Position:                     Regional TB Advisor & Technical Coordinator

Reports to:                 Regional Manager

Direct Reports:          Zonal TB Coordinators

Location:                    Oromia Ethiopia

OVERALL RESPONSIBILITIES

The Regional TB advisor & technical coordinator is the lead regional technical TB expert for USAID Eliminate Tuberculosis (UETB) project which is funded by USAID in the Region. She/he serves as a technical expert as well as technical lead/ technical coordinator who will provide capacity building and technical support to the Regional Health Bureaus, ZHDs and UETB project zonal technical experts. Work very closely with the Regional Health Bureaus, UETB Regional PMDT advisor, Regional Laboratory advisor and Zonal TB coordinators. He/she will also represent the UETB project in Regional and Zonal program review meetings. He/she will coordinate regional training, supervisions and organize review meetings for ZHDs and Woredas health offices in collaboration with the Regional Health Bureaus (RHBs). He/she will also participate in planning, supportive supervisions, monitoring and evaluation of the project in his/her assigned region (s).

SPECIFIC RESPONSIBILITIES

  • Provide a leadership role to build the capacity of zonal TB coordinators (ZTCs) in project implementation, monitoring and evaluation.

  • Guide and supervise ZTCs on their weekly, monthly and quarterly endeavors

  • Lead preparation of regional/ Zonal project annual plan.

  • Actively participate in the regular regional TB technical working groups.

  • Lead the implementation & monitoring of zonal project activity plan

  • Lead the implementation of high impact interventions in the region and monitor progress using agreed upon M&E tools.

  • Manage program performance review meetings, supervisions and trainings on technical areas (TB, DR TB, TB/HIV and lab trainings)

  • Closely work with and support subgranted local organization(s) on community TB care

  • Plan, guide and monitor monthly mentoring/joint supportive supervision activities by ZTCs coordinators

  • Share /communicate the weekly and monthly zonal level activity implementation status and progress summary reports

  • Document and communicate zonal level success stories/best practices

  • Conduct mid-term and annual performance appraisal for ZTCs

  • Review ZTCs’ monthly facility support plan and facilitate approval of travel authorization/ advance request

  • Approve monthly timesheets of the ZTCs

  • Develop close working relationships with RHB and ZHDs and other stakeholders in the Region that have responsibility for strengthening and improving tuberculosis control and prevention programs.

  • Adapt existing procedures in place and capacitate the RHB TB experts to meet the needs of the Regional Health Bureau TB control and prevention program in consultation with the Regional Manager,

  • She/he will serve as a technical advisor as well as technical coordinator to provide technical support for RHB, ZHDs and project technical team to ensure improved TB case finding and treatment outcome in the region (s),

  • She/he will support the RHB in organizing and coordinating Regional meetings, trainings, and regular supportive supervisions,

  • She/he will conduct/coordinate regular supervision for HFs which require more support including high load HFs/Hospitals, MDR TICs, etc.

  • She/he will assist the Zonal TB coordinators in the capacity building activities of the TB experts in the ZHD, WoHO and health facilities,

  • Work with the Regional Health Bureau and project team to effectively address operational challenges for TB case finding and treatment including accessing key population, new diagnostics and new TB drug supplies with the Zonal TB coordinators and regional Laboratory advisors/officers,

  • She/he will assist the RHB in data analysis and utilization of the data for local decision making with Regional Monitoring and Evaluation advisor,

  • Ensure the experiences from the project demonstration Zones and Woredas are shared to the non- demonstration Zones and Woredas,

  • Lead the quarterly and annual report preparations and submission to the regional office.

  • Collaborate with the other USAID projects and other partners in the regions.

  • Undertake other responsibilities as assigned by the supervisor.

Job Requirements

QUALIFICATIONS

  • BSc in health sciences field or MD plus MSc/MPH from recognized university.

  • Previous experience as regional TB program advisor/coordinator or equivalent,

  • 5+ years of work experience in TB or HIV programs in Ethiopia.

  • Previous experience with USAID or other USG funded projects is an advantage,

  • Excellent communication, and interpersonal skills, demonstrated leadership, and the ability to work collaboratively with culturally diverse partners.

  • Computer literacy; competency with Microsoft Office, internet, and email systems.

  • Fluency in written and spoken English is required.

  • Ability to work independently as well as in collaboration with colleagues and partners.

  • Willingness to travel frequently (up to 50% time) within the Region.
