Summary:
The U.S. Mission in Addis Ababa/Ethiopia is seeking eligible and qualified applicants for the position of Public Health Specialist (Treatment).
The work schedule for this position is: Full Time (40 hours per week)
Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

The job holder is an HIV/AIDS public health specialist responsible for the planning, technical support in implementation, coordination, and monitoring and evaluation of assigned adult and pediatric HIV treatment program activities that are funded under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) in Ethiopia.
Under the direction of the Senior Public Health Specialist, job holder’s duties include technical support, advice and guidance for the day-to-day program and administrative management and coordination of the treatment program;
Engaging in forums at the care and treatment branch level, within CDC at the agency level, at the inter-agency level and with relevant local governmental and non-governmental entities, other implementing partners who are involved in the national treatment program and administer PEPFAR-funded programs.
The job holder provides oversight to program funds, activities, and targets and/or goals and works to ascertain compliance with the terms of the cooperative agreements and appropriate administrative recordkeeping in accordance with the implementing agreement and that USG funds are appropriately utilized.
The job requires public health technical knowledge, results-oriented analytical skills, advocacy, capacity building, and continuous effective communication with implementing partners, non-governmental organizations (NGOs), and relevant local government institutions that are involved in the national treatment program.
Requirements:
EXPERIENCE: Five years of mid-to senior-level public health experience in developing, implementing, and evaluating HIV/AIDS Treatment programs or other public health or development assistance programs that involve coordination with an international agency or implementing partner is required.
EDUCATION: Master's (MPH) Degree, or host country equivalent, in public health, nursing, and health policy, is required.

Skills and abilities:
Ability to analyze the epidemiology of HIV and the cascade of treatment.
Ability to gather information by reviewing reports from PEPFAR system records and other sources of documents.
Ability to read and interpret documents such as test results, technical manuals, etc. Capability to prepare statistical reports.
Basic skills to use computer software for data analysis.
Skills to effectively communicate and convey relevant messages with multiple stakeholders. Basic skills in developing project plans, implementation, and monitoring.
Ability to make effective oral presentations and design/deliver training. (These may be tested, or a written test will be conducted)

For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.
