About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

 Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of more than 800 staff in 17 regional and satellite offices. 

Purpose

(The substantive focus of the job encompassing scope, depth and difficulty of work both conceptual and applied)

Objective 1: Develop the understanding and trends of emergency response situations

Activities:

  • Collect and analyse data on food security and livelihoods on the populations’ living conditions;

  • Identify the needs of the most vulnerable populations;(crisis affected populations including IDPs)

  •  Plan, Implement, follow up and supervise Cash for food assistance in timely manner and as per the standards and procedures

  • Propose appropriate and responses to identified needs ;

  • Actively participate in the designing and development of emergency response activities

  •  Contribute towards drawing up concept notes and proposals;

  •  Act as a link between the different emergency responses actors and keep them informed of the outcome of the analyses.

Objective 2: Coordinate, monitor, follow up and supervise Cash for food distribution activities:

Activities:

  •  Organize and supervise the establishment of a monitoring system for effective implementation and accomplishment of Cash for food assistance emergency responses activities in collaboration with other Cash response teams as well as other departments ;

  •  Define implementation modalities (identification of indicators, collection frequency, modes of circulating information, etc.) for both Cash and voucher emergency response activities

  •  Adopt and maintain relevant standard operational procedures for cash and voucher interventions.

  •  Monitoring Cash for food distributions activities and ensure activities are implemented as per the approved plans, donor guidelines and AAH’s standard operating procedures

  •  Supervise and coordinate overall Cash for food planning, monitoring and implementation activities

  •  Closely work and coordinate Cash teams (Cash and voucher officer and Community facilitators ) on selection /prioritization of eligible beneficiaries and documentation of same processes

  •  Coordinate and ensure effective participation, collaboration and coordination of government offices on the cash for food distribution and management activities

  •  Closely work with Cash response teams and ensure AAH’s Cash standard procedures (SOPs) have been followed for the Cash for food emergency response activities

  •  Coordinate and follow up overall beneficiary registration processes and ensure registration was undertaken as accurately as possible and completed on timely manner

  •  Closely work with emergency Cash response team and ensure distribution planning is done as accurately as possible and get approval from FSL-PM in consultation with Roving Cash and Voucher Program Manager

  •  Ensure full participation and involvement of all Cash for food assistance stakeholders including woreda / each city responsible government office for Cash for food assistance , each city administration and community representatives

  •  Ensure MOU is signed and agreement is reached with each city pertinent government office including city administration and women and Children Affairs office

  •  Ensure cash distribution documentation are complete and submitted to finance

  •  Ensure adherence to Action Against Hunger’s Cash standard and donor requirements.

  •  Follow up Cash for food distribution activity, provide update on weekly basis and organize comprehensive monthly report

  •  Ensure Cash team is closely work in coordination with other AAH departments including Finance, Logistics, Procurement and Program units – WASH, Health –NUT and MHPSS

  •  Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)

Objective 3: Sustain internal and external coordination:

Activities:

  •  Ensure communication between the coordination team and the food security team and each city government structures

  •  Participate in internal and external coordination meetings ;

  •  Propose new assessment directions ;

  •  Supervise, Coach, monitor and capacitate Cash for food response team under his/her supervision. Develop plans, ensure implementation of developed plans, take corrective measures for any deviations ; review programs and produce quality reports on regular basis

  • Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality). The Cash and Voucher Project team leader is expected to deliver weekly reports, monitor and supervise Cash for food teams, ensure timely and quality implementation and accomplishment of emergency response Cash for food assistance activities

Objective 4: Animate and follow through the compilation and analysis of data

Activities:

  •  Support and follow up post distribution Monitoring activity after each cash distribution activity

  •  Ensure regular market monitoring and analysis and keep reporting the concerned office on monthly basis

  •  Conduct field visits on regular basis and maintain the data for official record.

  •  Ensure that databases and data analysis as well as activity indicators are followed up and harmonized

  •  Ensure a continuous evaluation of methods and follow-up of the assessment, and propose improvements ;

  •  Participate in the analysis and drafting of activity reports ;

  •  Maintain and Share the data with the concerned departments

I. Supervisory Responsibilities

  •  The team leader will supervise Cash and voucher project officers in each city under his/her jurisdiction

  •  While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of an operational base. V. Working Conditions, Travel and Environment

  •  The duties of the job require regular job attendance.

  •  Must be available to work outside normal office hours or on the weekends as needed or required by contact with the PI or in-country partners.

  •  Must be able to travel coach fare for standard domestic and international business travel as well as to the country project sites if appropriate.

  •  While in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

  •  The candidate must be able to travel to remote locations, often over poor road conditions, in areas of heightened insecurity.

Job Requirements

VI. Required Qualifications and Professional Experience

  • University Degree in Social sciences ( Economics, Agricultural Economics, management, Sociology, Geography, development studies); Statistics and related fields

  •  6 years relevant professional work experience out of which at least 3 years in team leading and a minimum of three years in cash and voucher programming for humanitarian responses (preferably in NGO work environment) in similar capacity and positions is an asset

  •  Proven communication, interpersonal, negotiation and promotion Experience in dealing with a local NGO partner in project implementation.

  •  Excellent computer and database are essential, Prior distribution management experience

  •  Good knowledge of the intervention area;

  •  Good human relationships;

  •  Basic computer knowledge, Knowledge of local agricultural techniques;

  •  Good knowledge of English (read, written, spoken)
