TEAM PURPOSE:

The Logistics Team is part of the business support team accountable for ensuring that all operational procedures of Administration and Logistics are adhered to and implemented in a manner that is compliant with Oxfam policies, standards, and procedures. In particular, the team provides professional, business-focused service on logistics, delivering a proactive and solutions-based approach to resolving issues. The team will also ensure that the operational business requirements are effectively managed to deliver organizational results and support the achievement of programme outcomes.

JOB PURPOSE:

The main purpose of the Senior Logistics Officer- (Fleet and Warehouse) is to work as part of the logistics team, managing all responsibilities related to vehicles, transport, staff, and visitor movements, as well as the dispatching of goods.

This role is responsible for ensuring quality in asset management support across the Ethiopia programme. Where appropriate, support field teams through assessment, coaching and accompaniment.

BUDGET RESPONSIBILITY

Ensure that office vehicles are checked daily and roadworthy before any assignmentPlace a logbook for each vehicle and monitor records for accuracy and completenessEnsure that all Oxfam vehicles insurance is renewed and up to dateLiaise with RTA and facilitate timely annual vehicle technical inspectionEnsure that daily transport is organised, and courier service and driver are assigned based on requests receivedMaintain appropriate contracts with transportation companies and ensure all non-Oxfam drivers and transport companies hired for specific purposes know and follow Oxfam driving policies and procedures and are maintained up to Oxfam standards.Ensure that driver’s testing is conducted, and records of staff authorized to drive are maintained and kept up to dateProvide advice and support on vehicle repair and management to project officesEstablish a regular service schedule and ensure proper maintenance is carried out by liaising with the vehicle garageFollow up on accident reports with the insurance companyPrepare reports of vehicle usage according to Oxfam guidelines on a monthly basis.Ensure all arrangements for visitors and staff visiting the Ethiopia program are made and communicated in a timely mannerManage procurement of vehicle spare parts and fuel based on authorised requisitions, in line with Oxfam proceduresPrepare and implement a supply plan for all vehicles (includes spare parts, fuel, regular servicing, maintenance, insurance, annual roadworthiness inspection, etc).Liaise closely with the line manager, as well as based logistics team, on local procurement of the above-mentioned vehicle expensesKeep clean and accurate records of vehicle history (which includes, but is not limited to fuel, consumption records, maintenance history, regular servicing schedules and history, oil and lubricants, spare part usage, etc).Participate in tendering and bid processes which involve transport and distributionMaintain contacts and good relationships with suppliers and local repair/maintenance shops, and conduct comparisons (price quality of service, etc) among them, to get the best dealsClosely monitors the performance of vehicles across Oxfam and communicates gaps with the line manager, overview manager and field logisticiansMaintains close follow-up of fleet and distribution issues with field logisticiansRefuels vehicles on a weekly and monthly basisManages the process of e-card fuel purchases including the completion of facilitating the payment to the supplierMonitors the proper use of logbooks by drivers and authorised drivers on a weekly basis and provides feedback to line managers and driversPrepares a cut-of-date for each vehicle logbook on a moth basis, and detaches logbooks for review, a compilation of the monthly vehicle report and safe documentationCompiles all vehicle and generator running costs.Supervises and plans vehicle allocation to optimally serve the needs of the country programmePrepares / processes supplier payments which include but are not limited to taxi payments, rented vehicle payments and the like, in a timely, well-organised, and effective manner.Provides support on the dispatching and distribution of items to field offices or in town.Share the disposal plan and facilitate the process finalization.Generation of reports regarding fleet management, as a minimum, the Total distance travelled per vehicle, Total days used and the number of days the vehicle was unusable, Fuel consumption and total fuel cost, Maintenance costs (including engine oil) and Total vehicle running costs per mile or kilometre on monthly bases.

2.    Communication and safety

Maintains close communication relationships with all field logisticians on the movement of vehicles between the citiesPrepares relevant documentation which shall accompany rented vehicles during city-to-city movementsEnsures that vehicle first aid kits and fire extinguishers are replenished on time. To this effect, maintains a monthly reporting system with field logisticiansChecks/Inspects the conditions of rented vehiclesEnsures that all Oxfam vehicles are checked against vehicle standards to ensure safety and security on the roadProvides standard road safety and code of conduct procedures to all drivers including Oxfam drivers, rented vehicle drivers as well as truck driversPersonally follow Oxfam driving, safety and security regulations when driving an Oxfam and rented vehiclesTasks related to Car Wash for all Office owned Vehicles in the country office that includes the check-up of the neatness of vehicles and facilitating the payment after the completion of the service accomplishment form.

3. Documentation

Keeps record of all vehicles, transport, and communication-related documents.Keeps custody of vehicle title books, licences and another sensitive vehicle, Various reports, communication, and related documentsMaintains a visible and readily accessible documentation system.

4. Warehouse and Stock ManagementControl the Management of stock data and tracking systems in accordance with Oxfam International standard proceduresLead and Organize warehouse teams for the loading/unloading of store goods when dispatched to projects.Ensure Stocks are adequately kept in Warehouse.Supervise to Ensure all health, safety and security precautions by all people involved in the store.Give Guidance to the Log/Warehouse officer to Ensure store management policies and procedures are implemented in all program locations including the emergency response warehouse set up temporarily.To ensure monthly reports have been provided to the line manager on a timely basis 

4.1 Office Asset Management

Lead periodical and annual inventory counting and report to the line management according to Oxfam International procedures, including ensuring all field office locations maintain appropriate standards and procedures.Supervise the track of all asset and equipment movements and updates asset and equipment registers.Report a list of obsolete assets and items for management decision and carry out the disposal accordinglyEnsure all assets and Oxfam properties are maintained in good working order and appropriate standardTo ensure asset and equipment report monthly and share with the line manager.To verify that all Assets are identified by the identification tag as per the policy

5.    Others as part of the Logistics UnitEnsure implementation of Oxfam operational policies, procedures, and guidelines, especially gender justice and safeguarding in all aspects of Oxfam work. SKILS, Experience, Knowledge & CompetenciesEssential

  • Bachelor (BA) or Degree from a recognised university/college in Management, Supplies Management or any other areas that can bring added value to the post.

  • Relevant logistic/fleet management experience of 3-5 years for BA holders (including, vehicle management and communications, team support and warehouse management) or 5-7 years for Diploma holders, preferably in an international NGO.

  • Good knowledge and experience in vehicle management.

  • Experience in training on vehicle management.Technical skills in vehicle repair and maintenance

  • Data management and reporting skillsPhysically fit

  • Good comprehension of security issues and clarity on reporting on them.

  • Good personal communication skills, in written and verbal English and Amharic.
