Job Description

Result Areas:

Leadership

  • Provide leadership and oversight for the design and implementation of research and program learning activities

  • Provide technical assistance to MOH, RHBs and relevant stakeholders in identifying priority research agenda and generating HRH evidence

  • Provide technical assistance on health workforce research, and advocate for translation of evidence into policy and practice

  • Ensure compliance with Human Subjects Research ethical requirements, in line with Johns Hopkins University Institutional Review Board and local country ethical review board guidelines

  • Provide technical assistance and contribute for streamlining/digitalize local IRBs process

  • Provide technical and capacity building support to professional associations regional public health institutes and universities with research capacity and facilitate IRB approvals

  • Advise on the process of using research and program learning findings to inform key stakeholders and strengthen program implementation

  • Provide technical leadership and capacity building support to staff and local partners, focusing on research and evaluation

  • Provide oversight for the development of technical reports and manuscripts using findings generated from research and program learning

Management

  • Support development of annual program work plans, including providing leadership for development and finalization of all research and program learning activities

  • Support development of comprehensive quarterly reports to be submitted to the donor and to government stakeholders, including proving timely review of compiled reports

  • Support development and or review of programmatic and technical documents developed, including research papers, abstracts, technical reports, etc.

  • Provide oversight for the process of identifying local research consultant firms to support implementation of studies

Business Development

  • Identify and communicate potential opportunities for new business and new or leveraged funding sources

  • Contribute to proposal design and writing

 Knowledge Management and Sharing

  • Identify programmatic successes, challenges and lessons learned, and document these for internal use, and external audiences

  • Promote communication across Jhpiego and other implementing partners on thematic related issues and ensure the sharing of such information and knowledge across the program

  • Promote dissemination of program learning and research findings to conferences and global scientific communities through abstracts and peer reviewed journals

Job Requirements

Knowledge, Skills and Abilities:

  • Post graduate degree in Public Health or Master’s Degree in epidemiology or Health related fields with Eight to nine years’ experience.

  • At least five years’ experience in research and related activities.  

  • Ability to design, process and analyze data using one or more of the following statistical software packages: SPSS, SAS, Epi-Info, Stata

  • Ability to design and implement electronic data collection applications: CommCare, ODK, Kobo ToolBox, etc.

  • Technical skills in Research, including at least four of the following:

  • Applied evaluation or research

  • Design and implementation of evaluation protocols

  • Translation of complex data systems and results into understandable lessons learned and action priorities for programmatic and other technical staff

  • Research/evaluation related to quality improvement approaches to strengthen service delivery

  • Support M&E team in designing, collecting, writing, reviewing and/or editing Monitoring, Evaluation and learning data for donor reporting and presentations and in providing technical assistance to USG-funded programs with emphasis on maternal, newborn and child health

  • Experience in developing successful, replicable and sustainable research related programs

  • Fluency in English and Amharic (written and spoken)

  • Familiarity with international donor policies and administrative procedures, and experience in design and implementation of overseas health programs
