Job Description

JSI is a US-based public health nonprofit organization dedicated to providing high-quality technical and managerial assistance programs throughout the world. In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

Activity Overview

USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA's strategies and implementation approaches will help the government of Ethiopia build public and private health care systems that are responsive, resilient, and sustainable. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in select regions and woredas. The Activity, through funding support from USAID, will be implemented by JSI in collaboration with Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and Network of Ethiopian Women's Associations (NEWA) for five years (May 01, 2023 - April 30, 2028). 

Position Summary

The IT Manager is responsible for organizing, and coordinating all IT and communication-related activities in both the central office and area implementation offices. S/he is also responsible for the computer systems of the Activity including designing and developing application systems, provide effective IT systems, help implementing IT standards and policies, and providing technical support and training to the users; updates and computerizes the major activities of the organization; plans, deploys and administers communication and application technology. The IT Manager will manage the overall technology infrastructure including smooth implementation and management of the software applications and hardware infrastructure that support operations.

KEY DUTUES AND RESPONSIBILITIES

·  Serve as a point of contact to any concerning all IT related matters

·  Manage in systems administration including: general computer support; upgrades; software installations; license management; server set up and management; network and printer support; deployment of equipment; management of inventories; end user support. 

·   Install required software for desktop and laptop computers.

·   Updates the users with changes and current IT systems, and provides technical support and training to the IT users of the organization;

·   Advise and support employees in best practices and correct approaches in the appropriate use of the shared files

·   Troubleshoot, and repair user accounts and email accounts, assist in resetting passwords

·   Assesses and approves of any procurement of IT related equipment both at the central and area implementation offices;

·   Provide technical support during IT equipment purchases

·   Plans to computerize the manual systems of the central and area implementation offices;

·   Ensures that the IT equipment are functioning properly and conducts pre- and post-tests of IT-equipment;

·   Prepare an overall inventory of all IT equipment, including a detailed background history of each item to enable the organization to decide which items should be disposed of or upgraded

·   Makes backups and tests the backups for the available servers in the organization;

·   Ensures the availability of internet for both in the central office and area implementation offices;

·   Setup and support audio/visual equipment for presentations and trainings on and off site 

·   Prepare IT guidelines, checklists & log books to ensure employees are able to follow an appropriate maintenance schedule for computers, printers and other communication equipment 

·   Provide computer skills training for all staff

·   Liaise with Ethiopian Telecom (ISP) and other regulatory departments to facilitate any procedures concerning ICT 

Job Requirements

·  BSc degree or higher in Information Technology, Information System, or Computer Science

·   Certified in Information Technology, Information Systems, Certificate of training in A+, Network +, CCNA, or other relevant certificates 

·   More than 5 years of experience within the ICT technical field in similar INGO 

·   Ability to write and speak English fluently

·  Strong Communication and interpersonal skills

·  Willingness to travel and work in the activity implementation regions.

·  Knowledge of various donor requirements

·  Excellent networking and partnership-building skills

·  Proven ability to work collaboratively in a multidisciplinary team environment

·  Speaking of more than one local language is a plus.
