Job Description

Women Empowerment-Action (WE-Action) is an indigenous non-political, non- religious, non-profit, humanitarian and development-oriented civil society organization working in Ethiopia to the improvement of the social, economic, and physical well-being of the poor women in particular and the community in general. Currently the organization is operating in three regions SNNPR, Amhara and Oromia National Regional States.

WE-Action envisions “Ethiopian women empowered”.

Scope of the position

The Program Quality Manager (PQM) is tasked with responding to the significantly increased and changed needs to manage, demonstrate and promote high levels of program quality, knowledge management and learning and impact measurement based on sound research and analysis. The PQM position is also function on developing and coordinating project level M&E systems with intent to influence program level strategy and resource allocation for program quality and learning actions and capacity to undertake analysis of information to demonstrate impact.

This position will have a very high  level of contribution to ensuring that WE-Action  able to demonstrate heightened levels of impact, effective resource allocation and management for program quality and learning actions, knowledge management , gender transformation and accountability (both to donors and forward accountability to program participants). The PQM will further provide technical guidance to the existing WE- Action theory of change and future initiative for managers to enhance synergy among components and take the lead in articulating the logic of how these contribute to the program goal/objectives and putting to test the Program Theory of Change to demonstrate impact, accountability gender transformation and contribute to effective risk management.

Detailed duties and responsibilities

Managerial Responsibility

  • Assist the team to ensure quality programming and adherence to set standards for program and organizational quality.

  • support management and accountability through providing routine, accurate collection and reporting of information that confirms status of program activities based on log frames and M&E frameworks.

  • Develop the quality control systems and mechanisms needed to guarantee proper management of information and data.

  • Coordinate regular program review meetings among managers to facilitate dialogue and learning on project/program Implementation.

  • Participate in program designing and lead the LFA development.

  • Participate in organization policy development, implementation and evaluation of performances.

 Program Quality 

  • Periodically test the program Theory of Change through assessment of program’s predictive assumptions, relationships between desired changes and the actions that may produce those changes.

  • Actively participate in proposal design meetings ensuring that they reflect WE- Actions programming principles and standards, fit into and areas aligned with  the strategic plan  framework and strategic priorities;

  • Manage periodic research and assessments/analysis of program themes to inform advocacy, refinement of strategies, approaches and tools, ensure “do no harm”, evidence of impact and learning agenda of the program.

  • Ensure value for money and gender budgeting in resource allocation/management and forward accountability in line with standard levels of compliance as related to procurement processes, financial accountability and other relevant program support actions.

  • Regularly truck project results and inform program managers for quality delivery and revision of strategies and action plans.

Monitoring , Evaluation and Reporting

  • Develop M and E plan of the organization and for projects.

  • Work closely with Area program Managers to take lead in the development of component M&E plan based on internal and external good practices and lessons learned and take the lead on ensuring that these contribute to program level M&E and impact measurement systems.

  • Operationalize program component M&E systems to facilitate forward and backward accountability to program stakeholders.

  • Regularly conduct monitoring and evaluation to truck project indicator results.

  • Develop indicator based quarter and annual based qualitative and quantitative result of the project and feed program managers with data for their quarter and annual result based reporting.

  • Lead/supervise the development of evaluation terms of references and provide technical guidance for assigned internal and external project evaluations.

Knowledge Management  and Learning

  • Obtain first hand field information on the success, relevance and appropriateness of developed program strategies for lessons and learning.

  • In collaboration with Organizational Development and Administration regularly update organizational website and upload new development, learning and success stories.

Compliance and Performance

  • Regularly plan, implement and evaluate personal, subordinates and section development plan.

  • Strictly follow, monitor and report WE- Actions compliances to internal polices and Core Humanitarian Standards as appropriate.

Gender, Social Inclusion  and Accountability

  • Develop gender equality, social inclusion and accountability program and organizational strategies and communicate for program managers.

  • Regularly review organizational gender policy, undertake organizational gender audit and amend policy commitments based on the findings.

  • Communicate program managers and develop annual gender social inclusion and accountability work plan.

  • Assist program managers to integrate, implement and report gender, social inclusion and accountability in their annual work plan.

  • Ensure that communications and products of WE-Action are gender sensitive.

  • Review the organization accountability framework; communicate for employees for effective implementations.

  • Regularly monitor WE- Action compliances to Core Humanitarian Standards (CHS) and develop capacity accordingly.

  • Facilitate external verification process of WE- Action Core Humanitarian Standards.

  • Assist program managers to plan and implement mainstreaming of gender and social inclusion in all thematic area of the project.

  • Lead organizational Gender Equality and Social Inclusion working Team

Accountability and transparency

  • Ensure that communications and products of WE-Action are visible in project area

  • Adhere to the organization accountability framework; communicate for employees for effective implementations.

  • Implement WE- Action compliances to Core Humanitarian Standards (CHS) and develop communities’ capacity accordingly.

  • Participate in external verification process of WE- Action Core Humanitarian Standards.

  • Conduct routine risk assessments, monitor and report any issues related to Safeguarding.

  • Create awareness to community, target groups and peers on safeguarding during weekly, monthly, and quarterly dialogue sessions.

  • Create awareness to community, target groups and peers on WE-Actions compliant Handling Mechanisms during weekly, monthly, and quarterly dialogue sessions.

  • Participate in organizational conversations to discuss on cross cutting issues such as gender, HIV, safeguarding, social inclusion etc…

Safeguarding

  • Able to seek appropriate advice and report concerns, and feel confident that they have been understood.

  • Understands local safeguarding structures and arrangements.

  • Practices in a manner that seeks to reduce the risk of abuse, harm or neglect.

  • Identifies and refers to appropriate services any other associated persons including careers, family members and children at risk.

  • Able to document safeguarding concerns, and maintain appropriate record-keeping, recording the wishes and views of the adult or child at risk, differentiating between fact and opinion.

  • Gather feedback and complaints on any concerns of the project implementation and organization and formally document and report back to field offices with a confidential and secure manner.

Job Requirements

Experiences and educational preparation

  • Minimum of 4-5 years’ experience for MA in Development Studies, Development Management, Monitoring and Evaluation etc and other relevant  fields and 8 to  10 year for BA in similar fields.

  • At least 2 years experiences in a management position, a strategy-based and financial management related position in civil Society Sector.
