About the Organization:

Development for Peace Organization (DPO) is an Ethiopian non-profit organization established in 2020 with a mission of striving to meet the humanitarian and developmental needs of societies regardless of race, color, religion or cultural background. We are legally registered to work in Ethiopia (Reg. 5164) as National NGO and as INGO in South Sudan (Reg. 4178), Somalia (Reg. NGOD/Moifar0422/022) and Kenya (OP.218/051/22-400/12732); it is also processing its registration in Yemen.

We are currently seeking a dynamic and experienced Gender and PSEA Advisor on a Roving basis to join our team. The Gender and PSEA Advisor will play a key role in the implementation of a project aimed at strengthening the implementation of gender-responsive programming and ensuring the effective integration of Protection against Sexual Exploitation and Abuse (PSEA) measures. The incumbent will also play a crucial role in promoting PSEA principles, facilitating community engagement, and establishing effective complaint mechanisms across sectors.

Key Responsibilities:

  • Provide technical leadership and guidance on gender equality and PSEA principles, policies, and best practices.

  • Develop strategies and action plans to mainstream gender into all project activities, ensuring the inclusion of gender perspectives and addressing gender-based disparities.

  • Conduct gender assessments and analysis to identify gender-related issues and recommend appropriate interventions.

  • Develop and implement strategies to promote community engagement related to PSEA.

  • Support the establishment and management of community-based complaint mechanisms.

  • Support the development and implementation of gender and PSEA-related policies, guidelines, and tools.

  • Conduct training sessions and workshops for staff, partners, and stakeholders on gender in humanitarian action, PSEA, and related topics.

  • Coordinate and conduct Training of Trainers (ToT) sessions on gender and PSEA themes to build capacity within the organization and partner agencies; including Gender in Humanitarian Action (GiHA), Gender Mainstreaming Pocket Guide for humanitarian responders, Sex, age, and disability disaggregated data (SADDD) collection, management, and use, along with the IASC GAM, Gender assessments and analysis.

  • Review and adapt existing training materials on gender and PSEA, develop new materials, and ensure they are up to date and gender-responsive.

  • Provide technical support for the establishment and management of community-based complaint mechanisms, ensuring a survivor-centered and gender-sensitive approach.

  • Advocate for the inclusion of gender and PSEA concerns in sectoral and inter-agency coordination meetings and forums.

  • Collaborate with project teams, sector leads, and other stakeholders to ensure the effective integration of gender and PSEA considerations into project design, implementation, monitoring, and evaluation.

  • Review existing working group Terms of Reference (ToRs) and work plans and provide recommendations for strengthened gender responsiveness.

  • Monitor, evaluate, and report on the progress and impact of gender and PSEA activities, ensuring compliance with organization and donor guidelines.

  • Provide expert advice and support to program teams in integrating gender-transformative approaches and strategies across all sectors and activities.

  • Develop and implement a comprehensive gender and PSEA monitoring and evaluation framework to track progress, identify gaps, and ensure accountability.

  • Conduct regular gender and PSEA audits and assessments to identify organizational strengths and weaknesses and recommend measures for improvement.

  • Collaborate with external partners, networks, and stakeholders to promote learning, exchange best practices, and strengthen gender and PSEA programming.

  • Support the review of multi-sectoral and sectoral assessment tools to ensure gender is adequately incorporated.

  • Lead the development and revision of relevant policies, guidelines, and standard operating procedures related to gender and PSEA.

  • Provide technical assistance and guidance to ensure the effective integration of gender and PSEA considerations in emergency response and recovery efforts.

  • Ensure that gender and PSEA perspectives are integrated into budgeting and resource mobilization processes.

  • Work closely with the Protection and Safeguarding Focal Point to ensure strong coordination and collaboration between gender and PSEA efforts.

  • Represent the organization in relevant gender and PSEA-focused forums, conferences, and events, and contribute to knowledge sharing and advocacy efforts.

Job Requirements

Qualifications:

Education

  • Master’s degree in Gender studies, Law, Social sciences, Social Work, Sociology or a related field.

Work Experience

  • Minimum of 10 years of experience in gender equality and PSEA programming, delivering training, preferably in humanitarian or development settings.

  • Strong experience in community engagement, complaint mechanism establishment, and gender in humanitarian action.

  • Experience in conducting gender analysis and assessments, and using gender-sensitive monitoring and evaluation tools.

Essential Competencies & Skill

  • Strong understanding of gender equality and women’s empowerment issues, with demonstrated knowledge of gender mainstreaming concepts, tools, and approaches.

  • In-depth knowledge and practical experience in designing and delivering gender and PSEA training, including ToT sessions.

  • Familiarity with international standards and guidelines on PSEA, such as the IASC Guidelines on PSEA and the Core Humanitarian Standard.

  • Excellent analytical, communication, and interpersonal skills, with the ability to effectively collaborate with diverse stakeholders.

  • Fluency in English and proficiency in additional languages would be an asset.

  • Ability to work independently, manage multiple tasks, and meet deadlines in a fast-paced environment.
