MSI Ethiopia Reproductive Choices is currently undertaking a dramatic scale-up of health service delivery for low- and middle-income women and couples in Ethiopia. This includes expanding clinics and rural Outreach programs into new regions of Ethiopia and creating social business and franchising networks of private quality service providers.

Background on the Role

USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas.

MSI Ethiopia Reproductive Choices, partnered with the USAID-funded Quality of Healthcare Activities (QHA) consortia, led by JSI, and aspire to improve the private health system and quality of care, across the implementation region and beyond. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in select regions and woredas. Accordingly, MSI Ethiopia Reproductive Choices is looking for a Roving Quality assurance specialist, who will serve as the most senior representative of MSI - Reproductive Choices in USAID Quality Healthcare Activity.

1.       Job Summary

Functionally Working closely with the Senior Private sector advisor& Quality Health Systems Team, and reporting to the Private sector advisor, the Quality assurance specialist, will provide technical and programmatic direction on the facility readiness, quality assurance management, and standards in QHA-supported woredas. The specialist will play a key contribution to the implementation of the private sector initiatives that are mainstreamed in the major quality improvements of QHA,  for facility readiness, and quality management, including private facilities in conflict-affected areas. At the WHO level, the focus will be the Supervision implementation of PPMix guidelines, Quality Improvement (QI) collaboratives and review meetings/learning sessions, Strengthening the use of DHIS2 expanding membership towards sustained quality, and Business to business support.

 2.       Duties/Tasks

Private Sector Quality of Healthcare:

·         Support and ensure private health care and quality assurance standards are in line with the MOH, USAID/QHA standards.

·         support the private sector to deliver full RMNCH package per agreed quality and Minimum/Essential packages

·         Provide need-based capacity building in line with the minimum services packages and Oversee and ensure quality RMNCH services are delivered through private health care.

·         Support expansion of membership of Bluestar towards sustained quality and Business to Business support

·         Implement client-centered care initiatives and ensure client engagement in the improvement of private health care including, collecting client feedback, reviewing client satisfaction surveys, and designing community provider interface platforms.

·         Ensure action plans related to quality audits, incidents, supportive supervision, and team meeting are timely completed

·         Ensure clinical services meet National clinical quality standards such as in infection prevention, provider competency in RMNCH services, client counseling & informed consent, pain management, medical emergency management, and incident management

·         Strengthen woreda level governance, coordination, and Private Sector engagement  and make sure that quality agenda points of discussions

·         Support the Development and implementation of the USAID/QHA minimum service engagement package

·         Start with QHA value proposition in line with the business nature

·         Lead the Assessment with minimum inclusion criteria and sign MOU with private facilities

·         Test and scale up demo site packages, integrate GBV, psychosocial support, and referral

·         Support the adaptation and facilitate a cascade of Training (leadership, accountability) and  technologies for private use ( EHR, DHIS 2, other innovations)

Strategy and Planning

·         Support the design and development of private health sector quality of RMNCH strategic engagement and model development

·         Develop work plans, track implementation, and lead performance reviews.

·         Provide technical support and analysis on private sector development issues including regulations and standardizations

·         Support for the development of PPM-related programs and support public-private facility linkages through Network of Care, QI collaborative, and strengthening

A.       Qualification Requirement

a.   Education

MSC/MPH with health/health-related background

b.         Experiences   

                 Four years of related experience     

B.      Skills, Attitudes, and Attributes

·         Knowledge and experience in RMNCH clinical quality assurance in the private sector, including new initiatives like CBHI

·         Experience in providing clinical training, coaching, and mentoring, c in RMNCH services

·         Good appreciation of the issues of provision of reproductive health care services; 

·         Understanding major policies/issues of government health policies, regional policies

·         Strong technical skills in RMNCH services and customer services

·         Ability to proceed on own initiative using independent judgment

·         Good facilitation, presentation, team building, and coordination skills;

·         Strong personal commitment to the goals of MSI and             

·         Good interpersonal/communication (both oral & written) and time management skills
