JOB PURPOSE:The Senior Coordinator of Finance will be responsible for quality assurance and handling of routing operational/day-to-day finance-related matters strengthening internal control, budget monitoring, budget development, tracking of tasks, and ensuring the timeliness of the report with quality. Financial Systems and Procedures ImplementationSupport the Head of Finance and systems in ensuring Oxfam policy & procedures are implemented and minimum financial standards are achieved across the Ethiopia ProgrammeSupport in the analysis and monitoring of the financial information as well as provide strategic inputs to the Programme Coordinators, Managers, and field staff for timely decision-making at the Programme level.Make sure/Lead internal audits to guarantee the proper quality of the office’s financial information in relation to the grant contracts.Review the note to file and minute and follow up the action points in BVA review- ensure proper approval is in place for code resifting.Monitor cash flow, manage foreign exchange risks, and ensure that cash books are reconciled on a timely basis.Ensure appropriate internal controls are in place and adhered to across all field offices.Promote best practices in all areas of financial management across the organization.Assist the Head of Finance in the preparation of budgets, forecasts, and financial reports.Provide leadership and oversight for the accounting, treasury, taxation, payroll and internal audit functions for all field offices.Ensure that the financial systems comply with statutory regulations and legislationManage relationships with banks, regulatory authorities, and other financial intermediaries.Sharing lessons learned from audit findings in an organized way2. Support Programme Coordinators and Managers for proper programs design and follow upSupport the Finance Coordinator with the coordination of the Grant budget monitoring process.Review and update the monthly BVA and document the key findings.Provide monthly variance reports of restricted funding to the Head of Finance and Systems & Program Managers and report, action, and monitor all key areas of exceptional expenditure linesProvide direct support to the management and budget holders on all matters of finance specifically on budget preparation for new proposal development and other budgets where required, monitoring, control, and reporting for grant contracts with a view to ensuring good financial standards are met,Work collaboratively with program and operational teams to ensure timely and accurate financial reporting.In collaboration with the budget holders and programme managers provide required support related to finance on budget modification, budget monitoring and on the coding structure setup for the various Oxfam projects.Provide finance training to project managers whenever needed.3. Donor Finance ManagementReview and ensure the quality of the financial reports prepared by Finance Coordinators.Leads a primary audit trail from primary documentation to the accounting system for accurate and rapid reporting and general record keeping.Make sure the BVA has been submitted to respective program leads on timely basesResponsible to ensure that donor grant financial requirements are followed and when this may not be possible, bring innovative and creative solutions to the Business Development Manager.Assist in the development of proposals and funding applications to donorsManage all incoming grants, ensuring that all donor requirements are met, and that post-award administration is carried out effectively.Coordinate with internal auditors, external auditors, and other stakeholders to ensure that audits are conducted on time and in accordance with applicable standards.4. People Development and ManagementResponsible for the effective performance management of finance staff reporting to the position, ensuring assessment, development, and performance management against objectives and organizationally agreed competencesAccountable for implementing Oxfam’s people management policies, procedures, and standardsManage and supervise the staff directly reporting to the position and ensure that any training needs are identified and metSupport a climate of continuous professional improvement in financeAssists HR staff with the recruitment of finance staff by conducting interviews and providing assessments of candidates’ technical abilities.Coaches, mentors, and appraises subordinates in accordance with Oxfam GB Performance Management System.Support staff development opportunities for finance staff by extending their engagement beyond the job descriptionsProvide relevant orientation for staff, both at the start of the contract and ongoing, to ensure their understanding and compliance with Oxfam GB policies, organizational strategies, and job expectations.Closely work with the Country and field Office finance teamPerform other duties as assigned by the supervisor within the scope of general responsibilities. Oxfam general:Ensure implementation of Oxfam GB’s operational policies, procedures, and guidelines, especially gender equity, in all aspects of Oxfam’s work. SKILS, Experience, Knowledge & CompetenciesEssentialMaster’s degree or/ Bachelor's degree in Finance, Accounting or Business Administration that can bring added value to the job from a recognized university/collageMinimum of 7 years of experience in financial management at the senior level, preferably with an international NGO.Experience in leading budget development, forecasting, and reporting cycles, as well as familiarity with multi-donor reporting.Proven experience working with restricted funding contracts and donors.Strong analytical skills with mastery of Excel and other relevant financial management softwareProfessionally qualified finance expert, preferably with some experience in a large and/or complex organisation, and the ability to influence and support colleagues in appreciating the importance of financial standards, procedures, and controls.Ability to work in complex multi-cultural environmentsExcellent communication, interpersonal, and leadership skills, and ability to work independently.DesirableExperience in working with an INGO, Partner finance management is preferable.
