TEAM/PROGRAMME: Swiss Solidarity  

Grade : 2A                    LOCATION:  Mekele

Project Overview:

Intense conflict conducted in Tigray since October 2020, heavily damaged crops and pasture lands in Tigray region and led to major losses of agricultural inputs, tools and livestock, as well as the destruction of agriculture and livestock service facilities. The economic and social services have disrupted and driven to food insecurity, malnutrition, health and psychosocial problems and water shortages all over the region due to the war crisis.

The project aims to support conflict and drought-affected households to meet their immediate basic needs and avoid negative coping strategies through unconditional and unrestricted multipurpose cash assistance and helping them restore their capacity to produce foods by providing agricultural inputs including seed and farm tools. The recovery seed support is envisioned for vulnerable households, to address nutrition of women and children, who are stricken and affected by war and drought in the area. Cash assistance will enable people to purchase food and other items locally, strengthening local markets, and supporting households' livelihood activities. The multiplier effect of multi-purpose cash assistance (MPCA) guarantees support for both the local market but also prevents the further deterioration of vulnerable households to food insecurity. By combining agricultural support and MPCA, SC aims to alleviate the impact of drought and conflict on 6,165 individuals in 4 woredas of Tigray.

 

The project will use a community and needs-based identification approach where people affected by the conflict will be prioritized for selection. The selection of affected individuals will be a shared responsibility between local government and community bodies, with government maintaining oversight at all levels. Priority will be given to support economically vulnerable households, living under the Minimum Expenditure Basket (MEB), who are most affected by the conflict with no alternative coping strategies, as guided by standard humanitarian practices. The proposed project will run for 9 months (April 2023 to December 2023) in Tigray (Gulo-Meheda, Erob, Endabatsahima, Endafelasit woredas) and aims to reach 8,615 individuals (1206 women, 517 men, 3,360 boys, 3,532 girls)

Job Summary:

The FSL manager will lead and provide technical assistance and lead FSL zonal coordinators in the region.  He/she is expected to ensure the translation of conventional conceptual livelihood frameworks and agreed program. Plays a key role in mapping, planning, quality implementation and monitoring and evaluation of the project activities. Ensure proper implementation of the project and support conflict affected HHs in Tigray region meet immediate basic needs and improve long-term livelihoods recovery through MPCA and improved agricultural production practices respectively. In addition, she/he is responsible to certify conflict affected families will have access to agricultural input and training services to build their capacity that is needed to restore their livelihoods. As a result, they will have improved access to food and strengthen their capacity to withstand shock. He/she  will coordinate Swiss solidarity planned activities, work closely with his technical team at regional level and guide and supervise the Zonal FSL coordinators to ensure quality of interventions and efficiently and effectively implementation of the planned activities. The position holder is due to interactively impart with specifically with the agriculture sector at all levels and with concerned private and public partners at local level and explore viable business opportunities, seek guidance to further enhance the result of agricultural inputs and multi-purpose cash assistance on the life of the conflict affected targeted households and communities. The incumbent works closely with other programs in the regional SCI office and related Government and similar programs to ensure program integration at field level. He/she is expected to concurrently track physical implementation against budget utilization under the purview of his/her sector.

Duties and responsibilities: 

Program Planning and implementation 

  • Participate in and develop annual, quarterly, monthly and weekly implementation plans for the project. 

  • Ensure that zonal FSL coordinators have annual, quarterly and monthly  plans by specific target areas 

  • Ensure proper mapping, planning, quality implementation, monitoring, and evaluation of the project. 

  • Ensure timely procurement of quality agricultural inputs (cereals, vegetable seeds, sweet potatoes, farm tools, and water pumps).

  • Confirm on time and appropriate distribution of procured agricultural inputs to the target beneficiaries.

  • Work closely with financial institutions/banks, ensure timely delivery of CASH, and overall proper implementation of the MPCA program. 

  • Support regional, woreda and local stakeholders, and partners to assess needs related to agricultural inputs and multi-purpose cash assistance/ MPCA. 

  • Conduct training needs assessment at regional level to identify the gap and take action accordingly. 

  • Certify that requests submitted by FSL zonal coordinators are timely reviewed and submitted for approval with strong follow up in the quality of implementation. 

  • Confirm that the FSL zonal coordinators have taken the initiative to integrate the project activities into woreda agriculture sector plan.

  •  Ensure that FSL zonal coordinators have closely followed up the implementation of the project work plan in target woredas. 

  • Assist concerned private and public partners at local level and explore viable business opportunities, 

  • Prepare weekly/biweekly  updates, monthly and quarter report and submit on timely manner to the Senior FSL Manager/MEAL manager

  •  In collaboration with Regional MEAL Manager, ensure that appropriate documentation of beneficiary profiles, inputs, trainings and LES related case stories. Ensure that households registered for the support have unique ID, monitored, and reported using appropriate data management system.   

  • Performs other related tasks as assigned by the immediate supervisor

  • Conduct training needs assessment at regional level to identify the gap and take action accordingly. 

  • Ensure the provision of appropriate  mentoring  and on job training for  agriculture workers  using agreed tools

  • Ensure that resources allocated reached the right beneficiaries, for the right objective in the right time 

  • Ensure that all donor compliance and  save the children rules and regulations are strictly followed during day to day program operations   

  • In collaboration with the senior FSL manager, ensure financial plan is prepared and included in the phased budget. 

  • Ensure that  project developed manuals and guidelines are followed to implement the program

  • Work closely with other thematic managers and senior program managers to ensure coordination among partners, SCI nutrition and resilience projects and Swiss solidarity FSL advisors to ensure quality of project implementation and timely completion of the activities.

  • Ensure the  integration of gender equality and women’s empowerment, a rigorous learning agenda, sustainable approaches, and most importantly convergence/overlay of multi-sector nutrition interventions (e.g. agriculture, livelihoods, education, health, humanitarian assistance) in the same geographic areas

Coordination and networking

  • Establish strong working relationship with the regional, zonal, Woreda and kebele agriculture sector structures for the smooth implementation of livelihood and economic strengthening activities planned in the.

  • Coordinate the activities of regional livelihood and economic strengthen activities; lead weekly and monthly regional planning and ensure that weekly schedules/travel plans are completed, and manage FSL zonal coordinators under his/her supervision

  • Coordinate with the senior FSL manager and other project managers in order to manage the project and area operations and coordinate livelihood and economic strengthening activity of the project by working closely with the technical team, zonal coordinators to ensure quality of interventions and on timely completion of activities.

  • Ensure that  Nutrition multisectoral coordination is strengthened, Nutrition is mainstreamed in to agriculture sector at all levels 

  • Ensure integration of agriculture program with other health and nutrition related programs implemented by the field office

  • Ensure that the project activities included in woreda annual implementation plans

  • Regularly attend and represent SCI in the regional Agricultural Task Force meeting that is led by FAO and the regional bureau of agriculture.

  • Strengthen coordination and networking with the CASH working group. 

  • Mange and support FSL zonal coordinators under his/her supervision.

Staff Management, Mentorship, and Development 

  • Ensure and manage appropriate staffing within area of responsibility

  • Ensure all direct reporting team have accurate and up –to- date JD

  • Sets standard and agreed performance objectives for all direct reports, monitor progress regularly and document

  • Conducts midterm and end line performance review, documents and submits to HR 

  • Ensure all new recruited staff gets Fraud, SS(safety security) and Child safeguarding training and monitor the progress

  • Ensure staff submit accurate time sheet on monthly basis on time 

  • Incorporate staff development strategies and Performance Management Systems into team building process.  Establish result based system and follow up

Documentation and reporting

  • Ensure that Zonal FSL coordinators regularly report as per the required standard and receive regular feedback. 

  • Prepare weekly/biweekly  updates, monthly and quarterly, bi annual and annual  report and submit on timely manner to the Senior FSL Manager 

  • In collaboration with the Regional MEAL Manager, ensure that appropriate documentation of beneficiary profiles, inputs, trainings and nutrition and health related case stories.

  • performs other related tasks as assigned by the immediate supervisor

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • Minimum BSC degree in  Agriculture (preferable in horticulture or livestock), Development or related fields from recognized University or College with eight/five years’ work experience preferably out of which 4 years working with non- governmental organizations 

  • At least 5 years of experience in conducting livelihood, capacity building programs at regional level, proven experience in team management 

  • Proven ability to work in a team, with good communication and interpersonal skills and an ability to motivate community leaders, health extension workers, AEWs.

  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching

  • An understanding and commitment to Save the Children values

  • Strong results orientation

  • Proven ability to manage a complex and demanding workload

  • Ability to write good quality reports,

  • Strong computer, communication, team work and   interpersonal skills 

  • Fluency in spoken and written English languages, Knowledge of local language is required
