Job Description

The Partnership, Communication and Governance Head will coordinate and lead the communication, partnership and governance related activities of PHEEC. The incumbent will play key role in strengthening partnership and networking with existing and new partners. Moreover, he/she will be responsible in leading the overall communication function of the consortium and in strengthening the governance through active engagement of members.

Dimensions of the Partnership, Communication and Governance Manager 

The roles and responsibilities of the Partnership, Communication and Governance Manager will fall into the following dimensions:

  • Communication

  • Partnership and networking

  • Governance and members engagement

Communication

With regard to communication, the PCGM will have the following roles and responsibilities.

Coordinate all the communication activities of the consortium with the different partners, members, donors and other stakeholders

  • With consultation to the different functions of the consortium and its members develop short term and long-term communication plan 

  • Develop and/or revise the communication strategy and protocol thereby strengthen the communication functions of the consortium 

  • Develop and oversees the implementation of an annual internal and external communication strategy and plan

  • Produce organizational promotional materials like profile and brochures

  • Employee different communication channels such as print media (newsletter, brochures, magazines), website Facebook, twitter Instagram, telegram TV and radio for promoting the consortium and its members work and achievements

  • Produce different communication materials such as newsletter, case stories and proceedings and policy briefs

  • Provide closer support to the executive director in undertaking communication with partners, donors, members and other stakeholders

  • Develop innovative communication mechanisms with members and donors

  • Responsible to provide technical support for the program staff in developing project and program related communication materials and ensure the standard of materials 

  • Oversees the writing, editing, review, design, and dissemination process for all technical/program materials developed by PHEEC including case stories and field stories and other communication materials. In this regard the PCGM is responsible to develop scope of work, set standard criteria, ensure quality of the materials produced, lead the technical review process and lead the dissemination. 

  • Supervise and support the work and professional development of the PHEEC and its member staff in the areas of communication

  • Proofreading and editing internal and external communications, reports and other PHEEC’s outputs

  • With advice to the Executive Director and in consultation to other staff, develop press releases, website postings and coordinate media briefings

  • Provide guidance to the IT expert in creating vibrant communication platforms and sharing of publications through websites and other e-medias. 

Networking and partnership

  • Clearly articulate the partnership vision of PHEEC and be abreast for continuously sharing learnings and update partnership establishment

  • Develop systems for identification and establishment of partnership 

  • Conduct donors and partners mapping with their respective thematic focuses and make analysis on alignments with PHEEC strategic and thematic focus areas

  • Develop and manage the implementation of an overall fund development strategy and plan which includes a diverse range of funding streams 

  • Investigate and contribute to strategic decisions and criteria setting in relation to developing alternate income streams and partnerships 

  • Identify and track funding prospects as they arise and maintain the appropriate tracking tools 

  • Play a key role in the development and maintenance of PHEEC’s database of potential funders, consultants and partners for business development  

  • Report to Executive Director and Senior Management Team (SMT) on progress against fundraising targets 

  • Identifying print, electronic and communication mechanisms to communicate with key audiences and increase PHEEC awareness and fundraising opportunities

  • Strengthen communication channels between and among PHEEC and its membership, ensuring strong collaboration and cross-learning among members and between and among its members, and strengthening the knowledge of PHEEC value-added among its members and networks

  • Strengthen and manage PHEEC’s active engagements in existing membership to networks and establish networks with other national and global networks

  • Prepare plan and design mechanisms for the donors and partners outreaches and linkages 

  • Develop and manage positive and constructive relationships with potential donors and partners, and internal and external stakeholders, including meeting stakeholders and donors on own, with Executive Director and with programme staff as needed

Governance and members engagement

  • Conduct members assessment and develop updated data base and members profile

  • Develop members engagement strategy and plan

  • Developing and providing opportunities innovative strategies for increased members, partners, and networks involvement through creating joint engagement mechanism

  • Initiate thematic based networks and support development of short-term and long-term work plans and coordinate implementation of the plan

  • Supporting the execution and follow-up of PHEEC conferences, workshops and technical update meetings among its members and partners

  • Conduct members’ survey and organizational capacity assessment and develop capacity improvement packages and plans

  • With Advice to the Executive Director, organize regular board and general assembly meetings

  • Organize all formal documentation for the presentation to the board and general assembly

  • Document minutes of general assembly and prepare final minute for submission to the ACSO

  • Play active role in PHEEC’s national and global membership leadership roles.

REPORTS TO: Executive Director

DUTY STATION: Addis Ababa with field travel as needed

Job Requirements

Required qualification, Experience, Knowledge and Skills

Mandatory:

  • Masters in Communication, Governance, Information Science and communication, public relation, Business Administration, Public Administration, and other related field with proven technical trainings and experiences

  • Minimum five and more years of proven work experiences in NGO in related positions

  • Practical senior level leadership experiences of communication, partnership and networking  

  • Proven experiences of developing communication materials

  • Computer literacy: Ms word, Power Point, Excel, internet usage, data management, etc

  • Excellent speaking, writing and listening skills of Amharic and English languages

  • Excellent written and oral communication and team player skills

  • Experience of project management with good understanding in PCM, and reporting to donors and other partners including government

  • PHEEC has strong safeguarding policy and compliance and the candidate need to be willing to accept the policy and sign statement of commitment

Desirable:

  • Experience in coordinating integrated projects that has health, social and gender components

  • Able to work under stress and delivering results timely

  • Self-initiator and undertake duties with little supervision

  • Skilled and experienced in data management, good understanding of government, NGO and other bilateral and multi-lateral working procedures and systems         

  • Priority will be given to qualified female applicants
