Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Through funding from the US Bureau for Population, Refugees and Migration (PRM), IOM has supported the implementation of the Africa Regional Migration Programme (ARMP), which aims to develop the capacity of host country governments to effectively adopt, manage, and sustain immigration systems, laws, policies, and practices that promote well-managed, safe, orderly, and humane migration, while also trying to reduce migrant vulnerabilities. This continental programme is currently implemented at various regional factions in the East & Horn of Africa, North Africa, Southern Africa and West/Central Africa.
In the East and Horn of Africa (EHA), the project has supported capacity building initiatives in Djibouti, Ethiopia, Kenya, Somalia, and Tanzania, as well as the African Union Commission (AUC) and its respective organs. With successful outcomes in the past few years, the ARMP continues to support target governments to ensure safe, humane, and orderly migration, and enhance their capacities to prevent, mitigate and respond to crises.
Under the overall supervision of the Director for the Special Liaison to the African Union (AU) and the United Nations Economic Commission for Africa (UNECA) and the direct supervision and general guidance of the Senior Liaison Officer to the AU, the incumbent will be responsible for implementing regional Programs and keeping track of migration-related policy developments at regional level. More specifically, the successful candidate will perform the following duties and responsibilities:
Coordinate and provide technical support to IOM/AUC engagements in the area of Migration, Environment, Climate Change and Risk Reduction (MECR) under key frameworks including the MPFA, GCM, Agenda 2063 and Migration, Environment, Climate Change and disaster risk reduction frameworks.
Identify new areas of collaboration and strengthen partnership with the AU to develop and implement new programme interventions in the area of MECR.
Provide technical support in the implementation of MECR activities and programmes in IOM’s engagement with the AU through the effective and timely planning, implementation, and monitoring of programme activities, and be responsible for its financial, administrative, and technical oversight in line with IOM policies and practices as well as donor requirements.
Coordinate technical inputs from IOM Regional Thematic Specialists (RTSs) and IOM Departments at HQ in order to provide a continental perspective in IOM SLO’s continental engagements and activities with the AU on MECR.
Contribute in facilitating program synergies on MECR amongst the different thematic areas of migration within the Special Liaison Unit such as in the context of humanitarian/Emergency response, protection and assistance, addressing the drivers of crises and displacement, transition and recovery, building resilience and finding durable solutions, to ensure timely implementation of programme activities in an efficient manner.
Contribute to resource mobilization through supporting the development of new projects, including supporting the drafting of proposals, liaising with donors and the production of communication and visibility tools and materials.
Draft inputs to consultations, reports and briefing notes on MECR, and draft updates on liaison activities with regards to the AU and IOM in order to ensure timely and effective communication internally with IOM Offices in Africa and relevant Departments in Headquarters.
Support the liaison functions of the Africa Regional Migration Program (ARMP) with the AUC, particularly towards the enhancement of MECR initiatives and continental climate mobility responses.
As needed attend meetings at the technical level, within and outside the country with partners and produce meeting reports.
Any other duties as may be assigned.
Required Qualifications and Experience
Education
Master’s degree in social sciences, Development Studies, Political Science, Law, International Relations, Conflict Studies, Economics, or a related field from an accredited academic institution with two years of relevant professional experience; or;
University degree in the above fields with four years of relevant professional experience.
Experience
Working experience in liaising with regional multilateral bodies.
Experience working with AU institutions in the field of migration, displacement in humanitarian contexts and in relation to climate change and Disaster risk reduction.
Experience in liaising with governmental authorities, other national/international institutions and NGOs.
Experience in organizing consultations, workshops and seminars with high level stakeholders.
Skill:
Sound knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
Understanding of migration in relation to environment, climate change and Disaster risk reduction.
Excellent communication and analytical skills (written, verbal, interpersonal and intercultural);
Ability to collaborate with colleagues to achieve organizational goals and solicit contributions by valuing ideas and competence.
Languages
IOM’s official languages are English, French, and Spanish.
Required
For this position, fluency in English is required (oral and written).
Desirable
Working knowledge of any AU /UN Official language is an advantage.
