BACKGROUND & PURPOSE OF THE ASSIGNMENT
The cluster approach was introduced to ensure that there is predictable leadership and accountability in all main sectors or areas of humanitarian response and to strengthen system-wide preparedness and technical capacity to respond to humanitarian emergencies. Due to its expertise in the field of humanitarian logistics, the World Food Programme was chosen by the Inter-Agency Standing Committee (IASC) as the lead agency for the Logistics Cluster.
The Logistics Cluster is a service cluster, supporting the humanitarian community to ensure critical aid gets to where it is needed. The role of the Logistics Cluster is to provide coordination of logistics activities of the humanitarian response and information management to support operational decision-making throughout the response cycle. Where gaps in the logistics infrastructure have been identified, the Logistics Cluster also facilitates access for the humanitarian responders to a range of logistics services including air, sea and overland transport as well as warehousing.
1. The IMO will act as the focal point for collecting, analysing and disseminating logistics information, in close coordination with logistics and information personnel of other UN organisations and NGOs involved in the humanitarian response, and national authorities.
2. Produce Logistics Cluster products/reports in Logistics Cluster product formats or specific formats as required within the operation. Key products include situation updates, bulletins, snapshots, briefings, and situation updates.
3. Liaise with Logistics Cluster participants, other cluster members, and national counterparts to gather information for the production of daily sitreps and weekly bulletins, ensuring that challenges and concerns relating to the logistics operation are represented.
4. Support the Logistics Cluster Coordinator as required in drafting donor proposals and reports, collating key operational information and providing support as required.
5. Draft, consolidate, and share key logistics information and procedures, such as ConOps and SOPs ensuring they are regularly revised/updated if required. Inform relevant stakeholders on commodity tracking reporting procedures.
6. Manage content of the Logistics Cluster country operations page – in close coordination with the Global Logistics Cluster support team in Rome.
7. Prepare operational overview, briefings and snapshots on the logistics operation for donors, the Humanitarian Country Team, the Office of the Humanitarian Coordinator and other stakeholders.
8. Work closely with OCHA to ensure updated logistics information is disseminated to all focal points as necessary. Attend coordination meetings on access constraints and provide updates on logistics bottlenecks to OCHA working groups on a regular basis.
9. Work with partners in the field, assessing their information requirements and support with training, and guidance on the basic principles of logistics.
10. Identify the most appropriate methodology to source and map information that can be used for advocacy in addressing issues in the supply chain.
11. Establish, moderate, and maintain the Logistics Cluster mailing list.
12. Standardise and execute quality control of logistics assessments and activity reports.
13. Provide WFP Report Officer with inputs on Logistics Cluster activities; Liaise regularly with reports officers in other agencies and NGOs.
14. Establish and maintain internal information sharing mechanisms, documentation formats, assessment formats, and central file store, according to GLCSC guidelines and standardisation.
15. Recognise and assess the sensitivity of information obtained; Respect the confidential nature of sources of information where relevant.
16. Perform other duties as required
Education: University degree in economics, social sciences, international relations, communications, journalism or related field; or the equivalent combination of education and experience.
Experience: Minimum of three to six years of professional experience in an international context including responsibility in information management, communications and/or reporting roles; experience with reporting/tracking systems; working in an emergency response. Previous experience in emergencies is important.
Knowledge & Skills: excellent written and verbal communications skills; high attention to detail and proofreading ability; good research and analytical skills; ability to meet deadlines and work under pressure as part of a team; good communication skills; ability to work independently while asking questions and seeking support in a fast-paced work environment. Experience in using Social Media in a professional context is an advantage. Proficient in MS Office package, particularly in Microsoft Excel and PowerPoint. Demonstrated ability in data acquisition and knowledge of Access or other database tools is a great advantage. Experience with HTML is also a plus. Demonstrated ability in acquiring, wrangling, structuring, manipulating and visualizing unstructured and structured data with BI platforms like Power BI or Tableau is a distinct advantage.
Language: International Professional: Fluency (level C) in English language.
