MSI Ethiopia Reproductive Choices is currently undertaking a dramatic scale-up of health service delivery for low- and middle-income women and couples in Ethiopia. This includes expanding clinics and rural Outreach programs into new regions of Ethiopia and creating social franchising networks of private quality service providers.
Background on the Role
USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas.
MSI Ethiopia Reproductive Choices, partnered with the USAID-funded Quality of Healthcare Activities (QHA) consortia, led by JSI, and aspire to improve the private health system and quality of care, across the implementation region and beyond. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in select regions and woredas. Accordingly, MSI Ethiopia Reproductive Choices is looking for roving private sector technical advisor, who will support the five USAID Quality Healthcare Activity implementation regional government bureaus and field staffs supporting the private sector. .
1. Job Summary
Functionally Working closely with the Senior Private Sector Advisor and reporting to the private sector support lead, the roving private sector technical advisor will provide technical and programmatic support to the fiver Regional Government Health Bureuas, in the implementation of USAID/QHA project. As roving TA, this job requires extensive travel to the five QHA project implementation regions.
2. Duties/Tasks
Support to Regional Governments and QHA hubs:
· Lead, QHA regional Program implementation, and Capacity Development of regional Health bureau in Planning and supporting the private health sector
· Technically oversee the implementation of program activities with partners and staff.
· Provide technical expertise and analysis on private sector development issues including regulations and standardizations in the private health facilities , across QHA implementation regions
· Support the regional bureaus to cascade the Public-private Mix strategy, ensuring active engagement of the private sectors and associations
· Coordinate and facilitate the development, implementation, and monitoring of private sector support work plan, timely communicate to all concerned for budget and results framework
· Coordinate and facilitate the development, implementation, and monitoring of regional workplan plan, including budget
· Coordinate and facilitate Regional private sector associations' development and governance
· Support and coordinate delivery of the day-to-day project activities to ensure prompt and adequate delivery of results
· Work with staff and implementing partners to ensure reports and assigned resources are used per the standard
· Compile Regional monthly and quarterly reports, on time and contribute to information-sharing and data management systems
· Identify QHA Regional level opportunities for capacity building and facilitate technical/ programming support and training
· Support the design and development of private health sector RMNCH strategic engagement and minimum services packages
· Ensure the implementation of the sustainability strategies for the project
· Any other duties as directed by MSIE supervisor
Private Sector Quality of Healthcare:
· Closely work with the USAID/QHA Regional field team and ensure private health care and quality assurance standards are in line with the country, QHA, and MSI standards.
· Support quality RMNCH services are delivered through the private healthcare
· Follow the implementation of client-centered care initiatives in the improvement of private health care including, collecting client feedback, reviewing client satisfaction surveys, and designing community provider interface platforms.
· Develop and track action plans related to quality audits, incidents, supportive supervision, and team meeting in are timely completed
· Ensure clinical services meet National clinical quality standards such as in infection prevention, provider competency in RMNCH services, client counseling & informed consent, pain management, medical emergency management, and incident management
Monitoring, Evaluation, and Reporting
· Provide technical inputs and regional support on private sector monitoring and reporting system customization, as well as evaluation of the program and projects
· As roving TA, conduct frequent field visits to supervise, coordinate and monitor field-level activities.
· Produce reports on monitoring missions, program results, outputs, and outcomes.
· Provide substantive inputs to the preparation of donor and MSIE reports.
3. PERSON SPECIFICATION
A. Qualification Requirement
a. Education
Nursing/HO/ MPH with health/health-related background
b. Experiences
Six years of hands-on experience
B. Skills, Attitudes, and Attributes
· Knowledge and experience in the private sector quality health care engagement, including new initiatives like CBHI
· Good appreciation of the issues of provision of reproductive health care services;
· Understanding major policies/issues of government health policies, regional policies
· Strong technical skills in customer services and business feasibility approaches
· Ability to proceed on own initiative using independent judgment
· Good facilitation, presentation, team building, and coordination skills;
· Willingness to frequently travel and provide technical support
· Strong personal commitment to the goals of MSI and
· Good interpersonal/communication (both oral & written) and time management skills
