Internal/External Vacancy Announcement
Chemonics International seeks experienced professional for the USAID-funded Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.
The finance officer will be responsible for coordinating and providing support to staff by processing their advances and settlements. This includes but not limited to.

Global Health Supply Chain – Procurement and Supply Management Ethiopia
Background
The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
Global Commodity Procurement and Logistics
Systems Strengthening Technical Assistance
Global Collaboration to Improve Long-Term Availability of Health Commodities
Purpose
The finance officer will be responsible for coordinating and providing support to staff by processing their advances and settlements. This includes but not limited to.
Principal Duties and Responsibilities
Review expense reports, advance requests, and any payment related request and ensure they are accurate.
Ensure that all payment requests are appropriately and sufficiently supported
Prepare payment vouchers, cash receipts vouchers and journal vouchers according to chemonics policies and procedures as well as local Government rules and regulations
Post /record payments to the accounting software after ensuring the payment is correct and backed with all the necessary documentation (Including anti-terrorist check)
Prepare journal entries for different kind of settlements including training documents and post them in-accounting database
Ensure that staff has cleared outstanding advances before processing any additional advance requests
Follow up an outstanding advance on every 15 days
Review all documents submitted by staff to settle their advances and vendors make sure all the documents are genuine and investigate any relevant question raised or address to the finance specialist
Ensure all processes are compliant with Chemonics’ field office accounting and compliance guide and USAID regulations
Assist finance specialist/Finance officer in any finance related work, as required
Perform other duties which are in line with the scope of the position as assigned by the immediate supervisor
Level of Effort and Location of Assignment
This long term position is based in Addis Ababa, Ethiopia with frequent travel to the program’s target regions and woreda as needed.
University Degree in Accounting or related field from recognized institution.
Minimum of 5 years of relevant work experience in finance function; experience working in a USAID-funded program, in international NGOs preferred,
Honest, reliable, hard-working, and professional demeanor
Ability to communicate effectively in a cross-cultural environment
Excellent interpersonal skills: demonstrated ability to interact professionally with a culturally diverse staff, clients and consultants.
Ability to work independently, take initiative and ability to meet deadlines with attention to detail and quality.
Strong communication English skills (oral and written)
Demonstrated intermediate computer skills in Microsoft Office Suite applications.
Supervision
The finance Officer will report directly to the finance specialist or his/her designee
