Alight has provided humanitarian assistance to millions of beneficiaries in 29 countries over the past 40 years, currently reaching over 10 million refugees, IDPs, and disaster-affected communities in 17 countries around the world, helping people regain control of their lives after conflict and natural disasters. Alight maintains full-fledged humanitarian programs in Somalia, Uganda, Rwanda, Sudan, South Sudan, the Democratic Republic of Congo, Pakistan, Thailand, and Myanmar. Alight is currently in the process of responding to humanitarian situation in Ethiopia.
Alight focuses on lifesaving humanitarian interventions as well as recovery and resilience building programs designed to create lasting positive change in the lives of vulnerable people. Alight works closely with displaced persons, returnees, refugees and communities affected by natural and man-made disasters, providing a range of integrated assistance including primary and curative health care, water and sanitation, protection services, restoration of strategic health and water infrastructure, dignified housing for returning refugees, and sustainable job creation. Alight has also built strong relationships with development partners, agencies, as well as federal and local governments in order to approach challenges in an inclusive and holistic manner and come up with innovative solutions that best fits the local context.
PRIMARY PURPOSE OF THE POSITION:
The Health and Nutrition Manager is responsible for the overall design and implementation of health activities under ALIGHT programs. In this capacity, S/he will provide leadership, direct management, and technical guidance to the health team and is accountable for the development and implementation of high-quality services. S/he will be the lead in the development of proposals and program reports for all health activities; coordinate internally and externally sector activities; establish and maintain public relations with government authorities, UN agencies, other NGOs, and Implementing partners. This position will conduct quarterly monitoring and supervision visits to all ALIGHT health and Nutrition service points throughout the Country program.
This position requires extensive internal and external collaboration. S/he will represent ALIGHT at donor meetings, cluster meetings, and other inter-agency meetings and will collaborate with national counterparts and other key stakeholders (Ministry of Health, WHO, UNICEF, WFP). Within ALIGHT, S/he will coordinate closely with the WASH, Nutrition, and Protection Managers to ensure the integration of programming across the sectors and regions. This position will work under the supervision of the Program Coordinator and in collaboration with the HOA Region technical Coordinator, and HQ Global Health Advisors.
MAJOR/KEY RESPONSIBILITIES
TECHNICAL GUIDANCE & LEADERSHIP:
Lead implementation of health services in the project areas as guided by project objectives and goals, Ministry of Health (MOH) protocols, international standards, and ALIGHT Global Health Strategy.
Provide technical oversight to ensure integration of health activities with and other sectors, including nutrition, protection, WASH, and livelihoods.
Collaborate with the Program Coordinator, Area Managers, and Country Director to identify and develop new program opportunities, including initiation and follow-up of strategic and specific health objectives as well as sector growth.
Ensure that the design and implementation of program activities are carried out for and in consultation with affected populations, particularly benefiting women.
Take lead in drafting health proposals and budgets; collaborate with the Sr. Grants manager on all proposal development for health programs.
Provide technical input in drafting grants management tools.
Ensure timely reporting and develop quantitative and qualitative reports of health activities for different stakeholders (donors, ALIGHT Board of Directors, and Ministry of Health) in accordance with appropriate reporting guidelines.
Travel quarterly to ALIGHT-supported sites for supervisory visits.
PROGRAM DESIGN, DEVELOPMENT, AND IMPLEMENTATION:
Plan and coordinate (in conjunction with health program staff) implementation of all health and Nutrition activities; ensure progress towards established indicators.
In conjunction with MEAL staff, develop/adapt tools for data collection, analysis, and reporting; take lead in analyzing and interpreting collected data in health.
Proactively monitor program implementation, promptly reporting unexpected delays, costs or quality issues to Program Coordinator and Country Director; propose solutions and undertake appropriate corrective action.
Monitor budget verses actuals on a monthly and adjust activity plans. Ensure proper budget spend down of health programs in accordance with Donor and ALIGHT requirements.
Work with health team to ensure supply chain management for all health supplies.
Contribute to the preparation of program summaries, information leaflets and brochures/IEC materials.
Identify training needs on clinical management, service provision, staff management, data collection and reporting; Organize appropriate training for all program management and facility staff.
Participate in recruitment of all health program and facility staff, including identifying gaps, drafting ToRs, and participating in recruitment, as necessary.
Guide staff in the development of annual performance plans and ensure that health staff have completed appraisals at the end of the fiscal year. Conduct performance appraisals
Collaborate regularly with other sectors (WASH) to monitor, prepare for, and respond to disease outbreaks.
Perform other duties as required.
REPRESENTATION AND COORDINATION
Maintain ongoing relations with health sector actors (donors, bilateral and multilateral coordination bodies, research organizations and academics, and relevant government institutions) in Ethiopia.
Represent ALIGHT and liaise with donors, local authorities, Ministry of Health, UN, and international and national NGOs and Health cluster meetings to promote ALIGHT programs, facilitate successful coordination of activities, and ensure transparency in the community.
Liaison with MoH, UNICEF, WFP to ensure availability of supplies and vaccines in the health facilities.
Ensure active participation in all relevant clusters.
Collaborate with the HQ Global Health Advisors to provide updates on the program, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs.
Human Resources:
Support in people/staff management.
Ensures that relevant staffing structures are in place and function as a team and well.
Promote professional development by identifying training and capacity building opportunities and ensure protection staff is well versed in core Health & Nutrition concepts, ALIGHT’s code of conduct, and accountability.
Provide on-the-job training, adapt training/coaching to specific staff needs and provide continuous technical guidance.
Reporting and accountability.
REPORTING AND ACCOUNTABILITY:
Ensure compliance with internal and external reporting requirements as well as ALIGHT policies and procedures, particularly concerning a professional standard and the code of conduct.
Undertake quality control and site monitoring to ensure that services provided are according to best practice standards.
Provide input for monthly, quarterly, interim, and annual donor reports as well as ad hoc donor requests.
SAFETY AND SECURITY:
Work closely with the Area Managers in ensuring the responsibility for staff safety in the area of operation.
Provide his/her team with the necessary information and plan according to Alight’s rules and regulations.
STAFF MANAGEMENT:
All Health & Nutrition officers
BSc in public health, Nutrition, epidemiology, MPH or other related.
8 years of relevant experience for first degree holders and 6 years of relevant experience for post graduate degree holders.
5 or more years’ experience in managing health programs in emergency settings and health staff is preferred.
Familiarity with Primary Health Care, Infectious Diseases, Disease Surveillance, and Reproductive Health (MISP experience highly desirable).
International experience is required.
Experience in analyzing and interpreting health data and writing reports to a high technical standard.
Strong coordination and leadership skills with proven ability to work across multiple technical areas simultaneously, supporting multiple staff members, and effectively managing multiple priorities.
Emergency response and proposal writing experience (familiarity with cluster systems, OFDA, UNICEF, WFP, ECHO, CERF, and UN donors).
Strong computer literacy; strong skills in Microsoft Office.
High level of computer literacy.
Demonstrated experience in conducting rapid health assessments.
Must be fluent in English and Amharic.
KEY BEHAVIORS AND ABILITIES:
Highly motivated self-starter who takes direction well, but also works independently.
Ability to work well under unstable security environments and programmatic pressures.
Must be available for some evening and weekend hours.
Ability to travel 50 percent of the time with short notice.
