Job Description
BACKGROUND
The Center for Implementation Sciences (CIS) in Health at the School of Public Health, College of Health Sciences, Addis Ababa University seeks to accelerate translation of effective policies and evidence-based practices into public health and development benefits through influencing policies, strategies, programs and practices at different levels of the health system. The CIS shall work, through its multidisciplinary teams and in close collaboration with relevant governmental and non-governmental stakeholders, to develop, implement, and evaluate strategies, methods, approaches, and models to promote the adoption, implementation, sustainment, and scale-up of evidence-based policies, practices, and programs in the fields of public health.
The center is looking for a qualified and enthusiastic Human resource Officer with relevant qualifications and experience. The applicant should be committed to excellence in human resource management and in supporting the vision of the center.
Advise the center director, project manager an d Administrator in ensuring adherence to the HR manual and labor law of the land in making any personnel related decisions;
Ensure that compensation & benefits are in line with the organization standard, policy & labor law;
Coordinate staff recruitment and selection process in order to ensure a timely, organized and comprehensive procedure is used to hire staff;
Plan & facilitate trainings including coordinating effective orientation to newly hired staff & ensure staff is exposed to the organization policies and culture;
Facilitate performance appraisal of an employee on 45 days probation is reported b y immediate supervisors five days ahead of the end of the probation period and in accordance with the University Manual and the labor law of the land;
Communicate AAU/Ethiopian public service HR policies, procedures, and guidelines to new and existing staff as deem necessary so that the rights and responsibilities of staff become more clear and understandable;
Ensure that all staff information are properly filed, updated and confidentiality is maintained;
Handle leave management & update leave on time as per the leave guideline;
Ensure that all medical receipts presented by eligible staff are verify against the staff files and family list for reimbursement;
Conduct Reference checks and ensure that all relevant information (including original employment documents, annual leave forms, police checks, medical examination, declarations, organization policies, procedures and culture and work related guidelines, other recorded personnel actions etc); that are essential to make related decision on time;
Establish HR data base for personnel and update accordingly;
Respond to staff inquiries regarding staff hiring, promotion, transfer, benefit/compensation e.t.c , in accordance with AAU personal manual and related policies;
Assist the center director, project manager and Administrator in ensuring that the CFP process is followed up effectively at all level, follow up submission and verification of the evaluation report on time, and compile & submit training needs identified by staff
Advise & assist the center director, project manager and Administrator in understanding & implementing AAU and the implementation science center HR, Grievance, security & related policies;
Develop HR strategic plans with managers in terms of skill and number levels in consideration with long term and immediate staff requirements l
Career Level: Higher-Level (6-10 years’ experience)
Duration of work: 1 year with possible extension

Qualifications Required
MA/MBA in Human Resources, Public Administration and Development Management, or Business Administration is preferred though BA with equivalent experience will be considered.
Work Experience and Skill required
6 years in relevant field
Proficiency in MS Office, including Excel and PowerPoint.
Demonstrated ability in supervision.
Knowledge of Labor relations
Good planning and organizational skills
Ability to handle multiple tasks and adjust to changing preferences in a fast-paced environment.
Ability to maintain effective working relationships with all levels of staff
Good knowledge and experience of Ethiopian public service
Good knowledge Ethiopian Civil service policy and guideline
