Brief introduction
REACH Ethiopia is a non-profit local organization established and registered as an Ethiopian Residents’ Charity. It strives to contribute to community development through the implementation of innovative and targeted project interventions to deliver quality health services for disadvantaged communities.
Since its establishment in 2013, REACH Ethiopia has been implementing projects that are targeted towards addressing challenges around TB programming at the community and Facility level in Urban and rural settings of the country like Sidama, SNNP, Addis Ababa, Diredawa, Harar, and parts of Oromia Regions. In recent years REACH has been introducing pioneer and innovative technologies like AI-guided portable X-rays and TB diagnostic connectivity solutions.
REACH Ethiopia, through funds received from Expertise France, is in the final preparatory stages to implement a project at Zone 3 in Afar Region, Ethiopia in collaboration with the Ministry of Health and Afar Regional Health Bureau.
Purpose of the position (general)
Under the leadership of the project manager, the Zonal TB Coordinator is responsible for planning, executing, and overseeing the successful implementation and delivery of district TB program activities to achieve its intended goal in Zone 3 of the Afar region. He/she coordinates the planning, implementation, and delivery of defined and agreed upon service delivery/practice of standards and provides oversight to all Community and health facility-based TB Care activities under the Expertise France project that will be implemented in this setting.
S/he will be responsible for developing the project’s management plan and regularly reviewing activity performance; discuss issues with the project management team and develop improvement plans when necessary.
S/he will closely work with the Woreda/zone TB Coordinators to engage the community TB workforce (HEP, WDAs, Volunteers) and ensure effective community-based TB care interventions are in place.
Answerability and Position in the Organization
The Zonal TB Coordinator reports to the Expertise France Project Manager.
Major and Overall Duties and Responsibilities:
Development and implementation of Zonal community-based TB case finding, contact investigation, screening, TB treatment adherence; TPT
Develops and schedules project work plan in accordance with specifications given to him/her;
Oversees daily operations and coordinates activities of project; determines priorities;
Reviewing the plans regularly to ensure tasks and milestones are being achieved in a timely manner and preparation of project status reports, managing presentations at the Regional/Zonal /Woreda level, designing agendas whenever the need arises to do so, etc.
Take an active part in the project issue/risk management process, by contributing to the identification and prioritization of existing and potential issues and risks, and helping to develop local-level strategies and controls to mitigate these;
Provide skilled facilitation support to the lower-level project teams so that the project achieves its predetermined goals and expectations;
Employ effective organizational and administrative processes, together with their knowledge and/or experience of project management practices, to facilitate the successful achievement of the project objectives;
Build and maintain effective relationships with a wide range of people and sectors in the Zone in addition to own team;
Help build lower level team’s project management capability by collaborating with other staff, coaching and mentoring others and generally encouraging the appropriate use of project management techniques;
Manage communications through media relations, social media etc;
Help build positive relations within the team and external parties;
Keep all members of the team up-to-date with relevant project information;
Frequently communicate with team members to ensure maximum efficiency;
Schedule and organize meetings/events and maintain agenda;
Ensure technology is used correctly for all operations (video conferencing, presentations etc.) when appropriate;
Create presentations, summaries and helping materials to ensure better communication and understanding of the project;
Monitors and supervises the activities of Zonal & Woreda TB Coordinators, Civil Societies Organizations and volunteers/associations;
Be attentive on changing needs of targets and keep adjusting schedules as appropriate;
Complies with policies and procedures governing the project and ensures that the project is operating at maximum efficiency;
Prepares reports regarding project operations;
Trains Woreda TB Coordinators, HEWs, and volunteers to ensure proper operation of the project;
Provide technical support on listing out all index cases from Unit TB register for retrospective contact investigation;
Coordinate active contact investigation along with Woreda TB Coordinators, TB focal persons, and health extension workers (HEWs) to demonstrate how to conduct a household contact investigation
Support mapping of key population groups in the selected woredas for focused CTBC activities
Develop and distribute referral slips and SOPs to Woreda, HFs, and HP level
Monitor the implementation of TPT initiation and completion for ages under 15 children and PLWHA
Interacts with members of the community to help achieve project goals and objectives;
Brings to the network expertise, experience, information, and commitment to facilitate an integrated approach to TB prevention and control in the region;
Report to the project manager on the progress of the Expertise France activities within the given timeframe;
Support and promote actions that address the vulnerability to TB and related challenges that contribute to the spread of TB;
Make workable plans to cope with prevailing situations.
Knowledge management
Identifies areas for crosscutting collaboration with ZHD and relevant partners;
Enhances and anchors the in-depth knowledge of TB technical areas in the technical team (both own and partners team);
Actively shares knowledge with the Zonal TB control program;
Maintain personal in-depth knowledge of TB control areas and be able to understand as well as manage a frequently changing development related to TB.

Number of positions: 1
Master’s Degree in public health or equivalent, a minimum of 4 years relevant work experience in TB control of which 2 years is a senior advisory/ supervisory / coordination role;
Bachelor’s Degree in public health, a minimum of 8 years relevant experience in TB control of which 6 years is an advisory/supervisory/coordination role;
Proven experience in health program management of at least 6 years.
Previous experience in Community TB program, specifically working with HEP and volunteers ;
Proven experience in stakeholder capacity-building skill: facilitation, presentation, communication, and monitoring impact of capacity-building interventions
Proven experience having team spirit
Excellent verbal and written communication skills in English, Amharic, and at least one local language of the region;
Experience in capacity building and utilizing participatory learning methodologies;
Past experience with NGOs recommended;
Willingness to locate in Zone 3 Afar region with frequent travel to Woredas.
