Job Description

Data Use Partnership Workstream 1: Enhancing National and Regional HIS Capacity, funded by the Bill & Melinda Gates Foundation and implemented by JSI Research & Training Institute Inc., aims to support the MOH and RHBs coordinate with HIS stakeholders to implement the HIS strategy of Ethiopia's Health Sector.

The Finance Officer (FO) is responsible for establishing, managing and monitoring overall DUP financial systems. He/She will work in close coordination with the Finance Director, Senior Finance Officer, and the Operation team in the accounting, internal controls and financial management. He/She also works closely with the technical team making sure that all the JSI policy and procedures are maintained.

Duties and responsibilities:

  • In collaboration with the SFO and Operation team make sure that all payments and other related transactions are complete and accurate with supporting documentations.

  • Working with the Senior Finance Officer (SFO), prepares monthly submission of Quick book and uploading the soft copy into field Link and send copy to Home office. Follow on any feedback from home office and field link and address them properly and on time.

  • Make sure that all transactions (workshop, training and other procurements) are settled using JSI policy and procedures, followed local government laws and approved by the appropriate authorizer before writhing cheques.

  • She/he will be responsible to handle petty cash and related expenditure.

  • In collaboration with SFO and Operation team, ensure the procurement of equipment, material & supplies is in accordance with JSI policy and procedure, followed operation manual and has the necessary documentation before issuing payment.

  • In collaboration with FD and SFO Will involve in the monitoring and ensuring a proper file of financial documents is maintained and make sure it is ready when needed for audit. Support in the financial and budget preparation activities.

  • Responsible to ensure and force early reconciliation of travel or workshop advances and report any outstanding advance more than 30 days to management for action to be taken.

  • Responsible to support the project technical staff when they are in need of training or workshop activities. Specifically facilitating registration, attendance and payment of per-diem to participants.

  • Work with the SFO in maintaining a proper file of financial documents and make them ready when it is needed for audit.

  • Work with SFO and other project finance team to handle Withholding tax, Income tax and pension monthly report to government and follow up the payments.

  • She/he will be responsible together with the office assistant during the scanning/copying of documents and making sure all are scanned and sent to home office on time.

  • Provide support and carry out tasks as assigned by Finance Director.

  • Performance Indicators:

    • Issues in relation with supporting documents for transactions and payments are minimal (almost Zero).

    • Quick book is done on time with fewer issues.

    • Filing is done on a daily bases, easy to access and should be complete for audit.

    • The outstanding balance of advance should be minimal.

    • Proper handling of petty cash and on time replenishing it.

    • Training payment is properly done with the right documentation each time.

    • On time submission of scanned documents to home office for review.

Job Requirements

  • Degree/diploma or Higher in Finance, Accounting, Business Administration or related field.

  • At least three years or more of progressive work experience in accounting preferably in NGO environment (Worked at JSI is very encouraged).

  • Skilled in organizing, tracking, and monitoring resources and establishing priorities.

  • Ability to gather data, compile and synthesize information, and prepare reports.

  • Strong skills in using quick book, word processing and Excel.

  • Fluency in English and Amharic is required.
