The ICT System Administration Head plans, directs, organizes, and schedules system analysis functions of projects and/or assigned staff. Provides leadership in the development of system and security standards. Sets direction and policy for institutional projects involving technology strategies.

Duties and Responsibilities

·         Customize or building and/or configuring applications or tools (like ODK tools, Comm Care, SMS applications, Telemedicine, E-voucher Management, electronic health record, sales optimization report tracking, Data warehouse, Stock Management) and other Health technology solutions

• Responsible to develop, deliver, and maintain high-quality E-Health technology solutions for BHS health facilities

• Leading and integrating E-Health technical strategy and interventions with a primary focus on integrating digital solutions

• Provide technical assistance to BHS health facilities professional , and other stakeholders to orient in digital solutions, virtual training platforms, and evaluating the system or resources

• Develop and/or adopt appropriate technical guidelines, tools, and standards to foster cyber secure health information/data exchange and promote digital interoperability.

·         Work in close collaboration with relevant technical departments/units, provide technical support to build capacity, and to support implement and monitor activities related to E-Health to improve health systems and service delivery.

• Supports different departments and units’ team members to prepare their business/ works to become E-Health ready.

• Develops and maintains a strong technical grasp of data quality improvements and data cleansing strategies.

• Produce training materials and provide internal training as required.

• Develops innovative applications for e-Health solutions in data collection, data dissemination, and obtaining client feedback and reports

• Closely monitors the implementation of E-Health solutions and measures their impact in terms of service uptake and income

• Lead the architecture and design for E-Health Solutions and manage application/tools and infrastructure design, development, and implementation

·         Manage the existing BHS Health Management Information System (HMIS) effectively and efficiently 

·         Monitoring system performance and troubleshooting issues

·         Ensuring security and efficiency of IT infrastructure and security through access controls, backups and firewalls

·         Manage the team  working in the department

Management

·         Supervises, mentors, and motivates the ICT team for efficient technical support to users.

·         Oversees execution of the organization’s ICT policies and ensure that policies and procedures are clearly communicated to staff, and are respected.

·         Maintains productive communication, reporting, and team relations within business units to achieve the above.

Job Requirements

Requirements and skills

·         MSC/BSC in Health Informatics and/ or Information technology, Computer science or a related discipline; professional certification (e.g. Microsoft Certified Systems Administrator (MCSA)) is a plus

·         At least Five years for Masters and eight years for BSC related work experience; Healthcare domain experience (Preferred)

·         Proven experience as a System Administrator, Network Administrator or similar role

·         Strong leadership skills, strong team and individual staff management, including supportive supervision, mentoring, team dynamics.

·         Experience with .Net, ASP, MS SQL, C#, JavaScript, HTML, XML

·         Knowledge of Database design / Structure for large scale organizations

·         Experience in Android development, mobile programming

·         Experience with databases, networks (LAN, WAN) and patch management

·         Knowledge of system security (e.g. intrusion detection systems) and data backup/recovery

·         Resourcefulness and problem-solving aptitude

·         Excellent communication skills
