrative, procurement, and personnel issues as needed.

  • Liaise with ERCS IT team to ensure network and phone system is operational at all times in the project offices.

  • Support the project on day-to-day administrative and office management issues.

  • Assure all requests for technical, contractual, financial and operational assistance are being attended and are executed in a timely and efficient manner.

  • Supervise Drivers and office assistances assigned to the project office.

Reporting to : - Senior PHEM Advisor

Terms of employment:-Contract for one year

Job Requirements

Qualification Requirements:

  • Second/First Degree in Management, public administration, development studies or Business administration, secretarial science/office management. 

  • 4/6 years relevant experience

Other Skills:

  • Previous experience with USAID or other USG funded projects is an advantage.

  • Professional fluency in Amharic and English required.

  • Ability to work independently and take initiative.

  • Ability to learn complex program procedures.

  • Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.

  • Demonstrated ability to work as an effective team member in a complex and fast paced environment.

  • Excellent interpersonal skills and demonstrated ability to interact professionally with project staff and partners.

  • Demonstrated ability in computer skills for word processing, databases, spreadsheets, and presentations (Microsoft Office applications preferred); and ability to learn new software packages
