Project Background
This Opportunity:
Palladium International, LLC is implementing the $250 Million, 5-year USAID CATALYZE contract which offers a facilitated partnership model that will craft solutions to crowd in $2 Billion in blended finance (i.e., blended concessional and commercial finance) to USAID partner countries; it can work in any development sector or region. Launched in October 2019, CATALYZE is a buy-in mechanism that allows USAID Bureaus and Missions to efficiently deploy investment facilitation solutions that respond to the needs of specific sectors, issues, and geographies.
USAID CATALYZE Market Systems for Growth (MS4G) focuses on creating transformative outcomes in the food security and WASH sectors to benefit all Ethiopian people. To achieve these goals, the activity engages youth, mobilizes capital, increases access to finance, connects enterprises to markets, and supports stakeholders to self-advocate towards policy change which will promote opportunities for the private sector community. The project supports activities in Addis Ababa and secondary cities.
To strengthen the private sector in the food security and WASH sectors, MS4G uses a market-based approach to enhance enterprises’ performance, product/service delivery, and inclusion. The activities are designed to build institutional capacity, enhance knowledge and skill transfers through workforce development initiatives, advance the business enabling environment, accelerate digital transformations and scale best practices to increase productivity and quality.

Reporting and Supervision:
The Communications Specialist will report to the CATALYZE: MS4G Communications Manager. S/he will be responsible for developing and disseminating marketing materials, social media content, and other communications products, ensuring that MS4G's knowledge management system is functional and regularly updated, coordinating MS4G events, and other duties as listed below.
Specific responsibilities of MS4G Communications Specialist include, but are not limited to:
Identify and capture content from MS4G’s activities, based on MS4G’s learning questions.
Lead the development and dissemination of marketing materials, social media content, and other communications products to amplify content generated from project activities.
Develop and edit digital content (social media posts, video success stories etc.).
Produce graphics and visual elements for communication materials.
Oversee the design of banners, posters, backdrops, and other graphic products.
Ensure that MS4G’s knowledge management system is functional and regularly updated (on the SharePoint platform)
Ensure branding and marking guidelines are applied to all communication materials (print and digital) and across all MS4G activities.
Coordinate and contribute to MS4G events and oversee all communications responsibilities for event.
Develop and manage MS4G’s photo bank (repository).
Serve as the point of contact for graphic designer and photographer consultants.
Other duties as assigned.

Key Competencies Required:
Understanding and experience working with a market systems project and knowledge/experience of USAID Communication rules.
Ability to synthesize complex documents into a language that is accessible and compelling to external audiences.
Ability to synthesize and simplify information and communicate it in a lively, accurate and understandable manner.
Knowledge and understanding of USAID branding and communications style.
Excellent English verbal, written and presentation skills.
Excellent editing skills
Excellent attention to detail and track record of designing and implementing a dynamic communications and knowledge management strategies.
Detail-oriented and deadline-driven with strong organizational skills, and ability to work in a dynamic and agile environment with changing requirements and priorities.
Strong cross-cultural, interpersonal, management, diplomacy, and collaboration skills in highly complex structures involving multiple teams and stakeholders.
Ability to meet deadlines under extreme pressure, build consensus, engage a variety of stakeholders, and work with diverse groups of people.
Professional Expertise Preferred:
A bachelor’s degree in journalism, communications, or a relevant field.
At least 4 years of experience in project communications, knowledge management and learning including 3 years in a communication role on a USAID-funded project.
Experience engaging diverse stakeholders, including governments, civil society, and international donors.
Ability to transform technical concepts into content that is relevant and will achieve strategic objectives.
Strong interpersonal and cross-cultural communication skills.
Creative problem-solving skills.
Demonstrated ability to manage and oversee multiple complex tasks simultaneously.
