As part of the programmes team, the Governance and Accountability team will ensure that Goal 2 of the OCS is achieved with the required quality and timeliness. This team will work very closely with the rest of the Oxfam Ethiopia program and support teams to ensure effective integration and implementation of governance and accountability frameworks within and outside with our CSO, government and private sector partners to realize the voice of the marginalized heard and to ultimately achieve development objectives. Accordingly, the governance and accountability program team give critical importance to CSO’s capacity development, constituency building and strengthening CSO’s accountability, advocacy and policy influencing, human rights-based programming, active citizenship and empowering rights holders and building capacity of duty bearers to be responsive.  Through evidence-based engagement, the program will address marginalization particularly to ensure the protection and realization of human rights in general and women’s rights.  JOB PURPOSE:The Governance and Accountability Program Coordinator will lead and is accountable for all the programmatic, management and partnership aspects of the governance and accountability program at Oxfam Ethiopia and will work closely with other program pillars, in ensuring proper integration and implementation to achieve the organization’s objective. He/she will oversee effective management and relationships with relevant external stakeholders, oversee program teams, and ensures effective and efficient management of the projects. In addition, the Governance Program Coordinator will also support in identifying scaling up opportunities and new project ideas in line with governance needs on the ground, and in consultation with program teams. The position holder will lead in designing and implementing high-quality and sustainable policy and influencing initiatives in line with Oxfam’s commitments through innovative programme approaches and models that meet the needs of targeted CSO partners. The position also provides support to thought leadership, effective coordination, and resource mobilization in line with Oxfam in Ethiopia’s country strategy.POST HOLDER REPORTS TODeputy Programme DirectorJOBS REPORTING TO THIS POST Senior Government & Accountability Officer, GROW Campaign CoordinatorBUDGET RESPONSIBILITYYesKEY RESPONSIBILITIESLeadership and ManagementProvide leadership to the Governance and Accountability Programme, ensuring the best possible support to the team and advice to the PD/DPD.Coordinate the design of the framework for the Governance and Accountability pillar assuring the relevance of the interventions at the strategic and operational level aligning them to the country and regional strategic priorities.Work closely with the Programme Managers to ensure the delivery of the Programme with the standards required according to the OCS.Work with the Programme Quality Lead for the submission of COP and reports required by OI and affiliates as neededAssure the quality and relevance of the interventions to the global country strategy.Ensure Programme under the Governance and Accountability area support active engagement of CSOs, promoting good practices of accountability to the civil society, to marginalized and vulnerable communities and to the youth and women living in the rural and urban poor area so that governance in the sector and across improved in providing technical support when viable.Manage and supervise the strategic investment of the area and the assigned budget.Program Oversight and coordinationProvide direct support to the Programme Director/Deputy Programme Director and the Project Coordinators/Managers under her/his line management on all matters of program and grants management with a view to ensuring quality and meeting standards in program design, development, and implementation.Support the implementation of governance activities, and the activities include ensuring coherence, standardized approaches, program quality, and quality reporting to donors, across the governance program, and advising on governance elements in another program.Exercise budgetary oversight and responsibility over all governance projects in their portfolio for the governance and accountability project, GROW Campaign FFH TAP 2 and the STITCH ProjectsSupport the integration of Governance and accountability frameworks across the program pillars to ensure that the program is working towards achieving the same aims and leveraging impact in line with Oxfam’s Country Strategy.Support team and partner risk analysis related to program activities before implementation and provide a strategic steer on amending activities and approaches where necessary.Support governance program teams and partners in developing and applying appropriate monitoring, evaluation, accountability, and learning (MEAL) tools in relation to Oxfam’s governance priorities.Lead the development and implementation of evaluations, learning events and specific program-related research activities.Lead on the identification of capacity development needs and opportunities for Oxfam staff and local partnersCoordinate the development and implementation of capacity-building plans and design and deliver training as appropriate.With support from the communications team, advance the visibility of Oxfam’s governance activitiesProgram development and managementSupport the development of a comprehensive governance program for Oxfam in Ethiopia, which includes elements of participatory governance, social accountability, social justice issues, youth empowerment, working with coalitions of governance defenders and civil society organizations, and engaging with local and national authorities and power holders.Defining the strategy, designing approaches, identifying key partners, and supporting (or leading when relevant) program teams and partners in developing (funding) proposals and reviewing and revising current projects to meet changing needs and requirements.Closely work with the Programme Quality Team assuring the relevance of the interventions at the strategic and operational level as well as to the GSF;
