Position:                 Senior M&E and Data Manager

Reports to:             M&E, Research Director

Location:                Addis Ababa, Ethiopia        

OVERALL RESPONSIBILITIES

M&E and Data Manager serves as a resource expert for the general M&E, data management and implementation research of Eliminate Tuberculosis from Ethiopia through his/her involvement in the design and preparation of general M&E framework in general, and designing the program’s operational research (OR), electronic standard of care of care (e-SoC) and MDR-TB DHIS2 tracker tools a. S/he is also responsible to support the project data base preparation, data management of eSoC, DHIS2, DQA and also the monitoring and implementation of the OR of the project. The M&E and Data Manager is required to support and monitor program-based digitalization and monitoring system.

SPECIFIC RESPONSIBILITIES

The Senior M&E and Data Manager’s responsibilities include, but are not limited to, the following tasks:

  • Work with Monitoring & Evaluating, and Research Director on the design and implementation of the project’s Monitoring & Evaluation (M&E) system to generate timely and accurate information for project at all levels,

  • Develop and implement effective monitoring tools and approaches to demonstrate the effectiveness of project interventions,  and make these available to central and regional technical advisors to gather, analyze, report and solve problems related to human resources.

  • Contribute to the project’s Knowledge Management system for identifying, disseminating and applying/validating promising project practices.

  • Develop and monitor the project’s project monitoring performance to document systematically, project performance for project technical leads and the project leadership team.

  • Ensure the project key and essential indicators are revised and incorporated in the health institutions data capturing system;

  • Train staff on the indicators, electronic data collection system of DHIS2 guided MDR-TB, e-SoC, analysis and information use.

  • Support the monitoring and evaluate part of the local partners (ODA, ADA & REACH-Ethiopia, EPHLA, ETA) and monitor the results achieved by the project partners against agreed upon targets and track overall progress in achieving the project goals and performance targets.

  • Capture and document lessons learned from the project activities in the form of best practices, summary achievements, and success stories; and share to the project technical and managerial staff.

  • Work with the Research director to provide technical and financial assistance for the TRAC and the Union conference.

  • Contribute to the quarterly and annual project data management and report preparation, through ensuring a timely data collection, data quality check, data analysis; and at end  report production to the Mission

  • Supervise and build capacity of the project M&E staff.

Job Requirements

QALIFICATION AND EXPERIENCE

  • Postgraduate degree in Public Health, Statistics, Epidemiology, or related field with focus on Monitoring & Evaluation (M&E) and/or Biostatistics.

  • At least seven years hand-on-experience at a senior position in M&E with very good analytical, presentation, communication and reporting skills; , of which at least seven years on M&E of TB and TB/HIV program.

  • Previous USAID experience preferred, and familiarity with USG reporting systems

  • Must have proven experience with District Health Management Information Software System (DHIS 2), providing technical guidance, programming and system architecture expertise to meet

  • Significant experience in developing monitoring plans and/or management information systems

  • Excellent interpersonal, multi-cultural and team building skills.

  • Excellent writing skills, oral and written communication skills and fluency in English

  • Demonstrated computer skills in Microsoft Office Suite applications including Word, Excel, PowerPoint and Outlook, and relevant statistical packages such as CISPro, STATA, GIS, SPSS, Epi Info, etc.

  • Ability to work independently and take initiatives.
