I. Introduction

The ILO seeks to recruit a Senior Driver in Addis Ababa, Ethiopia, to assist in the implementation of the “Better Regional Migration Management” (BRMM) project financed by the UK Foreign Commonwealth & Development Office (FCDO).

The overall objective of the BRMM project is to strengthen the capacity of countries in East Africa and Horn of Africa to govern labour migration by using evidence-based policies, enhancing migrant workers’ qualifications and skills, and actively engaging social partners. The BRMM Project Phase II will build on the work carried out by BRMM Project Phase I and cover 3 inter-related components of the intervention, namely:

  • Labour migration policies and programmes that support productive migration in East Africa and Horn of Africa are evidence-based and gender-sensitive;

  • Labour migration governance is more equitable and effective in recognizing skills and facilitating social inclusion and decent work;

  • Labour migration governance is strengthened through being more inclusive of social partners

The Project will draw on existing or recently completed ILO interventions in East and Horn of Africa and beyond and seek synergies and complementarities in interventions, avoiding overlapping and duplication, thus improving the sustainability of the proposed activities.

To ensure effective implementation of the project, BRMM team are expected to be physically engaged with UN sister agencies, government and ministerial counterparts, stakeholders from various tripartite bodies and other civil society organizations. To facilitate this work, the BRMM project will require the service of a licenced senior driver to operate and maintain a vehicle in accordance with national laws, ILO guidance, and using reputable suppliers and service providers.

The incumbent be based in Addis Ababa, Ethiopia and will be responsible to provide reliable and safe driving services to the BRMM Chief Technical Advisor and team and other officials and visitors ensuring the highest standards of discretion and integrity and a sense of responsibility. The incumbent is accountable for arranging airport VIP and protocol services and customs clearances when receiving high-level delegations. The incumbent may be required to carry out certain messenger functions and clerical support services. The incumbent is required to plan and organise workload while remaining aware of changing priorities and competing deadlines and shift from one task to another to meet multiple support needs. Work affects the delivery of mail and pouch and transportation services of the Office.

The incumbent will be based in Addis Ababa, Ethiopia, with travel in regions within Ethiopia where BRMM project is providing direct support.

II. Reporting Line

Under the overall responsibility of the Country Director of the ILO CO-Addis Ababa, the project Senior Driver will report and work under the direct supervision of the BRMM Chief Technical Advisor (CTA).

III. Main duties and responsibilities

  • Ensure the provision of safe and reliable driving services. Drive the BRMM team, other ILO officials, and other authorized personnel and visitors.

  • Meet officials and visitors at the airport including assisting, where necessary, with protocol, visa and customs formalities.

  • Collecting and delivering mail pouch, parcels, document packages, banking and supplier receipts, and other BRMM-related items.

  • Ensure cost-savings through proper use of vehicle and accurate maintenance of daily vehicle logs, preparation of the vehicle maintenance plans and documentation.

  • Ensure proper day-to-day maintenance of assigned vehicles through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tyres, brakes and water 2 levels, car washing, etc in order to keep the vehicle clean and in good running condition at all times.

  • Ensure availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit and other MOSS-compliant equipment, and necessary spare parts in assigned vehicles.

  • Where appropriate, schedule drivers and vehicles for use on a daily basis.

  • Assist office staff in filing, photocopying and maintaining stores. Assist in the mailing, collection and distribution of documents and publications including to ministries and banks. Arrange to pay office telephone and other bills. Perform data entry duties.

  • Ensuring that necessary security compliances as per UNDSS regulations are in place when travelling on official missions;

  • Ensuring that the necessary rules and regulations as per protocol are followed in case of involvement in an accident;

  • Supporting the team during the conduct of workshops, seminars and conferences; and

  • Performing other duties as assigned by the Supervisor.

Required Qualifications

Education

  • Completion of secondary school education, valid and clean driver’s licence, knowledge of driving rules and regulations and skills in minor vehicle repairs.

Experience

  • A minimum of three years of work experience as a driver plus a safe driving record. Prior driving experience with the ILO, United Nations, and diplomatic or international organizations is highly desirable.

Languages

  • Good knowledge of Amharic and working knowledge of English.

Competencies

  • Excellent knowledge of local driving rules and regulations

  • Good knowledge of local roads and conditions

  • Good knowledge of chauffeur protocol and courtesies

  • Good knowledge of security issues.

  • Proven ability to keep accurate records of the use of vehicles.

  • Skills in minor vehicle repair

  • Ability to use a GPS data recorder, report position, and operate all applicable UHF/VHF and other two-way communication devices;

  • Demonstrate polite, courteous and cooperative behaviour.

  • Demonstrate a high level of collegiality and cooperation, and a good team worker.

  • Good knowledge of rules and procedures on vehicle management including maintenance of official vehicles and knowledge of mechanics and maintenance and repair of vehicles.

  • Knowledge of administrative rules and regulations

  • Basic computer skills to record information in IT system
