GENERAL PURPOSE OF THE ROLE

The Senior Grants Officer will work within the Grants Department to ensure a smooth, efficient and effective programme delivery and implementation, in accordance with the organization’s standard policies, internal procedures and adherence to donor’s guidelines and the ambitions of the CSP.

S/he will be responsible to provide support in the overall management of GOAL Ethiopia grants portfolio and will focus on developing and reviewing government proposal & agreements as well as government reports, in close collaboration with Programme Team and under the oversight of Grants  Team. The Senior Grants Officer will act as key focal person for all communications with local stakeholders during the grant life cycle and will directly liaise with government authorities as well as GOAL Area Managers in the Field Offices.

She/he will collaborate with Grants Team to facilitate and manage the Grants Management Meetings, that will be conducted on a monthly basis as per the internal guidelines.

S/he will also deal with GOAL Programme, Finance, Logistic and Procurement Team to ensure smooth and quality programme delivery and implementation, supporting the team at Head Office and Field Offices on operational and administrative activities and requests, and facilitating information sharing, and documentation review and approval.

Key Areas of Accountability/Duties

The Senior Grants Officer shall work closely with the Grant and Programme Team to facilitate and support the program management and development. He/she will report to the Grants Manager. 

Key Duties:

·       Support the Grants Team in developing and reviewing government proposals & agreements and budgets, addressing any comments and submitting them to the relevant government authorities for sign-off;

·       Liaise and follow up with Area Managers for preparation and timely submission to local authorities of quality government reports during grants life-cycle, and any other letter/communication (for instance, start-up letters, NCE (No Cost Extension) / CE (Cost Extension) documents, etc.)

·       Keep the government agreements and reports Tracking File up-to-date, share it regularly with Programme Team, Area Managers and relevant Departments, and ensure all documents (hard and soft copies) are properly filed in collaboration with Compliance Dpt.

·       Support Grant Team in reviewing donor agreements and reports, and provide support in addressing comments both at country office and HQ and preparing documents for submission.

·       Support the Grants Team to facilitate and manage the Grants Management Meetings, supporting in the GMMs preparation, taking and sharing the Minutes and following up with responsible persons to ensure all Action Points are properly addressed and closed within deadlines.

·       Work closely with Programme Team and facilitate communication and coordination with support functions (Finance, Logistics, Procurement and HR) to ensure the program planning process is smoothen and achieved in timely manner

·       Assist the Program team in the preparation of procurement plan and raising Procurement Requests (if needed), and regularly liaise with Procurement Team to speed up any pending and/or urgent procurement

·       Regularly liaise with Field team to provide support in relation to logistics and procurement activities

·       Assist the Grants Manager on updating the Grants Tracking File and Donor Reporting Schedule and any other tasks as requested,

·       Take part in any relevant workshop/meetings and trainings,

·       Assist Senior Management Team of GOAL Ethiopia in any other assigned tasks

·       Travel to the field sites as needed to support program monitoring/contract management

Mainstreaming issues

The Senior Grants Officer is responsible to:

•        Read, understand and implement GOAL Ethiopia’s policies on mainstreaming issues of Gender, Child Protection and HIV/AIDS

•        Work with the relevant focal persons to make sure that gender, Child Protection and HIV/AIDS are mainstreamed or considered when preparing concept notes and proposals

•        Act as a role model and provide feedback to encourage others in supporting employment equity and diversity principles, and the accommodation of differences in the workplace; model the flexibility required for working in a diverse environment

•        Keep him/herself updated on the country’s situation with regarding trends of mainstreaming issues and the humanitarian context

Compliance Issues

•       Familiarize self to GOAL Donor Compliance issues and implement accordingly in area of responsibility

•        Make sure that government reports and agreements are completed according to the donor compliance schedule and donor requirements

Job Requirements

·       BA degree required; Master’s degree in Business Administration, International Affairs, Development Studies or related field is strongly preferred

·       At least 3 years of relevant experience in international NGOs, preferably in Programme/Grants Departments 

·       Relevant experience in program management and or grants management and proposal/business development/design

·       Strong knowledge on Nutrition, Health, WASH, NFI, Livelihood, Protection and Gender programmes and flexibility to respond to an evolving emergency situation is an advantage.

·       Having familiarity and experience with both humanitarian and development response programmes and flexibility to respond to an evolving emergency situation is an asset.

·       Strong Programme Management experience, with budgetary control and financial management skills. Ability to identify priorities, achieve results, meet demanding deadlines and work under pressure in unstable security environments.

·       Good communication skills, capacity and proven experience to liaise with donors, partners and government authorities, experience in cross-cultural situations, especially working with government officials.

·       Experience in procurement and related logistics management skills.

·       Advanced computer-based skills, focusing on MS Excel, Word and Power Point and data analysis tools

·       Extensive knowledge of USAID/BHA, ECHO, UNOCHA, EU, etc. rules and regulations.

·       Initiative and able to achieve results and attention to details.

·       Good command of the English Language; knowledge of at least other 2 locale languages is an asset

·       Sensitive to crosscutting issues like child protection, HIV/AIDS and Gender

·       Experience in Monitoring and Evaluation processes for humanitarian/livelihood programs

·       Must read, understand and implement GOAL Ethiopia’s gender/child protection policies. S/he is expected to be gender sensitive and commit towards implementing approaches supporting gender focused concepts and child protection

·       Excellent interpersonal skills and demonstrated ability to establish effective and working relationships with staff members, government officials, and other organizations and stakeholders

  • Experience with capacity building and in designing and facilitating trainings and workshops for diverse audience

  • Independent thinking and proactive management style
