Job Description
The position holder is responsible for the delivery of expected results in line with pre-agreed program plans and objectives of the Break Free Programme and oversees its implementation process in remarkable ways throughout the project cycle
Overall role dimensions of the BF project officer
Coordinate implementation of the Break Free Alliance Programme. The work entails; observing the deliverables, timelines, budget in compliance with consortium guidelines, contributing to the consortium in the development and yearly adaptation of the country-specific Theory of Change, work plans, M&E plans, lobby & advocacy plans, selection of partner CSOs, compliance to FAWE procedures, funding partner and the respective country governments.
Break Free project officer will closely support advocacy and lobby works to promote positive social and gender norms, enhance gender equality and education, promote access to quality SRH information, education and services as well as to contribute the reduction of harmful practices particularly Child marriage (CM) and Teenage Pregnancy (TP).
Collaborate and support government sectoral offices at National levels to enable meaningful participation of Adolescent boys, girls and young women.
Responsible for annual plan development, overseeing program implementation and monitoring, ensuring effectiveness and efficiency of the project, budget management, and quality program delivery of the overall Break Free project.
Guide and coordinate the development and approval of annual plans and budgets in a timely and qualitative manner.
Report on progress and results done in a timely and qualitative manner
Participate in joint annual monitoring, review, and planning by the LCTs and CSOs. The country lead organization monitors the quality of the M&E process.
Specific Responsibilities:
Ensure the technical soundness, appropriateness, and general quality implementation process of the project in all aspects of the project cycle management
Facilitate implementation of the project, with an emphasis on ensuring timely and high-quality achievement of the project goal and objectives by the respective Consortium partners.
Participate in the Local Coordination Team (LCT) including finance and MEAL functions.
Facilitate and support lobby and advocacy activities of the Break Free project at the national level and create opportunities for girls and adolescents to claim their rights on gender equality and safe education.
Facilitate and support towards enhancing collective voice, actions, and meaningful participation of girls and young women, coordinating GYW led CSOs and other CSOs for joint lobby and advocacy
Prepare M&E plan and reports of the project
Monitor quality assurance processes and systems to ensure the highest quality of the project implementation, risk management and reporting to the funding partner(s).
Build and support the partnership between consortium partners and CSOs at all stages to strengthen project delivery and promote exchange and mutual learning.
Facilitate operational researches, baseline survey, midterm and final evaluation of the project together with the active participation of the consortia members, stakeholders and project team at all levels.
Compile result focused quarterly and annual progress reports of the FAWE-Eth BF work and submit to respective bodies timely and/or agreed reporting timeframes.
Provide technical input in funding proposals for the project and FAWE Ethiopia SRH work.
Ensure proper budget planning and utilization as well as grant compliance within FAWE-Eth
Ensure the budget and financial resource management of the Break Free Project is effective, and efficient, and ensure the financial transactions are exercised as per the financial rules and regulations of FAWE-Ethiopia and donor compliance issues.
Build and strengthen alliances with SRH actors and advocates such as Ministries of Education, Gender and Health; youth; traditional and non-traditional SRH allies and partners.
Work in close collaboration with Break Free alliance members.
Facilitate review meetings and learning forums with Break Free members, and other stakeholders

Education:
First Degree in Sociology, Economics, Development Studies, Social Science or any related field(s)
Experience:
At least 3 years and above experience in a similar position preferable NGO sector
Skill :
Ability to proactively scan the environment at the assigned project;
Ability to actively and consciously perform project tasks;
Ability to communicate information selectively and properly; and
Ability to develop and or review project proposals.
