Position: Information Management Officer - Jijiga

Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representatives, is to assist Governments to develop policies, programs and projects to achieve food and nutrition security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use the environment and natural resources in a sustainable manner.

Conflict, drought, and high commodity and food prices continue to affect agricultural production and drive humanitarian needs in Ethiopia. An estimated 20 million people across the country require agricultural support. The conflict largely in the Northern region has resulted into a large-scale displacement, loss of livelihoods and limited access to markets, food and basic services. As we prepare for the production season, the DRM-Agriculture Task Force would like to ensure that partners are supported to respond to the post-conflict and climate-induced needs through a well-coordinated response. The coordination needs have risen and there is an anticipated increase in the level of agriculture and livelihood funding. 

The Information Management Specialist (IMS) is one of the core Regional Disaster Risk Management Agricultural Task Force Coordinator (DRM-ATF) Coordination team members and plays a vital role in collecting, analyzing, and sharing information that is important for the cluster stakeholders to make informed, evidence-based and strategic decisions. The IMS needs to be able to liaise and communicate with a wide range of stakeholders and acts as a ‘bridge’ between food security decision-makers and technical information management (IM) staff. Fundamental to the job is the ability to design (and/or adapt) the right tools to collect and analyze data as well as to present information in a way that is easily understood by the DRM ATF members, and external audience (i.e. graphic means such a mapping but also through tables, charts, and narrative writing).

Reporting Lines

The IMs report to the DRM-ATF Coordinator and respond to the DRM-ATF Membership’s needs for information. The IMS is responsible for the day-to-day management of the IM Tool, under the technical guidance and support of the IM team at the National level.

Technical Focus

The Information Management Specialist plays a vital role in collecting, analyzing, and sharing information that is important for the cluster stakeholders to make informed, evidence-based and strategic decisions on the food security needs of affected populations.

Tasks and responsibilities

  • Support the Humanitarian Needs Overview preparation: provide data for FS indicators (based on JIAF); together with DRM-ATF, and with Information Management Working Group, analyze the severity of needs and define People in Need

  • Support the development, together with the DRM-ATF Coordinator and in consultation with sector partners, of the coordination of response plans, strategy and log frame (e.g. HRP);

  • Support DRM-ATF Coordinator in creating and monitoring HPC online system for project submission;

  • Proactively gather information from DRM-ATF partners and other organizations which may be of use in ensuring informed decision-making processes;

  • Develop and maintain a database about DRM-ATF partners’ activities, analyze and process the data, and share final information and products (dashboards, maps, etc.) with DRM-ATF partners. Ensure that data is collected and presented in a way consistent with the objectives

  • Ensure financial monitoring for cluster response activities (check OCHA Financial Tracking System);

  • Conduct secondary data review, compile an inventory of available assessments and provide DRM-ATF partners (and IPC where applicable) with a list of available information/data with respective sources on a regular basis (e.g. common Cluster / Sector data sets, including population data disaggregated by age and sex, assessments and other surveys );

  • Create and maintain contact directories and mailing lists;

  • Maintain updated global Food Security Cluster country and the Humanitarian Response webpages with all relevant material;

  • Conduct capacity building for partners on Information Management (e.g. on monitoring/reporting formats, project submission, excel use);

  • Contribute to the development of reports (Sitreps, Bulletins, newsletters) by providing the DRM-ATF with data and information;

  • Assist in organizing Meetings and working groups (if applicable);

  • Together with the DRM-ATF Coordinator, support gFSC initiatives, e.g. CCPM (Cluster Coordination Performance Monitoring), global cluster annual overview, global dashboards, etc.;

  • Liaise with OCHA and IM Focal Points in other clusters, and attend IM Working Group meetings or other relevant WG meetings – share information as appropriate;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING 

Minimum Requirements

  • The candidate should be a national of Ethiopia

  • University Degree-level qualification or equivalent – preferably in Statistics, Economics, Data Management, Geographic Information Systems (GIS) and other related fields;

  • Minimum of 3 years of work practical and extensive experience in data management and visualization;

  • Working knowledge of English and good knowledge of the local language (s) used at the duty station is required.

FAO Core Competencies

Technical/Functional Skills

  • Organization and management of the data input and initial analysis and presentation of data for the Food Security cluster, including setting up the Food Security Information Management tool in accordance with the country context. 

  • Data Management, database and derivative products, such as maps with the gFSC Information Management Tool (Arc GIS, QGIS), Adobe Suit and Advance Microsoft Office user.

  • Inventory and identification of relevant common Cluster / Sector data sets, including population data disaggregated by age and sex; 

  • Development of simple, user-friendly emergency Food Security monitoring reporting formats in consultation with the local authorities, providers of Food Security assistance and other key stakeholders;

  • Strong English communication skills, both written and oral.

  • Establishes and maintains productive partnerships with clients by gaining their trust and respect. 

Selection Criteria

  • Familiarity to work with UN agencies, Government and other partners.

  • Ability to work under pressure and willingness to travel frequently to fragile locations of Ethiopia; 

  • High proficiency in written and oral English.

  • Demonstrates integrity and ethics in the conduct of his/her work.

  • Experience in a humanitarian context is mandatory and experience in food security-related topics is highly desirable;

  • Willingness and ability to work in difficult environments, in often stressful time-critical situations;

  • Formal training in Cluster IMS or previous Cluster experience is desirable.
