Job Description
Purpose: The Purpose of this scope of work is to hire an emergency supply chain advisor to provide immediate technical support to Ministry of Health/Pharmaceutical and Medical Equipment Directorate to design an emergency supply chain preparedness and response system to support the country during the COVID-19 pandemic and other emergency cases.
Expected fee NOC level salary through UNICEF third party agreement

Background:
The Pharmaceuticals and Medical Equipment Directorate (PMED) at the Ministry of Health (MOH) Ethiopia is mandated to strengthen and oversee medical device management through proper acquisition, logistics and distribution, installation and commissioning, maintenance (preventive maintenance and performance assurance), repair and disposal of medical devices.
Given the urgency for stronger global health security and the need to help developing countries get better prepared for emergency, the World Bank is supporting low-income countries and countries with struggling health emergency responses in building resilience and increasing investments in health preparedness – including their immediate COVID-19 response. The project will allow MOH to continually adjust to the changing situation in the conflict-affected areas and apply innovative approaches to address the barriers identified as affecting health service delivery. This subcomponent will support the provision of health and nutrition services as well as medicines, medical consumables, equipment, and human resources as per MOH’s conflict-related health emergency response plans to ensure access in conflict-affected areas and IDP settings.
The Purpose of this scope of work is to hire an emergency supply chain advisor to provide immediate technical support to Ministry of Health/Pharmaceutical and Medical Equipment Directorate to design an emergency supply chain preparedness and response system to support the country during the COVID-19 pandemic and other emergency cases.
The World Bank Enabler shall provide the following services and undertake the following tasks and activities:
Support the Ministry of Health on initiation, procurement and follow-up of emergency and COVID-19 commodities through World Bank fund
Support Ministry of Health to develop a responsive procurement modality for emergency responses of COVID-19
Support the distribution and timely delivery of COVID-19 and emergency supplies to different health facilities.
Assist the MOH in setting up a coordinated national-level demand planning and budgeting for emergency pharmaceutical procurement and supply chain management
Support the MOH/PMED in the endeavor to ensure responsive, robust emergency health product supply chain management system is in place.
Design the mentorship for frontline health facilities in emergency supply chain management and Covid-19.
Perform periodic review of COVID-19 preparedness and response related supply chain performance, before, during and after emergencies.
Follow product pipeline, facilitate distribution plan and ensure its delivery.
Provide technical leadership and assistance in the planning and implementation of interventions on promoting the rational use of emergency and COVID-19 commodities.
Establish a logistics data exchange platform for better visibility as well as to avert stock out and prevent wastage
Provide technical support and advice in drafting supply chain policies, strategies and effective implementation plans and ensure emergency supply chain gets adequate attention
Support MOH/PMED in policy formulation/review of inventory control systems for emergency commodities that should be in place at different levels of the health system
Technical coordination of stakeholders and partner organizations in supply chain logistic components of pharmaceuticals and COVID-19 commodities
Coordinate key emergency supply chain-related meetings and technical working groups with other supply chain stakeholders, donors, partners, and the Ministry of Health
Provide technical leadership in identifying system capacity gaps in the emergency supply chain system and propose appropriate capacity development interventions to fill identified gaps to improve system-wide health supply chain management and accountability
Support and review the development of guidelines, standard operating procedures, training manuals, tools, and national emergency supply plans for improved supply chain performance, liaising with relevant stakeholders

Provide TA in establishing/ reviewing systems to improve the regulatory system with the aim of increasing availability and utilization of COVID 19-and other emergency related medicines and health products.
Support in ensuring that the selection of emergency related medicines and the management of these medicines list is well-informed with emerging good practice and science
Technically support PMED in the review of the tools and methodologies used in logistic functions (selection, quantification, pipeline monitoring systems, distribution, etc.) in emergency medicines supply chain management
Advise in reviewing/ establishing PPP systems to improve the emergency supply chain management system performance
Provide strategic support in formulating policies to increase local capacity in the production of essential emergency-related pharmaceuticals
Technically support in establishing systems to monitor programmatic policy changes and highlight the potential impact of these changes on the emergency supply chain and product availability
Other related tasks when requested by MOH/PMED
Reporting:
The Supply Chain Management Advisor will be directly recruited by ABH Partners Plc and will report to the MOH Pharmaceutical and Medical Equipment Directorate Director & also the Immunization team at the UNICEF country office.
Payment Modality & schedule:
The fees for this contract shall be paid on a monthly basis based on the submission of monthly reports against the deliverables indicated above.
Expected educational background and experience:
Master’s degree in pharmaceutical supply chain management/Public health or other pharmaceutical related field with at least 10-year experience in supply chain management and pharmacy system strengthening.
A first degree in Pharmacy is required.
Core competencies:
· Leadership, management & coordination experience at a different level.
· Familiarity with the Ethiopian Health System and newly designed business processes.
· Language- fluent in English, expressing complex ideas and writing lucid reports
· Skill- competent in using Microsoft (Word, Excel, PowerPoint)
· Good communication and coordination skills

Note:
The consultants will be based at MoH level
The consultant will use his/her own materials, i.e., computer/laptop, phone etc.
For the duty travel, the consultant will be provided vehicle and DSA from the assigned government counterpart/MoH as per the guideline.
The consultant will be paid monthly by ABH Partners Plc upon completion of deliverables as indicated on this TOR and approved by the supervisor
Policy both parties should be aware of:
Ø ABH Partners Plc will manage all the administrative issues and aspects based on HR policies and procedures.
Ø All remuneration must be within the contract agreement through ABH Partners Plc.
Ø No contract may commence unless the contract is signed by both ABH Partners Plc and the consultant.
Ø Travel will be facilitated and managed in agreement with MoH.
Consultants will not have supervisory responsibilities or authority on the UNICEF budget
